I'm trying to answer the following questions and really have no clue. Guinea was a long time ago for me! Any ideas would be appreciated.

????????? What structures exist from the village up to the prefecture? 
Districts (city/village), sous-prefecture (county), prefecture (state), region
?
?
????????? What are the levels in between (government/local authorities/etc)? 
Village chief, mayor (in prefecture capital?), governor (in regional capitals?)
?
DPE - head of education department at prefecture level
?
?
????????? What community-based organizations/structures are at each level (e.g. parent-teacher associations; others)?
ngos, clinics, farmer coops, women's groups, APROFIG in various towns?
high schools at prefecture level, college at sous-prefect level??
