In the course of the letter, I made the suggestion that he consider doing a documentary on the impact of refugees on host countries. Late last year, Eric went to Sierra Leone to do a series of powerful documentaries on the tragic situation there. But during his visit, he made a stop in Guinea to do a documentary on the impact of refugees there. He interviewed the mayor and pr?fet of Gu?ck?dou as well as people from the For?cariah area as well. I was happy that the documentary spoke not only of the widespread environmental damage done particularly in Guin?e foresti?re but also the huge socio-economic impact as well. It was nicely balanced I think (eric sent me a copy of it on cassette). "The tattered welcome mat: Guinea's refugee burden" will air on Radio Netherlands on 17 and 19 May. The issue is the safety of Guinean roads and having Peace Corps consider bad roads as a public health menace. In the wake of the deaths of Jesse and Justin, many of you agitated for and Peace Corps implimented some changes to the transport system. Or should I emphasize, to the Peace Corps transport system. To the tiny part of the Guinean transport system which affects the 100 or so Peace Corps volunteers. The changes that were made represent a good short-term fix. But a short-term fix is different from a long-term solution. If I remember correctly, the changes made included stuff like occassional PC Land Rover runs up main roads and identifying and patronizing taxi drivers that drove responsibly. These changes are good first steps, but more needs to be done. These changes affect only the volunteer end of the equation. WHETHER OR NOT YOU GET INTO A ROAD ACCIDENT IS NOT SOLELY DEPENDANT ON THE DRIVER OF YOUR VEHICULE. Let's be blunt. If a gros camion (large truck) cuts into the path of your vehicule on a windy road, you're in deep trouble, whether or not you're in a Land Rover or responsibly-driven taxi. Furthermore, I'd like us to consider the reason Peace Corps is in Guinea: developement. Supposedly we went there to basically try to improve the lives of the people there in some way. We could've had better lives. We could've had our own vehicules, we could've lodged in wall compounds with electricity, running water and a cook, like the European coop?rants and NGO workers. Nothing wrong with that but that's not what we chose. We chose to share the lives of the people we were helping by not isolating ourselves, by living at something vaguely resembling their level. By sharing their lives, we could better understand their problems. But that's not enough. We had to use that understanding to help in some way. By sharing their taxis and now losing two volunteers, we now have a better understanding of the same risks that Guineans face everyday. Jesse's and Justin's families and friends have faced the same grief as dozens of other Guinean families and friends have faced this year. We now have that understanding. The question is: WHAT ARE WE GOING TO DO ABOUT IT? I am supportive of the changes PC made as a temporary solution, but opposed if they and we view this as the be all and end all. I remember reading a statistic that road accidents were the second leading cause of death among young Africans, 18-34 (I think). It maims, disfigures and kills lord knows how many people every year. In late '98, a good friend of mine was seriously disfigured in an accident only a few miles from our village. From the way he described it, it's amazing he wasn't crushed to death. PC Land Rovers would've have helped him. As we know, road accidents in Africa do not discriminate between Africans and non-Africans. If Peace Corps sends volunteers to fight AIDS and malaria because they kill lots of people, I think bad roads should also be considered a public health menace. So PC has put into place some nice short-term solutions in the interim. Good. It is necessary. But let's agitate to have them consider bad roads to be public health menace in Guinea and make that something they work on. Make roads safer for everybody is not something that's going to happen overnight so let's not wait until the next volunteer gets killed in a Land Rover or responsibly-driven taxi. I know this issue is not as "sexy" as giving laptops to illiterate farmers but it's much more urgent. Laptops won't do a farmer any good if he's killed before the laptop arrives. Let's get active to see if a big dent can be made in the number of people, Africans and volunteers alike, killed and injured on Guinea's roads. How can we do this? Although I do not agree that sending laptaps to farmers is a"sexy" means of advancing development, I do support your beliefs about encorporating the issue of safe travel into the PC Guinea agenda. Here are a few of my ideas: It would be very easy to have teachers write lesson plans addressing safe travel and how to be an assertive passenger when a driver is cleary drunk, tired, careless or otherwise. While I recognize that Guineans will travel as economically as possible and tend to not insult or advise their drivers, I think that both lessons in Math (addressing overcrowding, the physics of curves, probablility of accidents, ect.) and in English would create at least an awareness. In addition, one could organize sensibilisations (both educators, health and environmental extension, etc) However, neither of these ideas address the fact that the real problem is the drivers!!! Could we (along with USAID or UNICEF) develop a system of goals and benchmarks for drivers? We could have them register with our organization, showing first of all their license and credentials, and then work toward well-determined goals. They could check in once a month (at Medina or elsewhere) describing all accidents and events. I realize that this could create elaborate schemes of dishonesty in an effort to maintain a clear record. What if we could regulate it somewhat? Let's say that they do keep a clean record (including not putting 13 people in a 7-place) they receive a certain number of points while working toward goals- no accidents in 6 months, no injured passengers, only 2 trajet per day between closer towns, only 7 persons in a 7-place etc. Every month we could chose the best driver and give cash incentives. Am I asking for more corruption? Could any of this work? Any other ideas or refinement of les miennes would be great. We could involve the car owners (which are rarely the drivers themselves). I know that right now there are a lot of us on the list, and we have a lot of varying interests. Some people have mentioned that most of the postings aren't of interest to them. So, I'm wondering if we'd like to discuss breaking the list into two smaller lists? For instance, one list for parents, one for RPCV's; or one for discussion, one for information, or something of the sort. We could probably still cross-post somehow if we had information of interest to both lists. What do we want out of this list? What interests us? What would we look forward to reading? There would probably be a fee involved, of $5 a month, to have two lists. If everyone contributed $2 or something (we have 162 subscribers), that would be plenty to keep us going for years. If everyone contributed more, then we could be members of the NPCA (there's a $25/year fee), but I'm not sure how important that is. Regardless, at least some people would have to donate a small amount in order to make two lists a viable option. But we can deal with that after the question of "do we want to split the list?" Please post your ideas to the whole list so we can all participate in the discussion. (although I will compile any thoughts sent directly to me). I am in the information business and it is better to get more information than less less you miss something important. While there are many emails I receive that don't interest me, it's not hard for me to delete the ones I don't care about. It's not really a very high volume list so this isn't a big deal (to me). Besides, being on a list that includes parents AND RPCVs makes for an intriguing cross-section of messages. If we ever tried to unite into an official organization or lobby group, the more we divide now, the more difficult it would be to unite in the future. What interests me? Anything about Guinea. The state of the volunteers currently there, yes. But also, the state of the country, the people, the politics. What role should Peace Corps play? Is there current role effective or should it be more targeted? Should they somehow incorporate road safety issues into their programs? (sorry, shameless plug) RPCVs/PCVs writing about their experiences. These things all interest me. And if anything doesn't interest me, I just move the email to the trash can. So my vote is NO, don't split the list. In my opinion, there's not enough volume on either end (parents or RPCVs) for this to be worth it at this point.
