      1.   THE TRUTH ABOUT CHRISTIANS IN 'PALESTINE'

      There's a new propaganda effort under way designed to convince =
churches in the U.S. that Israel, not Yasser Arafat's the Palestinian =
Authority and the Arab states, is victimizing Christians in the Middle =
East.=20

      The proposition would be laughable if it were not so well =
organized and ingeniously conceived and diabolically executed.=20

      A group called the Holy Land Trust is currently organizing tours =
of large evangelical churches in the U.S. and spreading venomous lies =
about Israel and obscuring the outrageous persecution of Christians =
within the Palestinian Authority.=20

      The lies this group tells in the name of Christianity are big and =
bold. They include the standard lines about Jews robbing the homes of =
Arabs, stealing their land and brutalizing them in a repressive state of =
military occupation. These so-called Christians even rationalize =
terrorism.=20

      I've dealt with the myths many times in the past. But, for the =
sake of those U.S. churches being hoodwinked by this sophisticated, =
slick and well-funded propaganda campaign of the Holy Land Trust, let me =
today give you a glimpse of the truth about the plight of Christians in =
the Islamicized land of "Palestine" today.=20

      Arafat's Islamo-fascist storm troopers have shown nothing but =
contempt for Christians and their holy sites =96 particularly in the =
last five or six years.=20

      In 1997, Arafat turned the Greek Orthodox monastery in Bethlehem =
into his own personal residence during visits to that city. The same =
year, the Palestine Liberation Organization seized Abraham's Oak Russian =
Holy Trinity Monastery in Hebron, evicting monks and nuns.=20

      When the Arab uprising of September 2000 began, Arafat's Tanzim =
terrorist forces chose the Christian town of Beit Jala as an outpost =
from which its snipers shot at Jerusalem. They hid themselves in =
Christian homes, hotels, schools and churches so that return fire from =
Israel would rain death and destruction on Christians.=20

      Last year, about 150 armed PA terrorists took over Bethlehem's =
Church of the Nativity, holding 40 Christian clergy and nuns hostage, =
while firing out at surrounding Israeli forces. Rather than risk the =
lives of the captives and the destruction of the historic church, Israel =
negotiated the release of the terrorists =96 but the church was =
irreparably scarred. The terrorists stole gold, prayer books, crosses =
and anything else that was not nailed down.=20

      If you want to see the dramatic story of this occupation, watch =
the remarkable documentary "Holyland: Christians in Peril."=20

      About the same time, Palestinian terrorists took over St. Mary's =
Church in Bethlehem, holding a priest and several nuns against their =
will. Again, the terrorists used the church to fire out at Israeli =
troops, who were ordered not to fire on the Christian church.=20

      Even in Jerusalem, where Israel permits the Palestinian =
Authority-appointed Waqf autonomy over the Temple Mount, Christians as =
well as Jews are prohibited from entering the site holy to both faiths.=20

      Christian cemeteries are defaced in the areas under control by the =
PA. Anti-Christian graffiti, such as "First the Saturday people, then =
the Sunday people," is commonplace. Christian businesses are burned. =
Christian women are raped. There is no legal recourse for the victims in =
this budding Islamic state.=20

      As far back as 1997, the London Times observed: "Life in Bethlehem =
has become insufferable for many members of the dwindling Christian =
minorities. Increasing Muslim-Christian tensions have left some =
Christians reluctant to celebrate Christmas in the town at the heart of =
the story of Christ's birth."=20

      As a result of the intimidation, the harassment and the =
persecution of Christians in "Palestine," Christians are fleeing for =
their very lives. They are abandoning their homes, their churches and =
their businesses.=20

      This is the stark truth of the Arab and Muslim occupation of what =
were formerly Christian towns in Judea and Samaria.=20

      Israel's only role in this crime was in negotiating, under intense =
international pressure, the so-called "peace" treaties that allowed =
these atrocities to happen =96 that, in fact, made them inevitable.=20

      So, if the Holy Land Trust brings its traveling road show to your =
church, arm yourself with the facts, and tell the deceivers to take a =
hike.=20

      2.   THE OTHER WAR

      In calculations by terror governments, only the certainty of =
relentless military pressure and ultimate defeat truly focuses the mind. =


      In Baghdad, that necessary assurance of doom is still lacking. =
Thanks to the populist pacifism of Germany's chancellor, the =
crowd-pleasing anti-Americanism of France's president and the blossoming =
of the perennial peace "movement," Saddam Hussein is convinced that he =
can persevere.=20

      With some logic, the dictator of Iraq has taken heart from the =
marching rallies and the TV railing. He believes that the tried-and-true =
technique that has maintained him in power will work again: deceive and =
resist, shift the burden of proof, concede enough to prevent attack, =
divide and delay. For as long as U.N. bickering gives him a chance to =
avoid disarming, he will take his chances on a war.=20

      Elsewhere in the Middle East, however, the prospect of sustained =
counterattack by a stable government representing a united Israel is at =
last focusing the minds of Palestinian leaders and their Arab allies.=20

      They are reluctantly grasping what many outsiders in Europe and =
the U.S. still cannot get their heads around: that Ariel Sharon's =
resolute government will be solidly in power for years to come.=20

      His personal election victory of a couple of years ago, though by =
the largest margin in Israel's history, was considered by many to be a =
post-Camp David fluke.=20

      But his victory last year within his Likud Party over substantial =
far-right forces persuaded many doubters. And by giving their prime =
minister an overwhelming victory in the most recent general election =97 =
despite a mainly hostile press, a continuing war and a drooping economy =
=97 Israeli voters made it crystal clear to Arab terrorists as well as =
Jewish terrifieds that Arik Sharon was not about to be outwitted, =
outwaited or ousted.=20

      Hawkish Likud's seats in the Knesset doubled while the dovish =
Labor Party's strength was halved; that never happened before. What's =
left of the left is now in a deep sulk, preferring at least four years =
in the political wilderness to rejoining a Sharon coalition. Of course, =
should Saddam lash out at Israel, Labor would join an emergency =
government, but barring that, the prime minister will assemble a =
center-right coalition of the eager.=20

      And it has a solid mandate. Arab leaders know that even if this =
Israeli government were someday to fail a vote of confidence, Sharon =
would continue in power. That's because no majority in this Knesset will =
be formed without Likud: the far left will never climb into bed with the =
far right. When peace is in the wings, Sharon will be on the stage.=20

      Arik's strategy is to carry the war to the enemy until such time =
as new Palestinian leadership is willing to carry the war to their =
common enemies. Sharon is convinced that Israel will not have a =
Palestinian ally in stopping the terror war as long as Arafat is in =
charge.=20

      In the absence of that needed ally, Israeli defense forces have =
been taking the battle into terror's hotbeds in Gaza and Nablus. The =
mission is to kill the leading killers while trying not to kill those =
they hide among. Israel surely does not want to occupy Gaza; it wants =
Gaza occupied by Palestinians capable of keeping the peace.=20

      The strategy of fighting to win =97 to cause peacemaking =
Palestinians to assert leadership =97 shows some progress. Arafat now =
promises to pick a prime minister someday. His longtime aide, Abu Mazen, =
just endorsed a recent proposal of Egypt's President Hosni Mubarak for a =
one-year truce, fiercely rejected by Hamas and other pro-war groups.=20

      Mubarak, like Jordan's king, apparently senses big changes in the =
area coming after Saddam's defeat. Resigned to Sharon's long-term =
stability, they may help post-Arafat Palestinians become part of postwar =
reconstruction. (The Saudi ruler is all lip service but no help; that =
family's blackmail payments to Hamas through a charity front are =
devastatingly documented in former Ambassador Dore Gold's new book, =
"Hatred's Kingdom.")=20

      Sharon promised President Bush to try to resist being provoked by =
Saddam, though Israel's response depends on the type of Iraqi weapon and =
Israeli casualties. Bush, after Saddam's war, should then set aside any =
"road map" to appeasement in Arafat's war espoused by Putin, Chirac, =
Schr=F6der and the U.N., now that he has seen their true colors.=20

      3.   MR. PRESIDENT, ABOUT THAT "PALESTINIAN" STATE...

      Dear Mr. President, do you truly believe that Arafat has rights to =
Jerusalem? Scriptures says otherwise: "Blessed is the Lord from Zion, =
who dwells in Jerusalem."=20

      Mr. President, you are a man of faith. You frequently use the =
Almighty in your speeches, as when, remembering Leviticus, you said: =
"The liberty we prize...is God's gift to humanity."=20

      You have been quoted as saying, "I welcome faith to help solve the =
nation's deepest problems."=20

      So it is disappointing and astonishing to find you in support of a =
Palestinian Arab state within the boundaries of Biblical Israel, as =
originally outlined in your "two-state solution" speech of June 24, =
2001. Through Abraham, Isaac and Jacob, the Land of Israel was deeded to =
the Jews -- a ONE state solution.=20

      "To you will I give this Land," said God to Jacob...not to =
Mohammed.=20

      Yet, you favor a "Quartet" and a "road map" that would chop Israel =
into pieces and create a homeland to the very people God commanded the =
Israelites to drive out, "lest they become as a snare unto you." These =
pre-Israel Canaanites were worshipers of Moloch, the "god" that demanded =
child sacrifice -- a ritual still vigorously practiced today by these =
same people, when they strap their children with explosives and send =
them out to commit self-sacrifice and murder.=20

      To these people of Moloch you award a state?=20

      You are a God-fearing man, a man like King David, who follows his =
convictions even against the warbling of the mixed multitudes. Your =
steadfastness is a blessing to those of us who are proud to be =
Americans, Christians and Jews. You read the Psalms, so surely you draw =
strength from King David who wrote: "He who is a God-fearing man, in =
him, God instructs the path to choose."=20

      But when it comes to Israel, Mr. President, your path is not =
righteous. How can you, a man of the Bible, join these nations that call =
upon the dismantling of God's Covenant, when instead you should join the =
Psalmist: "The Lord has annulled the counsel of the nations; He has =
foiled the schemes of peoples."=20

      Against those who wage treachery, your Biblical wisdom demands =
that you heed the following: "Do not touch My anointed ones, and do not =
harm My Prophets."=20

      Who, indeed, are these people, these Palestinians who demand a =
share of Israel? Today's Palestinians were never a distinct nation and =
have never even had a distinct Palestinian heritage. The very term =
"Palestinian" to mean a defined Arab people came about only as recently =
as 1964. Has there ever been a single "Palestinian" Judge, King or =
Prophet within the Land of Israel?=20

      But...from Joshua's conquest onward, the Land was ruled for =
centuries by JUDGES, KINGS and PROPHETS. From David to Zedekiah, from =
Amos to Malachi, all were Jews.=20

      None were "Palestinian" Arabs. By what historical legitimacy, =
then, do the Arabs assert rights to even an inch of God's Everlasting =
Covenant?=20

      The Jewish presence in the Land of Israel has endured for some =
4000 years and remains fixed to this very day further upon the word of =
God to Jacob..."and to thy seed after thee will I give the Land."=20

      Yes, Arafat WANTS Jerusalem...and I want to play center field for =
the New York Yankees. The one entitlement is as deserving as the other.=20

      4.   THINK THE UNTHINKABLE IN THE MIDDLE EAST

      "War without the UN is unthinkable," declared Polly Toynbee, =
grande dame of Britain's Guardian, to Peter Cuthbertson of the =
Conservative Commentary Web site the other day.=20

      But why? Why is it "unthinkable"? Why not try thinking about it =
just to see where it takes you? No doubt, to Polly's mind, September =
11th was also unthinkable. But it happened nonetheless. Messrs. Bush and =
Blair are thinking about war without the UN. They've apparently told =
their fellow members of the Security Council not to regard this 18th =
Resolution as a vote for or against war -- that's already been decided; =
the war will happen; all the vote means is whether the other guys are =
going to go along with it.=20

      These days, everything's thinkable, everything's up for grabs. =
But, once you recoil from the unthinkable, it's all too easy to slump =
back into the unthinking. Take Zbigniew Brzezinski and Brent Scowcroft, =
veterans of that golden age, the Ford-Carter era. They wrote a thing in =
The Wall Street Journal a week or so back arguing that we urgently need =
to get -- ta-da! -- the Palestinian "peace process" back on track. To =
this end, they propose several exciting new ideas that sound exactly =
like the same old ideas: a Palestinian state on the land occupied by =
Israel since 1967; a "100% Palestinian Authority effort to end =
violence"; a Jerusalem that will "accommodate two separate =
sovereignties" yet be "physically undivided" ...=20

      Well, let's stop there before we all doze off. As my colleague =
David Frum put it, there is nothing quite so powerful as an idea whose =
time has passed. You'll note the usual formulations: an "effort" to end =
violence, even a "100% effort," is not quite the same as an end to the =
violence. Didn't Yasser claim to be making that "effort" right at the =
height of last year's Passover massacres?=20

      What about this new Jerusalem? It sounds so easy when you're =
shooting the breeze at the Council on Foreign Relations: A city that =
accommodates two sovereignties while remaining physically undivided -- =
what could be simpler? Mr. Brzezinski was raised in Montreal before =
heading south to his present eminence, so let me suggest a modest =
analogy: The border I cross most often in the course of my travels is =
that between Derby Line, Vermont and Stansted/Rock Island, Quebec. =
Viewed from the air, Derby Line and Rock Island resemble not two =
countries but one small unified municipality: the frontier itself =
jiggles through the middle of town and, indeed, through the middle of =
buildings, including the municipal library, which straddles the border. =
Those on one side of the line are bound to those on the other by ties of =
commerce, culture, blood and marriage. It's a pleasant place, as border =
towns often are, and, if you pull off the highway to grab a last meal in =
Vermont or a first meal in Quebec, you often find as you cruise around =
the winding streets along the Tomifobia River that, after formally =
crossing into Canada, you've accidentally crossed back into the U.S., or =
vice-versa.=20

      The border guards don't like it when you do that. Depending on how =
cranky they want to be, they'll accuse you of illegally re-entering the =
country when all you were doing is looking for a place to park and you =
didn't notice rue Lee had turned back to Lee Street. To the east and =
west are farmhouses with land stretching into both Vermont and Quebec. =
The U.S. government doesn't like those, either. It regards them as =
historical hangovers. There aren't as many as there used to be, because =
U.S. policy is to buy the properties and demolish them. The old North =
Country rite of passage played out on innumerable transnational =
bedsteads and creaky haylofts -- of simultaneously kissing in Canada and =
shagging in the States -- is fading into history. American policy is =
that there should be an uninhabited trench along the northern border.=20

      No one in Rock Island wants to kill anybody in Derby Line; no one =
in Beebe or Stansted wants to strap on a Semtex belt and take out the =
Cow Palace on Route 5. But, if Brzezinski and Scowcroft were to propose =
that Derby Line/Rock Island -- or Niagara Falls or Windsor/Detroit -- =
should be made an undivided city accommodating two sovereignties, they'd =
be laughed out of court. So, if I were an Israeli, I'd want to know why =
America's wisest old foreign policy birds insist on coming up with =
arrangements they would never entertain for themselves and their closest =
neighbours. The problem with Jerusalem is not one of jurisdictional =
technicalities: it's that a substantial proportion of Palestinians see a =
two-state solution as an intermediate stage to a one-state solution. You =
may well agree with the jihadi on that: certainly many Europeans do. But =
there's no reason at all why Israel should go along with it.=20

      By comparison with other countries, America takes a fundamentalist =
approach to these matters: At the border post in Derby Line, they divide =
the world into U.S. citizens and everyone else. In Europe, Belgian =
citizens living in Amsterdam can vote in Dutch elections. In Britain, =
Canadians, Bahamians and Papuans can be elected to Parliament and sit in =
the British Cabinet. But these privileges are expressions of a =
pre-existing closeness evolved over centuries: They reflect an =
underlying reality. The Brzezinski/Scowcroft proposals, by contrast, are =
a denial of reality -- the reality that, for Israel's enemies, the main =
benefit of every plan from Oslo to this latest one is that they offer =
easier access for Jew killing.=20

      It's time America's foreign policy experts tried being more =
American, not just when it comes to secure borders but to what goes on =
behind those borders. That fine document, the Declaration of =
Independence, couldn't be plainer: "We hold these truths to be =
self-evident, that all men are created equal, that they are endowed by =
their Creator with certain unalienable Rights, that among these are =
Life, Liberty and the pursuit of Happiness." In other words, these =
aren't uniquely American rights but the rights of everyone on this =
planet. That doesn't mean demanding perfection of every fledgling entity =
across the globe, but it does mean, at a bare minimum, that Washington =
should not be in the business of midwifing thug states. If the Arafat =
squat on the West Bank is to be transformed into a fully fledged =
People's Republic, let some decayed cynic like M. Chirac or a useful =
idiot like EU satrap Chris Patten do it. Washington should be in the =
life-liberty-pursuit-of-happiness game.=20

      When you encourage liberty and civil institutions, the =
technicalities -- like border lines -- tend to resolve themselves: the =
old Czechoslovakia partitioned itself peacefully; Slovenia has left =
Yugoslavia and remade itself as a modern Western democracy. Put the =
technicalities first, as Brzezinski and Scowcroft are doing, and =
disaster will follow. All the artful "plans" implicitly acknowledge this =
-- those strange territorial maps that look like groovy Austin Powers =
wallpaper designs showing "secure" corridors criss-crossing back and =
forth on which only one nationality would be allowed to travel. Wouldn't =
it be easier if all travellers could safely use the same highway? And, =
if they can't, is it worth concocting a structure designed to avoid that =
awkward fact?=20

      The argument of the wise old birds and the EU and the Arab League =
is that a resolution of the Palestinian question is the key to a stable =
Middle East -- that somehow creating another backward repressive sewer =
state on a tiny sliver of the West Bank would transform the map from =
Algeria to Pakistan. Some of us think Brzezinski and Scowcroft are =
holding the plan upside down: Transforming the Middle East is the key to =
a resolution of the Palestinian question. Creating a functioning =
multi-ethnic confederation in Iraq is the first step. Regime change in =
Iran and Syria and dramatic reform in Saudi Arabia will come next. =
Removing the state sponsors of Palestinian terrorism, cutting off the =
suicide bombers from the Jew-killing bounty, isolating Hamas and Islamic =
Jihad as islands of depravity in a sea of liberty, ending the (at best =
lethargic, at worst complicit in terrorism) UN administration of the =
"refugee" "camps," all these are necessary -- not for a Palestinian =
state, but to wean the Palestinian people from their present dead-end =
death-cultism, without which weaning any new state is bound to fail. If =
the Palestinian people deserve liberty, why settle for Arafat?=20

      Mr. Bush understands this. Brzezinski and Scowcroft, Polly Toynbee =
and Chris Patten are stuck in September 10th mode, chugging on the same =
woozy bromides. Fair enough. Israel has the right to live within secure =
borders. And Brent and Polly have the right to live within secure =
boredom. But these days, for the rest of us, a willingness to think the =
unthinkable is indispensable.=20

      Limousine Illiberals
      Forbes is out with its annual list of billionaires, and its report =
includes a sublist of the world's wealthiest heads of state. The biggest =
moneybags are King Fahd of Saudi Arabia ($20 billion) and Sultan Haji =
Hassanal Bolkiah of Brunei ($11 billion). Tied for third place with =
Liechtenstein's Prince Hans Adams II is Saddam Hussein ($2 billion). And =
also in the top eight are Yasser Arafat ($300 million) and Fidel Castro =
($110 million).=20
      It's puzzling, isn't it? American liberals pose as the scourge of =
the rich, waxing indignant over plans to lower marginal tax rates or =
eliminate the double taxation of dividends. Yet these same liberals are =
America's most fervent supporters of the filthy rich Saddam, Arafat and =
Castro. Why can't we all agree that liberating Iraq is a form of class =
warfare that's worth waging?=20

      6.   HIGHLIGHT ARTICLES
          a.. A Monumental Mistake: The Baghdad-Ramallah Connection  It =
should therefore be apparent that the linkage suggested by President =
Bush between Baghdad and Ramallah is way off the mark. Palestinians will =
not view the removal of Saddam as an act of liberation, but as an =
assault on their hero, one whom they have enthusiastically idolized for =
more than a decade.=20
          b.. Palestinian Muslim Religious Intolerance  "If we would =
have razed the gravesite of one of the founders of Islam, billions of =
Muslims would have taken to the streets. It's inconceivable that the =
world should not know about this travesty,"=20
          c.. An Unconventional Arab Viewpoint  What is this debate all =
about? What are the real roots of this conflict? If you believe what you =
read in most news sources, Palestinians want a homeland and Muslims want =
control over sites they consider holy. Simple, right? Wrong. In fact, =
these two demands are nothing more than strategic deceptions =96 =
propaganda ploys. They are nothing more than phony excuses and =
rationalizations for the terrorism and the murdering of Jews. The real =
goal of those making these demands is the destruction of the state of =
Israel.=20

      Israel, not Yasser Arafat's the Palestinian Authority and the Arab =
states,=20
      is victimizing Christians in the Middle East.=20
      <P>The proposition would be laughable if it were not so well =
organized and=20
      ingeniously conceived and diabolically executed.=20
      <P>A group called the Holy Land Trust is currently organizing =
tours of=20
      large evangelical churches in the U.S. and spreading venomous lies =
about=20
      Israel and obscuring the outrageous persecution of Christians =
within the=20
      Palestinian Authority.=20
      <P>The lies this group tells in the name of Christianity are big =
and bold.=20
      They include the standard lines about Jews robbing the homes of =
Arabs,=20
      stealing their land and brutalizing them in a repressive state of =
military=20
      occupation. These so-called Christians even rationalize terrorism. =

      <P>I've dealt with the myths many times in the past. But, for the =
sake of=20
      those U.S. churches being hoodwinked by this sophisticated, slick =
and=20
      well-funded propaganda campaign of the Holy Land Trust, let me =
today give=20
      you a glimpse of the truth about the plight of Christians in the=20
      Islamicized land of "Palestine" today.=20
      <P>Arafat's Islamo-fascist storm troopers have shown nothing but =
contempt=20
      for Christians and their holy sites =96 particularly in the last =
five or six=20
      years.=20
      <P>In 1997, Arafat turned the Greek Orthodox monastery in =
Bethlehem into=20
      his own personal residence during visits to that city. The same =
year, the=20
      Palestine Liberation Organization seized Abraham's Oak Russian =
Holy=20
      Trinity Monastery in Hebron, evicting monks and nuns.=20
      <P>When the Arab uprising of September 2000 began, Arafat's Tanzim =

      terrorist forces chose the Christian town of Beit Jala as an =
outpost from=20
      which its snipers shot at Jerusalem. They hid themselves in =
Christian=20
      homes, hotels, schools and churches so that return fire from =
Israel would=20
      rain death and destruction on Christians.=20
      <P>Last year, about 150 armed PA terrorists took over Bethlehem's =
Church=20
      of the Nativity, holding 40 Christian clergy and nuns hostage, =
while=20
      firing out at surrounding Israeli forces. Rather than risk the =
lives of=20
      the captives and the destruction of the historic church, Israel =
negotiated=20
      the release of the terrorists =96 but the church was irreparably =
scarred.=20
      The terrorists stole gold, prayer books, crosses and anything else =
that=20
      was not nailed down.=20
      <P>If you want to see the dramatic story of this occupation, watch =
the=20
      remarkable documentary "Holyland: Christians in Peril."=20
      <P>About the same time, Palestinian terrorists took over St. =
Mary's Church=20
      in Bethlehem, holding a priest and several nuns against their =

      the terrorists used the church to fire out at Israeli troops, who =
were=20
      ordered not to fire on the Christian church.=20
      <P>Even in Jerusalem, where Israel permits the Palestinian=20
      Authority-appointed Waqf autonomy over the Temple Mount, =
Christians as=20
      well as Jews are prohibited from entering the site holy to both =
faiths.=20
      <P>Christian cemeteries are defaced in the areas under control by =
the PA.=20
      Anti-Christian graffiti, such as "First the Saturday people, then =
the=20
      Sunday people," is commonplace. Christian businesses are burned. =
Christian=20
      women are raped. There is no legal recourse for the victims in =
this=20
      budding Islamic state.=20
      <P>As far back as 1997, the London Times observed: "Life in =
Bethlehem has=20
      become insufferable for many members of the dwindling Christian=20
      minorities. Increasing Muslim-Christian tensions have left some =
Christians=20
      reluctant to celebrate Christmas in the town at the heart of the =
story of=20
      Christ's birth."=20
      <P>As a result of the intimidation, the harassment and the =
persecution of=20
      Christians in "Palestine," Christians are fleeing for their very =
lives.=20
      They are abandoning their homes, their churches and their =
businesses.=20
      <P>This is the stark truth of the Arab and Muslim occupation of =
what were=20
      formerly Christian towns in Judea and Samaria.=20
      <P>Israel's only role in this crime was in negotiating, under =
intense=20
      international pressure, the so-called "peace" treaties that =
allowed these=20
      atrocities to happen =96 that, in fact, made them inevitable.=20
      <P>So, if the Holy Land Trust brings its traveling road show to =

      church, arm yourself with the facts, and tell the deceivers to =
take a=20

      terror governments, only the certainty of relentless military =
pressure and=20
      ultimate defeat truly focuses the mind.=20
      <P>In Baghdad, that necessary assurance of doom is still lacking. =
Thanks=20
      to the populist pacifism of Germany's chancellor, the =
crowd-pleasing=20
      anti-Americanism of France's president and the blossoming of the =
perennial=20
      peace "movement," Saddam Hussein is convinced that he can =
persevere.=20
      <P>With some logic, the dictator of Iraq has taken heart from the =
marching=20
      rallies and the TV railing. He believes that the tried-and-true =
technique=20
      that has maintained him in power will work again: deceive and =
resist,=20
      shift the burden of proof, concede enough to prevent attack, =
divide and=20
      delay. For as long as U.N. bickering gives him a chance to avoid=20
      disarming, he will take his chances on a war.=20
      <P>Elsewhere in the Middle East, however, the prospect of =
sustained=20
      counterattack by a stable government representing a united Israel =
is at=20
      last focusing the minds of Palestinian leaders and their Arab =
allies.=20
      <P>They are reluctantly grasping what many outsiders in Europe and =
the=20
      U.S. still cannot get their heads around: that Ariel Sharon's =
resolute=20
      government will be solidly in power for years to come.=20
      <P>His personal election victory of a couple of years ago, though =
by the=20
      largest margin in Israel's history, was considered by many to be a =

      post-Camp David fluke.=20
      <P>But his victory last year within his Likud Party over =
substantial=20
      far-right forces persuaded many doubters. And by giving their =
prime=20
      minister an overwhelming victory in the most recent general =
election =97=20
      despite a mainly hostile press, a continuing war and a drooping =
economy =97=20
      Israeli voters made it crystal clear to Arab terrorists as well as =
Jewish=20
      terrifieds that Arik Sharon was not about to be outwitted, =
outwaited or=20
      ousted.=20
      <P>Hawkish Likud's seats in the Knesset doubled while the dovish =
Labor=20
      Party's strength was halved; that never happened before. What's =
left of=20
      the left is now in a deep sulk, preferring at least four years in =
the=20
      political wilderness to rejoining a Sharon coalition. Of course, =
should=20
      Saddam lash out at Israel, Labor would join an emergency =
government, but=20
      barring that, the prime minister will assemble a center-right =
coalition of=20
      the eager.=20
      <P>And it has a solid mandate. Arab leaders know that even if this =
Israeli=20
      government were someday to fail a vote of confidence, Sharon would =

      continue in power. That's because no majority in this Knesset will =
be=20
      formed without Likud: the far left will never climb into bed with =
the far=20
      right. When peace is in the wings, Sharon will be on the stage.=20
      <P>Arik's strategy is to carry the war to the enemy until such =
time as new=20
      Palestinian leadership is willing to carry the war to their common =

      enemies. Sharon is convinced that Israel will not have a =
Palestinian ally=20
      in stopping the terror war as long as Arafat is in charge.=20
      <P>In the absence of that needed ally, Israeli defense forces have =
been=20
      taking the battle into terror's hotbeds in Gaza and Nablus. The =
mission is=20
      to kill the leading killers while trying not to kill those they =
hide=20
      among. Israel surely does not want to occupy Gaza; it wants Gaza =
occupied=20
      by Palestinians capable of keeping the peace.=20
      <P>The strategy of fighting to win =97 to cause peacemaking =
Palestinians to=20
      assert leadership =97 shows some progress. Arafat now promises to =
pick a=20
      prime minister someday. His longtime aide, Abu Mazen, just =
endorsed a=20
      recent proposal of Egypt's President Hosni Mubarak for a one-year =
truce,=20
      fiercely rejected by Hamas and other pro-war groups.=20
      <P>Mubarak, like Jordan's king, apparently senses big changes in =
the area=20
      coming after Saddam's defeat. Resigned to Sharon's long-term =
stability,=20
      they may help post-Arafat Palestinians become part of postwar=20
      reconstruction. (The Saudi ruler is all lip service but no help; =
that=20
      family's blackmail payments to Hamas through a charity front are=20
      devastatingly documented in former Ambassador Dore Gold's new =
book,=20
      "Hatred's Kingdom.")=20
      <P>Sharon promised President Bush to try to resist being provoked =
by=20
      Saddam, though Israel's response depends on the type of Iraqi =
weapon and=20
      Israeli casualties. Bush, after Saddam's war, should then set =
aside any=20
      "road map" to appeasement in Arafat's war espoused by Putin, =
Chirac,=20
      Schr=F6der and the U.N., now that he has seen their true colors.=20
      <HR>

      nation's deepest problems."=20
      <P>So it is disappointing and astonishing to find you in support =
of a=20
      Palestinian Arab state within the boundaries of Biblical Israel, =

      originally outlined in your "two-state solution" speech of June =

      Through Abraham, Isaac and Jacob, the Land of Israel was deeded to =

      pre-Israel Canaanites were worshipers of Moloch, the "god" that =

      child sacrifice -- a ritual still vigorously practiced today by =

      ever been a single "Palestinian" Judge, King or Prophet within the =

      <P>But...from Joshua's conquest onward, the Land was ruled for =

      by JUDGES, KINGS and PROPHETS. From David to Zedekiah, from Amos =

      Malachi, all were Jews.=20
      <P>None were "Palestinian" Arabs. By what historical legitimacy, =

      the Arabs assert rights to even an inch of God's Everlasting =

      <P>The Jewish presence in the Land of Israel has endured for some =

      unthinkable," </B>declared Polly Toynbee, grande dame of Britain's =

      Guardian, to Peter Cuthbertson of the Conservative Commentary Web =
site the=20
      other day.=20
      <P>But why? Why is it "unthinkable"? Why not try thinking about it =
just to=20
      see where it takes you? No doubt, to Polly's mind, September 11th =
was also=20
      unthinkable. But it happened nonetheless. Messrs. Bush and Blair =
are=20
      thinking about war without the UN. They've apparently told their =
fellow=20
      members of the Security Council not to regard this 18th Resolution =
as a=20
      vote for or against war -- that's already been decided; the war =
will=20
      happen; all the vote means is whether the other guys are going to =
go along=20
      with it.=20
      <P>These days, everything's thinkable, everything's up for grabs. =
But,=20
      once you recoil from the unthinkable, it's all too easy to slump =
back into=20
      the unthinking. Take Zbigniew Brzezinski and Brent Scowcroft, =
veterans of=20
      that golden age, the Ford-Carter era. They wrote a thing in The =
Wall=20
      Street Journal a week or so back arguing that we urgently need to =
get --=20
      ta-da! -- the Palestinian "peace process" back on track. To this =
end, they=20
      propose several exciting new ideas that sound exactly like the =
same old=20
      ideas: a Palestinian state on the land occupied by Israel since =
1967; a=20
      "100% Palestinian Authority effort to end violence"; a Jerusalem =
that will=20
      "accommodate two separate sovereignties" yet be "physically =
undivided" ...=20

      <P>Well, let's stop there before we all doze off. As my colleague =
David=20
      Frum put it, there is nothing quite so powerful as an idea whose =
time has=20
      passed. You'll note the usual formulations: an "effort" to end =
violence,=20
      even a "100% effort," is not quite the same as an end to the =
violence.=20
      Didn't Yasser claim to be making that "effort" right at the height =
of last=20
      year's Passover massacres?=20
      <P>What about this new Jerusalem? It sounds so easy when you're =
shooting=20
      the breeze at the Council on Foreign Relations: A city that =
accommodates=20
      two sovereignties while remaining physically undivided -- what =
could be=20
      simpler? Mr. Brzezinski was raised in Montreal before heading =
south to his=20
      present eminence, so let me suggest a modest analogy: The border I =
cross=20

      Island resemble not two countries but one small unified =
municipality: the=20
      frontier itself jiggles through the middle of town and, indeed, =

      the middle of buildings, including the municipal library, which =
straddles=20
      the border. Those on one side of the line are bound to those on =
the other=20
      by ties of commerce, culture, blood and marriage. It's a pleasant =
place,=20
      as border towns often are, and, if you pull off the highway to =
grab a last=20
      meal in Vermont or a first meal in Quebec, you often find as you =
cruise=20
      around the winding streets along the Tomifobia River that, after =
formally=20
      crossing into Canada, you've accidentally crossed back into the =
U.S., or=20
      vice-versa.=20
      <P>The border guards don't like it when you do that. Depending on =
how=20
      cranky they want to be, they'll accuse you of illegally =
re-entering the=20
      country when all you were doing is looking for a place to park and =
you=20
      didn't notice rue Lee had turned back to Lee Street. To the east =
and west=20
      are farmhouses with land stretching into both Vermont and Quebec. =
The U.S.=20
      government doesn't like those, either. It regards them as =
historical=20
      hangovers. There aren't as many as there used to be, because U.S. =
policy=20
      is to buy the properties and demolish them. The old North Country =
rite of=20
      passage played out on innumerable transnational bedsteads and =
creaky=20
      haylofts -- of simultaneously kissing in Canada and shagging in =
the States=20
      -- is fading into history. American policy is that there should be =
an=20
      uninhabited trench along the northern border.=20
      <P>No one in Rock Island wants to kill anybody in Derby Line; no =
one in=20
      Beebe or Stansted wants to strap on a Semtex belt and take out the =
Cow=20
      Palace on Route 5. But, if Brzezinski and Scowcroft were to =
propose that=20
      Derby Line/Rock Island -- or Niagara Falls or Windsor/Detroit -- =
should be=20
      made an undivided city accommodating two sovereignties, they'd be =
laughed=20
      out of court. So, if I were an Israeli, I'd want to know why =
America's=20
      wisest old foreign policy birds insist on coming up with =
arrangements they=20
      would never entertain for themselves and their closest neighbours. =
The=20
      problem with Jerusalem is not one of jurisdictional =
technicalities: it's=20
      that a substantial proportion of Palestinians see a two-state =
solution as=20
      an intermediate stage to a one-state solution. You may well agree =
with the=20
      jihadi on that: certainly many Europeans do. But there's no reason =
at all=20
      why Israel should go along with it.=20
      <P>By comparison with other countries, America takes a =
fundamentalist=20
      approach to these matters: At the border post in Derby Line, they =
divide=20
      the world into U.S. citizens and everyone else. In Europe, Belgian =

      citizens living in Amsterdam can vote in Dutch elections. In =
Britain,=20
      Canadians, Bahamians and Papuans can be elected to Parliament and =
sit in=20
      the British Cabinet. But these privileges are expressions of a=20
      pre-existing closeness evolved over centuries: They reflect an =
underlying=20
      reality. The Brzezinski/Scowcroft proposals, by contrast, are a =
denial of=20
      reality -- the reality that, for Israel's enemies, the main =
benefit of=20
      every plan from Oslo to this latest one is that they offer easier =
access=20
      for Jew killing.=20
      <P>It's time America's foreign policy experts tried being more =
American,=20
      not just when it comes to secure borders but to what goes on =
behind those=20
      borders. That fine document, the Declaration of Independence, =
couldn't be=20
      plainer: "We hold these truths to be self-evident, that all men =
are=20
      created equal, that they are endowed by their Creator with certain =

      unalienable Rights, that among these are Life, Liberty and the =
pursuit of=20
      Happiness." In other words, these aren't uniquely American rights =
but the=20
      rights of everyone on this planet. That doesn't mean demanding =
perfection=20
      of every fledgling entity across the globe, but it does mean, at a =
bare=20
      minimum, that Washington should not be in the business of =
midwifing thug=20
      states. If the Arafat squat on the West Bank is to be transformed =
into a=20
      fully fledged People's Republic, let some decayed cynic like M. =
Chirac or=20
      a useful idiot like EU satrap Chris Patten do it. Washington =
should be in=20
      the life-liberty-pursuit-of-happiness game.=20
      <P>When you encourage liberty and civil institutions, the =
technicalities=20
      -- like border lines -- tend to resolve themselves: the old =
Czechoslovakia=20
      partitioned itself peacefully; Slovenia has left Yugoslavia and =
remade=20
      itself as a modern Western democracy. Put the technicalities =
first, as=20
      Brzezinski and Scowcroft are doing, and disaster will follow. All =
the=20
      artful "plans" implicitly acknowledge this -- those strange =
territorial=20
      maps that look like groovy Austin Powers wallpaper designs showing =

      "secure" corridors criss-crossing back and forth on which only one =

      nationality would be allowed to travel. Wouldn't it be easier if =
all=20
      travellers could safely use the same highway? And, if they can't, =
is it=20
      worth concocting a structure designed to avoid that awkward fact?=20
      <P>The argument of the wise old birds and the EU and the Arab =
League is=20
      that a resolution of the Palestinian question is the key to a =
stable=20
      Middle East -- that somehow creating another backward repressive =
sewer=20
      state on a tiny sliver of the West Bank would transform the map =
from=20
      Algeria to Pakistan. Some of us think Brzezinski and Scowcroft are =
holding=20
      the plan upside down: Transforming the Middle East is the key to a =

      resolution of the Palestinian question. Creating a functioning=20
      multi-ethnic confederation in Iraq is the first step. Regime =
change in=20
      Iran and Syria and dramatic reform in Saudi Arabia will come next. =

      Removing the state sponsors of Palestinian terrorism, cutting off =
the=20
      suicide bombers from the Jew-killing bounty, isolating Hamas and =
Islamic=20
      Jihad as islands of depravity in a sea of liberty, ending the (at =
best=20
      lethargic, at worst complicit in terrorism) UN administration of =
the=20
      "refugee" "camps," all these are necessary -- not for a =
Palestinian state,=20
      but to wean the Palestinian people from their present dead-end=20
      death-cultism, without which weaning any new state is bound to =
