      1.   GOD'S WORD AND THE DEMISE OF THE LEFT=20

      Tuesday's general election in Israel produced results that may =
forever alter the political map of the Jewish state. Not least of these =
was the shattering defeat of the Labor and Meretz parties.=20

      Long the standard bearers of the left wing's "land-for-peace" =
ideology, Labor and Meretz for more than a decade dealt treacherously - =
and often outside the bounds of the law - with the future and security =
of the Jewish people in their ancient homeland; all the while promising =
that "peace" and a "new Middle East" were just around the corner.=20

      Instead, 10 years of increased Palestinian terrorism - culminating =
in the unprecedented terror-related deaths of 453 Israelis during the =
past year alone - has been the reward for the people's sacrifices and =
"painful concessions."=20

      Time is now up. It started with Ehud Barak's embarrassing and =
crushing defeat in the 2001 prime ministerial elections at the hands of =
a man thought to be unelectable due to his perceived "war-like" past.=20

      The next stage of the "peace" camp's inevitable demise took place =
Tuesday, when Labor - once Israel's preeminent political party - was so =
reduced that it barely remained one of the two largest parties, and =
Meretz shrunk to a nearly insignificant fringe movement.=20

      For those willing to accept it, the downfall of the leftist =
"peace" camp was not unexpected. In fact, the current conduct of the =
Left was warned against thousands of years ago by a man who, if he were =
alive today, would undoubtedly be labeled a right-wing Jewish fanatic.=20


      "They dress the wound of my people as though it were no serious. =
'Peace, peace,' they say when there is no peace. Are they ashamed of =
their conduct? No, they have no shame at all; they do not even know how =
to blush."=20
      "So they will fall among the fallen; they will be brought down =
when they are punished," says the Lord.

      This prophecy is being played out with eerie accuracy in Israel =
today, as neither Labor nor Meretz leaders express any shame whatsoever =
for the terror and destruction brought upon Israel by their misguided =
"peace" policies. Instead of reforming their ways, both parties attempt =
to blame the "ignorant" Israeli electorate for their downfall.=20
      For too long the false prophets of "peace" have pretended that the =
ever increasing terrorism brought on by their policies is not serious, =
and have "dressed the wound" of the people by hailing their "sacrifices =
upon the altar of peace."=20

      Again, time is now up, their foretold ruin is upon them.=20

      Rather than chalking the Left's downfall up to voter ignorance, it =
behooves any serious student of history to sincerely consider the =
accuracy with which the Bible's prophecies have come to pass over the =
past 2,000 years.=20


        a.. The unprecedented survival of the Jewish people during 2,000 =
years of exile from their homeland.

        b.. The regathering of Jews from every corner of the world and =
the rebirth, against all odds, of the nation of Israel.

        c.. The spectacular military victories of the IDF against =
enemies that far outnumbered it.=20

      All of these things and more were foretold by the biblical =
prophets.=20
      No other people group has ever been able to survive 100 years of =
forced exile from their homeland intact, let alone 2,000; no other =
people living in exile for so long - while their homeland became the =
home of other peoples - has ever been able to reclaim their native =
territory; and some of the unbelievable victories of the IDF are never =
studied at America's West Point due to the fact that they can't be =
explained.=20

      This kind of track record moves beyond the realm of coincidence. =
And now, the prophesied downfall of the false peace prophets in Israel =
is becoming a reality, just as anyone willing to take God's Word =
seriously knew it would.=20

      Considering all of this, it appears extremely unwise from a =
biblical and historical standpoint for Ariel Sharon to now offer to give =
back some of the Left's departed power by seeking to form a "unity" =
government with these rejected men and women.=20

      An Israel Radio poll released Thursday indicated that the majority =
of Sharon's Likud voters know this all too well, and want to see their =
chosen leader instead form a right-wing coalition with those who oppose =
the failed "land-for-peace" policy.=20

      Sharon would be wise to listen to his constituents who, whether =
they know it or not, are more in line than he with God's Word.=20

      2.   IRAQ TO CHAIR U.N. DISARMAMENT CONFERENCE?=20

      My son long ago introduced me to the joys of The Onion, the =
hilarious Web site that features such parodies of the news as ``Clinton =
Deploys Vowels to Bosnia; Cities of Sjlbvdnzv, Grzny to be First =
Recipients.'' So, when on the night of the State of the Union address my =
son handed me an Internet printout headlined ``Iraq to Chair U.N. =
Disarmament Conference,'' I was sure he'd been dipping again into The =
Onion.=20

      ``It's better than that, Dad,'' he said. ``It's off CNN.''=20

      I should have known. You can't parody the United Nations. It =
inhabits--no, it has constructed--a universe so Orwellian that, yes, =
Iraq is going to chair the May 12-June 27 session of the U.N.'s single =
most important disarmament negotiating forum.=20

      Iran will co-chair.=20

      Defenders of the U.N. will write this off as a simple accident, =
pointing out that the chairmanship rotates alphabetically under the U.N. =
absurdity that grants all member states equal moral standing. Fine. How =
then do U.N. defenders explain the recent elevation of Libya to the =
chairmanship of the U.N. Commission on Human Rights?=20

      You couldn't make this one up either. It was no alphabetical =
accident. Libya was (BEG ITAL)elected, by deliberate vote, by =
overwhelming vote--33-3. The seven commission members from the European =
Union, ever reliable in their cynicism, abstained. They will now welcome =
a one-party police state--that specializes in abduction, assassination, =
torture and detention without trial--to the chair of the U.N.'s highest =
body charged with defending human rights.=20

      This is the U.N. This is the institution whose support Democrats =
insist the United States must have to validate the legitimacy of its =
actions, such as the forcible disarming of Saddam Hussein. This is the =
institution to which they turn to test the worthiness of decisions taken =
by the president and Congress of the United States. It is a kind of =
moral idiocy: the greatest defender of freedom on the planet, enjoying =
the freest institutions, seeking its moral yardstick in the =
looking-glass values of a corrupt, perverse institutional relic.=20

      When President Bush finished his stirring State of the Union case =
for war on Saddam, the last redoubt of his Democratic opponents was =
this: Well, yes, Saddam does appear to have weapons of mass destruction, =
but we cannot go it alone, we must have the U.N. behind us. (Sen. Robert =
Byrd, D-W.Va., has already introduced a resolution to that effect. =
Several House Democrats are planning to follow suit.)=20

      These protestations are ritual, and mindless. How would the vote =
of Syria, member of both the Security Council and the State Department's =
list of terrorist states, confer legitimacy on America's actions? Or the =
vote of China? Or, for that matter, France, whose president called the =
president of Syria to coordinate Security Council strategy, and whose =
interest in stopping the war is a matter of finance (to protect its huge =
contracts with Saddam) and vanity (to be the one European ex-power that =
tames the American cowboy).=20

      The great lament of the president's critics is that ``Europe'' is =
against us. This is a fiction. Britain is with us, as are Spain and =
Italy, as are Portugal and Denmark, as are Poland, Hungary, the Czech =
Republic and the other Central Europeans. The opponents are France and =
Germany, with Belgium and Luxembourg poodling along behind. By my count, =
that is four. When the United States asked NATO to convene to give =
military support to (fellow member) Turkey in the event of war with =
Iraq, 14 members said yes; only the Rhineland 4 objected.=20

      The Rhineland 4 have been undermined, however, by, of all people, =
the mild-mannered Hans Blix. Blix never really found anything big in his =
scavenger hunt through Iraq, but he reported to the Security Council =
that Iraq's regime had failed to cooperate and disarm.=20

      Under Resolution 1441, that is a material breach. It is a casus =
belli. The French got around this inconvenience by changing the meaning =
of the very resolution they had negotiated just 90 days ago. Things are =
going swimmingly, they say, because with Blix in country, Iraq is =
contained. But the resolution says nothing about containment. It demands =
disarmament.=20

      After the Blix report, there is really nowhere for France to hide. =
It is the moment of truth for France, and, in a larger sense, for the =
U.N.. The U.N. is on the verge of demonstrating finally and fatally both =
its moral bankruptcy and its strategic irrelevance: moral bankruptcy =
because it will have made a mockery of the very resolution on whose =
sanctity it insists; strategic irrelevance because the United States is =
going to disarm Iraq anyway.=20

      Having proved itself impotent in the Balkan crisis and now again =
in the Iraq crisis, the U.N. will sink once again into irrelevance. This =
time it will not recover. And the world will be better off for it.=20

      3.   KILLING THE TERROR REGIMES=20
      By Jeff Jacoby - The Boston Globe - January 31, 2003=20

      It will not end with Iraq. The toppling of Saddam Hussein will =
make the Middle East a better place, free a nation that has suffered =
unspeakable cruelty, and shame the illiberal "peace movement", which =
even now counsels appeasement and willful blindness in the face of evil. =
Iraq should have been liberated during the first Gulf War; it cannot =
happen soon enough.=20

      This is about more than Iraq. We are in a war against terrorism =
=96 more accurately, against radical Islamist terrorists and their state =
sponsors. Saddam's regime is one of those sponsors and its downfall will =
mark an important milestone on the road to victory. But there are other =
sponsors, and they too must be replaced.=20

      "First and foremost," writes Michael Ledeen in The War Against the =
Terror Masters, an absorbing guide to the war and our objectives in =
waging it, "we must bring down the terror regimes, beginning with the =
big three: Iran, Iraq, and Syria. And then we have to come to grips with =
the Saudis." Those are the worst of the terror sponsors, but there are =
others, including North Korea, Sudan, and the Palestinian Authority.=20

      Of course it is important to kill or capture terrorists, to choke =
off their finances, and to disrupt their conspiracies. But terrorist =
movements are not self-sufficient. They need territory for camps and =
safe havens, access to money and financial networks, weapons training, =
communication technology, travel documents, and more. None of those can =
reliably be had without institutional support =96 government support. =
Al-Qaeda, Hezbollah, Islamic Jihad, and Hamas would not be nearly so =
deadly if it weren't for the regimes that sustain them. One of those =
regimes, the Taliban dictatorship in Afghanistan, is no more. Only when =
the rest of them are defanged will the terror threat be vanquished.=20

      That doesn't mean the invasion of Iraq must necessarily be =
followed by other invasions across the Middle East. As President Bush =
told Congress in his State of the Union address, different threats call =
for different strategies.=20

      For example: Iran, the foremost sponsor of Islamist terrorism, =
already seethes with anti-government anger. The nation that has lived =
under radical Islam the longest hates it the most; what the Iranian =
people need from Washington is not a military incursion, but clear moral =
support. Bush's words of encouragement on Tuesday were good, but they =
must be followed up by more: repeated condemnation of the mullahs' =
repression, pro-freedom radio and TV broadcasts to Iran, and clandestine =
support to the opposition.=20

      In Syria, by contrast, public signs of dissent are few. Bringing =
down Bashar Assad, the country's dictator, will take more than fanning =
the flames of an already-smoldering revolution. Washington might begin =
by reversing its long and perverse courtship of Damascus. Instead of =
treating the Syrian regime as a partner in combating terrorism, we ought =
to be bluntly spelling out the facts of the Syrians' murderous record. =
Twenty years ago, they were involved in the terror campaign against =
Americans in Lebanon, a Syrian-occupied satellite. Today they openly =
support Hezbollah and shelter units of al-Qaeda. "The Syrian regime must =
join the Iranians and the Iraqis on the heap of failed Middle Eastern =
lies," says Ledeen. International terrorism will remain a menace until =
it does.=20

      The terror regimes supply the meat and drink of international =
terror, and for that reason must be overturned. But that isn't all they =
provide.=20

      As it did in the Cold War and the war against Hitler, America is =
fighting not just a military enemy but an ideological one. Moscow =
commanded armies of soldiers and armies of true believers. Communism was =
both a seductive economic creed and a doctrine of totalitarian control. =
Islamism =96 radical, violent Islam =96 offers the terror masters and =
their legions much the same thing. Though outwardly a religious =
movement, it is as totalitarian as communism was, and no less bent on =
conquest.=20

      What broke the Soviet stranglehold on half of Europe and drained =
its influence around the globe was more than US military pressure. So =
long as the tide of history ran with the communists, their empire =
appeared invincible, and that seeming invincibility was a lure to =
radicals the world over. But in the 1980s, the tide of history turned. =
Grenada and Afghanistan left the communist camp. Soviet dissidents won =
international acclaim. An independent Polish trade union, emboldened by =
a Polish pope, stared down the dictator in Warsaw. It became =
increasingly clear that the communist vision was not, after all, the =
wave of the future. The communist cause died, and with it the regimes =
that embodied that cause.=20

      Our mission now is to kill the Islamist cause. We can do so only =
by killing the tyrannies that sustain it =96 by demonstrating that =
Islamism leads not to triumph but to defeat, not to power but to =
degradation. Crush the Islamists' dream, and we crush the terrorism it =
feeds. We made a good start in Kabul and Kandahar. Next stop: Baghdad.=20

      4.   CONSIDER THIS: ISRAEL'S BULLDOZER AS A MAN OF PEACE=20
      By MARGARET WENTE - Globe & Mail - January 30, 2003 The morning =
after Ariel Sharon's sweeping victory, a Palestinian translator showed =
me where to scramble over a pile of rubble to get to the West Bank. We =
were on our way to interview the parents of a young suicide bomber. =
Brilliant and beautiful, she was just 17 when she blew herself up.=20

      Her parents mourn their daughter. But they're also furious with =
Mr. Sharon and the Israelis, who have made their lives a misery. (And =
make no mistake: They have.) Like nearly all the Palestinians I've met, =
they can find no fault with their own side, not even with the people who =
obtained the explosives and strapped them to their beautiful girl and =
took her to a supermarket on the other side. All their misery is due to =
the Israelis. They tell me, no wonder children detonate themselves in =
protest.=20

      The Palestinians (as well as Israel's die-hard doves and the =
entire European and Canadian left) are certain that Mr. Sharon is about =
to rain down even more disaster on their heads. But there is another =
possibility. Mr. Sharon could be the best shot they've got at peace.=20

      That's the view of some of Israel's most interesting thinkers. One =
is Eran Lerman, a long-time military intelligence officer who now heads =
the Israel office of the American Jewish Committee.=20

      For starters, the Sharon victory means that Yasser Arafat is =
really through.=20

      "Arafat is convinced he's the great master of Israeli politics," =
Mr. Lerman says. "The purpose of his strategy for the past two years was =
to convince Israelis that Mr. Sharon could not give them security." He =
figured people would get so fed up with terror that they would head =
straight back into the arms of the Labour Party, which, after all, has =
resurrected Mr. Arafat's career more than once before. But this time he =
was wrong. This time, people got so fed up with terror that they =
endorsed the man who vowed never to negotiate under fire. In fact, they =
doubled his mandate.=20

      Mr. Arafat -- and other Arab leaders -- now know with certainty =
that Mr. Sharon is here to stay. Yesterday, Egypt's Hosni Mubarak was =
quick to call Mr. Sharon and suggest a meeting. When a television crew =
interviewed Mr. Arafat, he sounded almost plaintive. "I don't know who =
there is left to talk to."=20

      There isn't anyone. Historian Michael Oren passionately =
articulates the new view. "There's a tremendous urge to deny it, but =
we're in a war. We're in 1943. First we win the war. Then we can begin =
to give things up."=20

      The Israelis have been shocked into reality. But Mr. Lerman =
believes the stalemate won't be broken until the Palestinians get their =
own shock: Iraq.=20

      "The Americans are going to create a completely different =
strategic environment in the Middle East," he says. He and many others =
believe that the Americans' longer-term goal is not simply to kick out =
the world's most sadistic tyrant but to drain the swamp of Islamic =
totalitarianism in the Middle East. Saddam Hussein's ouster could be the =
shock of reality the Palestinians need.=20

      Mr. Sharon knows he needs George W. Bush to bring the Palestinians =
back to the table, that nothing will happen until after the action in =
Iraq. So his game plan has been to hold fast. Both left and right have =
criticized him harshly. "But he knows it's not wise to make important =
decisions when the entire environment is going to change," says Mr. =
Lerman.=20

      Lots of people argue that the Middle East's hostility toward the =
West will never ease until the Palestinian issue is resolved. Mr. Bush =
and Mr. Sharon think it's the other way around. They think the =
Palestinian conflict is just part of a bigger problem, the Arab world's =
general dysfunction. Bernard Lewis, the great historian of Islam, =
agrees. He says the Palestinian conflict is just another example of the =
bloody clashes that arise on the margins of Islam, whenever it =
encounters a competing civilization.=20

      Mr. Sharon as a man of peace? Many would laugh in disbelief. His =
critics say his vow never to negotiate under fire is really an excuse =
never to negotiate at all.=20

      Mr. Lerman thinks otherwise. All Mr. Sharon wants, he says, is =
evidence of a serious effort to stop terror. "At the moment, there is =
not a 100-per-cent effort. There is maybe a 15-per-cent effort. At the =
moment, Arafat's position is still that terrorism serves his purpose."=20

      After my guide and I scrambled back across the rocks to Jerusalem, =
I went to see some propaganda videos that have been running for the past =
two years on Palestinian TV. Their aim is to inspire teenagers to =
embrace martyrdom. In one, a girl wearing military clothes is singing a =
song as kids dance happily behind her. It's cut like a rock video, and =
the girl uncannily resembles the 17-year-old who blew herself up. "I =
will even willingly fall as a Shihad," she sings. It will take more than =
one miracle to bring peace to this place. And peace will be impossible =
until the Palestinians take their poisoned messages off the air=20

        a.. Theatre of the Absurd  Nabil Abu Rdaineh, adviser to =
Palestinian president Yasser Arafat, said, "The Israeli elections is the =
choice of the Israeli people. We urge the new Israeli government to =
withdraw immediately and to come back to the negotiating table. This is =
the only way to find peace and security and we hope that the United =
States will interfere with the Quartet, in order to implement the =
roadmap immediately and to stop this Israeli continuous escalation and =
aggression." The fact that such outrageously inaccurate charges would =
even be made is testimony to the Palestinian's belief that no one =
remembers history =96 even history that occurred only a few years ago. =
And what is even more amazing is that the world media reports this kind =
of stuff without comment as if it is based on truth.=20
        b.. It's Time for Kofi to Get Out of Town  As a bastion of =
multilateralism, the UN has become a menace -- a menace, above all, to =
its own original principles. By now, the institution's main role is to =
enable dysfunctional dictatorships to punch above their weight... In =
fact, by now the UN is a link in the axis of evil.=20
        c.. Revisiting the Six-Day War  Occupation, occupation, =
occupation. If you listen to Arabs, that's the cause of the conflict =
with Israel =96 occupation. They blame all their ills =96 from refugees =
living in squalor for the last 50 years to Yasser Arafat's bad breath =
=96 on the so-called Israeli "occupation" of the West Bank and Gaza =
Strip.=20

      people in their ancient homeland; all the while promising that =
"peace" and=20
      a "new Middle East" were just around the corner.=20
      <P>Instead, 10 years of increased Palestinian terrorism - =
culminating in=20
      the unprecedented terror-related deaths of 453 Israelis during the =
past=20
      year alone - has been the reward for the people's sacrifices and =
"painful=20
      concessions."=20
      <P>Time is now up. It started with Ehud Barak's embarrassing and =
crushing=20
      defeat in the 2001 prime ministerial elections at the hands of a =
man=20
      thought to be unelectable due to his perceived "war-like" past.=20
      <P>The next stage of the "peace" camp's inevitable demise took =
place=20
      Tuesday, when Labor - once Israel's preeminent political party - =
was so=20
      reduced that it barely remained one of the two largest parties, =
and Meretz=20
      shrunk to a nearly insignificant fringe movement.=20
      <P>For those willing to accept it, the downfall of the leftist =
"peace"=20
      camp was not unexpected. In fact, the current conduct of the Left =

      warned against thousands of years ago by a man who, if he were =

      today, would undoubtedly be labeled a right-wing Jewish fanatic.=20

      Israel today, as neither Labor nor Meretz leaders express any =

      whatsoever for the terror and destruction brought upon Israel by =

      misguided "peace" policies. Instead of reforming their ways, both =
parties=20
      attempt to blame the "ignorant" Israeli electorate for their =
downfall.=20
      <P>For too long the false prophets of "peace" have pretended that =
the ever=20
      increasing terrorism brought on by their policies is not serious, =
and have=20
      "dressed the wound" of the people by hailing their "sacrifices =
upon the=20
      altar of peace."=20

      <P>Rather than chalking the Left's downfall up to voter ignorance, =

      peoples - has ever been able to reclaim their native territory; =

      of the unbelievable victories of the IDF are never studied at =

      now, the prophesied downfall of the false peace prophets in Israel =

      becoming a reality, just as anyone willing to take God's Word =

      <P>Considering all of this, it appears extremely unwise from a =
biblical=20
      and historical standpoint for Ariel Sharon to now offer to give =
back some=20
      of the Left's departed power by seeking to form a "unity" =
government with=20
      these rejected men and women.=20
      <P>An Israel Radio poll released Thursday indicated that the =
majority of=20
      Sharon's Likud voters know this all too well, and want to see =
their chosen=20
      leader instead form a right-wing coalition with those who oppose =
the=20
      failed "land-for-peace" policy.=20
      <P>Sharon would be wise to listen to his constituents who, whether =
they=20
      know it or not, are more in line than he with God's Word.=20
      <HR>

      <P>``It's better than that, Dad,'' he said. ``It's off CNN.''=20
      <P>I should have known. You can't parody the United Nations. It=20
      inhabits--no, it has constructed--a universe so Orwellian that, =
yes, Iraq=20
      is going to chair the May 12-June 27 session of the U.N.'s single =
most=20
      important disarmament negotiating forum.=20
      <P>Iran will co-chair.=20
      <P>Defenders of the U.N. will write this off as a simple accident, =

      pointing out that the chairmanship rotates alphabetically under =
the U.N.=20
      absurdity that grants all member states equal moral standing. =
Fine. How=20
      then do U.N. defenders explain the recent elevation of Libya to =
the=20
      chairmanship of the U.N. Commission on Human Rights?=20

      <P>This is the U.N. This is the institution whose support =
Democrats insist=20
      the United States must have to validate the legitimacy of its =
actions,=20
      such as the forcible disarming of Saddam Hussein. This is the =

      to which they turn to test the worthiness of decisions taken by =

      president and Congress of the United States. It is a kind of moral =
idiocy:=20
      the greatest defender of freedom on the planet, enjoying the =

      institutions, seeking its moral yardstick in the looking-glass =
values of a=20
      corrupt, perverse institutional relic.=20
      <P>When President Bush finished his stirring State of the Union =
case for=20
      war on Saddam, the last redoubt of his Democratic opponents was =
this:=20
      Well, yes, Saddam does appear to have weapons of mass destruction, =
but we=20
      cannot go it alone, we must have the U.N. behind us. (Sen. Robert =
Byrd,=20
      D-W.Va., has already introduced a resolution to that effect. =
Several House=20
      Democrats are planning to follow suit.)=20
      <P>These protestations are ritual, and mindless. How would the =
vote of=20
      Syria, member of both the Security Council and the State =
Department's list=20
      of terrorist states, confer legitimacy on America's actions? Or =
the vote=20
      of China? Or, for that matter, France, whose president called the=20
      president of Syria to coordinate Security Council strategy, and =
whose=20
      interest in stopping the war is a matter of finance (to protect =
its huge=20
      contracts with Saddam) and vanity (to be the one European ex-power =
that=20
      tames the American cowboy).=20
      <P>The great lament of the president's critics is that ``Europe'' =
is=20
      against us. This is a fiction. Britain is with us, as are Spain =
and Italy,=20
      as are Portugal and Denmark, as are Poland, Hungary, the Czech =
Republic=20
      and the other Central Europeans. The opponents are France and =
Germany,=20
      with Belgium and Luxembourg poodling along behind. By my count, =
that is=20
      four. When the United States asked NATO to convene to give =
military=20
      support to (fellow member) Turkey in the event of war with Iraq, =
14=20
      members said yes; only the Rhineland 4 objected.=20
      <P>The Rhineland 4 have been undermined, however, by, of all =
people, the=20
      mild-mannered Hans Blix. Blix never really found anything big in =
his=20
      scavenger hunt through Iraq, but he reported to the Security =
Council that=20
      Iraq's regime had failed to cooperate and disarm.=20
      <P>Under Resolution 1441, that is a material breach. It is a =
<I>casus=20
      belli.</I> The French got around this inconvenience by changing =
the=20
      meaning of the very resolution they had negotiated just 90 days =
ago.=20
      Things are going swimmingly, they say, because with Blix in =
country, Iraq=20
      is contained. But the resolution says nothing about containment. =
It=20
      demands disarmament.=20
      <P>After the Blix report, there is really nowhere for France to =
hide. It=20
      is the moment of truth for France, and, in a larger sense, for the =
U.N..=20
      The U.N. is on the verge of demonstrating finally and fatally both =
its=20
      moral bankruptcy and its strategic irrelevance: moral bankruptcy =
because=20
      it will have made a mockery of the very resolution on whose =
sanctity it=20
      insists; strategic irrelevance because the United States is going =
to=20
      disarm Iraq anyway.=20
      <P>Having proved itself impotent in the Balkan crisis and now =
again in the=20
      Iraq crisis, the U.N. will sink once again into irrelevance. This =
time it=20
      will not recover. And the world will be better off for it.=20

not end=20
      with Iraq. The toppling of Saddam Hussein will make the Middle =
East a=20
      better place, free a nation that has suffered unspeakable cruelty, =
and=20
      shame the illiberal "peace movement", which even now counsels =
appeasement=20
      and willful blindness in the face of evil. Iraq should have been =
liberated=20
      during the first Gulf War; it cannot happen soon enough.=20
      <P>This is about more than Iraq. We are in a war against terrorism =
=96 more=20
      accurately, against radical Islamist terrorists and their state =
sponsors.=20
      Saddam's regime is one of those sponsors and its downfall will =
mark an=20
      important milestone on the road to victory. But there are other =
sponsors,=20
      and they too must be replaced.=20
      <P>"First and foremost," writes Michael Ledeen in <I>The War =
Against the=20
      Terror Masters</I>, an absorbing guide to the war and our =
objectives in=20
      waging it, "we must bring down the terror regimes, beginning with =
the big=20
      three: Iran, Iraq, and Syria. And then we have to come to grips =
with the=20
      Saudis." Those are the worst of the terror sponsors, but there are =
others,=20
      including North Korea, Sudan, and the Palestinian Authority.=20
      <P>Of course it is important to kill or capture terrorists, to =
choke off=20
      their finances, and to disrupt their conspiracies. But terrorist =
movements=20
      are not self-sufficient. They need territory for camps and safe =
havens,=20
      access to money and financial networks, weapons training, =
communication=20
      technology, travel documents, and more. None of those can reliably =
be had=20
      without institutional support =96 government support. Al-Qaeda, =
Hezbollah,=20
      Islamic Jihad, and Hamas would not be nearly so deadly if it =
weren't for=20
      the regimes that sustain them. One of those regimes, the Taliban=20
      dictatorship in Afghanistan, is no more. Only when the rest of =
them are=20
      defanged will the terror threat be vanquished.=20
      <P>That doesn't mean the invasion of Iraq must necessarily be =
followed by=20
      other invasions across the Middle East. As President Bush told =
Congress in=20
      his State of the Union address, different threats call for =
different=20
      strategies.=20
      <P>For example: Iran, the foremost sponsor of Islamist terrorism, =
already=20
      seethes with anti-government anger. The nation that has lived =
under=20
      radical Islam the longest hates it the most; what the Iranian =
people need=20
      from Washington is not a military incursion, but clear moral =
support.=20
      Bush's words of encouragement on Tuesday were good, but they must =
be=20
      followed up by more: repeated condemnation of the mullahs' =
repression,=20
      pro-freedom radio and TV broadcasts to Iran, and clandestine =
support to=20
      the opposition.=20
      <P>In Syria, by contrast, public signs of dissent are few. =
Bringing down=20
      Bashar Assad, the country's dictator, will take more than fanning =
the=20
      flames of an already-smoldering revolution. Washington might begin =
by=20
      reversing its long and perverse courtship of Damascus. Instead of =
treating=20
      the Syrian regime as a partner in combating terrorism, we ought to =
be=20
      bluntly spelling out the facts of the Syrians' murderous record. =
Twenty=20
      years ago, they were involved in the terror campaign against =
Americans in=20
      Lebanon, a Syrian-occupied satellite. Today they openly support =
Hezbollah=20
      and shelter units of al-Qaeda. "The Syrian regime must join the =
Iranians=20
      and the Iraqis on the heap of failed Middle Eastern lies," says =
Ledeen.=20
      International terrorism will remain a menace until it does.=20
      <P>The terror regimes supply the meat and drink of international =
terror,=20
      and for that reason must be overturned. But that isn't all they =
provide.=20
      <P>As it did in the Cold War and the war against Hitler, America =
is=20
      fighting not just a military enemy but an ideological one. Moscow=20
      commanded armies of soldiers and armies of true believers. =
Communism was=20
      both a seductive economic creed and a doctrine of totalitarian =
control.=20
      Islamism =96 radical, violent Islam =96 offers the terror masters =
and their=20
      legions much the same thing. Though outwardly a religious =
movement, it is=20
      as totalitarian as communism was, and no less bent on conquest.=20
      <P>What broke the Soviet stranglehold on half of Europe and =
drained its=20
      influence around the globe was more than US military pressure. So =
long as=20
      the tide of history ran with the communists, their empire appeared =

      invincible, and that seeming invincibility was a lure to radicals =
the=20
      world over. But in the 1980s, the tide of history turned. Grenada =
and=20
      Afghanistan left the communist camp. Soviet dissidents won =
international=20
      acclaim. An independent Polish trade union, emboldened by a Polish =
pope,=20
      stared down the dictator in Warsaw. It became increasingly clear =
that the=20
      communist vision was not, after all, the wave of the future. The =
communist=20
      cause died, and with it the regimes that embodied that cause.=20
      <P>Our mission now is to kill the Islamist cause. We can do so =
only by=20
      killing the tyrannies that sustain it =96 by demonstrating that =
Islamism=20
      leads not to triumph but to defeat, not to power but to =
degradation. Crush=20
      the Islamists' dream, and we crush the terrorism it feeds. We made =
a good=20
      start in Kabul and Kandahar. Next stop: Baghdad.=20

sweeping=20
      victory, a Palestinian translator showed me where to scramble over =
a pile=20
      of rubble to get to the West Bank. We were on our way to interview =
the=20
      parents of a young suicide bomber. Brilliant and beautiful, she =
was just=20
      17 when she blew herself up.=20
      <P>Her parents mourn their daughter. But they're also furious with =
Mr.=20
      Sharon and the Israelis, who have made their lives a misery. (And =
make no=20
      mistake: They have.) Like nearly all the Palestinians I've met, =
they can=20
      find no fault with their own side, not even with the people who =
obtained=20
      the explosives and strapped them to their beautiful girl and took =
her to a=20
      supermarket on the other side. All their misery is due to the =
Israelis.=20
      They tell me, no wonder children detonate themselves in protest.=20
      <P>The Palestinians (as well as Israel's die-hard doves and the =
entire=20
      European and Canadian left) are certain that Mr. Sharon is about =
to rain=20
      down even more disaster on their heads. But there is another =
possibility.=20
      Mr. Sharon could be the best shot they've got at peace.=20
      <P>That's the view of some of Israel's most interesting thinkers. =
One is=20
      Eran Lerman, a long-time military intelligence officer who now =
heads the=20
      Israel office of the American Jewish Committee.=20
      <P>For starters, the Sharon victory means that Yasser Arafat is =
really=20
      through.=20
      <P>"Arafat is convinced he's the great master of Israeli =
politics," Mr.=20
      Lerman says. "The purpose of his strategy for the past two years =
was to=20
      convince Israelis that Mr. Sharon could not give them security." =
He=20
      figured people would get so fed up with terror that they would =
head=20
      straight back into the arms of the Labour Party, which, after all, =
has=20
      resurrected Mr. Arafat's career more than once before. But this =
time he=20
      was wrong. This time, people got so fed up with terror that they =
endorsed=20
      the man who vowed never to negotiate under fire. In fact, they =
doubled his=20
      mandate.=20
      <P>Mr. Arafat -- and other Arab leaders -- now know with certainty =
that=20
      Mr. Sharon is here to stay. Yesterday, Egypt's Hosni Mubarak was =
quick to=20
      call Mr. Sharon and suggest a meeting. When a television crew =
interviewed=20
      Mr. Arafat, he sounded almost plaintive. "I don't know who there =
is left=20
      to talk to."=20
      <P>There isn't anyone. Historian Michael Oren passionately =
articulates the=20
      new view. "There's a tremendous urge to deny it, but we're in a =
war. We're=20
      in 1943. First we win the war. Then we can begin to give things =
up."=20
      <P>The Israelis have been shocked into reality. But Mr. Lerman =
believes=20
      the stalemate won't be broken until the Palestinians get their own =
shock:=20
      Iraq.=20
      <P>"The Americans are going to create a completely different =
strategic=20
      environment in the Middle East," he says. He and many others =
believe that=20
      the Americans' longer-term goal is not simply to kick out the =
world's most=20
      sadistic tyrant but to drain the swamp of Islamic totalitarianism =
in the=20
      Middle East. Saddam Hussein's ouster could be the shock of reality =
the=20
      Palestinians need.=20
      <P>Mr. Sharon knows he needs George W. Bush to bring the =
Palestinians back=20
      to the table, that nothing will happen until after the action in =
Iraq. So=20
      his game plan has been to hold fast. Both left and right have =
criticized=20
      him harshly. "But he knows it's not wise to make important =
decisions when=20
      the entire environment is going to change," says Mr. Lerman.=20
