      1.   WHAT IF?=20

      For a few days in July 2000 then, Yasser Arafat rolled dice with =
history and lost.=20

      The date is May 25, 2020. Along the Israel/Palestine border, =
established by the Crawford Treaty of September 2001, Israeli =
intelligence reports alarming developments. Border incursions by =
terrorists in Israeli urban areas have increased ? almost three a day =
for several weeks. Simultaneously, Jordanian and Egyptian troops, who =
had been conducting training exercises with Palestinian border police =
have taken up positions facing IDF positions in Kalkilya and Tulkaram, =
geographical points at which Israel is, at places, only thirteen miles =
wide. The Mossad reports that Russian-made Samet satellite guided =
missiles, known to have been smuggled into Palestine in small sections =
over many years and secretly assembled underground, have been placed on =
some of the Samarian mountaintops east of Tel Aviv and Netanya. These =
are positions where the Israeli townships of Kedumim and Alfei Menashe =
once stood.=20

      Israeli prime-minister, 72-year-old Yossi Beilin, lodges a formal =
protest with the United Nations Secretary-General, Terje Larsen. He =
demands that the multi-national peace keeping force, who maintain a =
buffer zone between the two states, move immediately to confront the =
belligerence on Israel's border. The Secretary-General posts a weak =
reprimand to the government of Palestine but otherwise does nothing. =
Palestinian president Marwan Barghouti claims that the continued Israeli =
refusal to repatriate millions of descendants of refugees from the 1948 =
war has led to a disquiet that he can no longer contain.=20

      Before the United Nations Security Council has a chance to =
convene, deadly suicide attacks at several Israeli air-force bases and =
many early warning stations on the Golan Heights and the Jordan Valley =
succeed in temporarily disabling effective air surveillance. Attacks on =
eight secret Israeli anti-ballistic missile sites follow. Within hours =
of these attacks, a massive missile barrage descends on Israel's coastal =
towns. Hundreds of Israelis die and thousands are injured. Syrian and =
Iraqi jets, taking advantage of the temporary impotence of the Israeli =
air-force, cross into Israeli airspace and pound IDF tank battalions =
stationed at the Kalkilya salient. Beilin, claiming Israel's right of =
self-defense, gives the go ahead for the IDF to advance into sovereign =
Palestinian territory striking at the missile launching pads.=20

      But as word of the invasion rockets around the world, the European =
Union, who in 2015 had guaranteed Palestinian territorial integrity, =
moves its 9th Fleet, the world's largest, ten miles off Israeli shores. =
A warning is issued to Beilin that unless Israel withdraws its troops =
within 24 hours, and agrees to mediation, the European fleet will begin =
its own barrage of Israeli coastal targets.=20

      Yes it is a nightmare and it was spun to life by some fascinating =
reading. Having recently completed both volumes 1 and 2 of What If?, the =
two works of counterfactual history edited by historian Roger Cowley, I =
thought it just as interesting to pose a question that has already =
stirred some historical interest: What if Yasser Arafat had accepted =
Ehud Barak's offer of peace and sovereignty at Camp David in the summer =
of 2000? What if, at a ceremony conducted at George Bush's Crawford =
Ranch, in September of 2001, Israel had agreed to evacuate dozens of =
Israeli settlements, given Arafat the right to establish East Jerusalem =
as the capital of Palestine, surrendered the Jordan Valley and agreed to =
the creation of a demilitarized Palestinian state?=20

      That Arafat flubbed one of the greatest opportunities the =
Palestinians will ever have of establishing a state of their own will be =
unquestioned by future historians. But what the revanchist elements =
among the Palestinians will also certainly come to recognize, even more =
painfully, is that their last great opportunity to eliminate Israel =
altogether is gone forever. Had Arafat agreed to the Camp David =
proposals, it is conceivable that with the protection offered by the =
vital Samarian mountaintops, a State of Palestine, biding its time and =
marshalling both intelligence and armaments (while building a military =
alliance with an increasingly anti-Semitic Europe), could have delivered =
a devastating blow to Israel in the coming decades.=20

      Conjecture perhaps, but not so fantastical. There is some reason =
to believe that Ehud Barak, though he had lost his parliamentary =
majority even before he went to Camp David, could have dragged the =
country behind him into an affirmative referendum on a final peace =
treaty in September 2000. The European element can also not be =
understated. During the next 20 years, Israel could well become the =
battleground -- ideological and otherwise -- of a new struggle between a =
leftist, authoritarian Europe and the more liberal, enlightened =
democracies.=20

      In the summer of 2000, the Israelis were ready for peace. But =
after the Palestinians resorted to violence -- sacking ancient Jewish =
shrines, lynching soldiers, and letting loose suicide bombers -- all =
bets were off. Thereafter, Israelis were highly unlikely to entrust =
their safety and security to a handful of promises from Palestinian =
thugs who demonstrate as much interest in a permanent peaceful =
accommodation as Adolf Hitler did following Munich. Even Time Magazine =
now reports that what used to be a minority view -- the conviction that =
Israel is surrounded by enemies vowed to its extinction -- is now =
mainstream thinking.=20

      So the window was opened and then jammed shut in a very short =
space of time. Never again are the Palestinians likely to find Israelis =
in such a compromising mood. For the next ten years, now fully cognizant =
of the perils of Palestinian rejectionism, the Israeli people are likely =
to choose conservative governments to lead them. And with every year, =
the idea of a state of Palestine will shrink. Settlements will grow, the =
U.S and the West will become less beholden to Arab oil wealth and the =
hardliners among the Palestinians, increasingly unable to grasp reality, =
will come to dominate Palestinian interests.=20

      For a few days in July 2000 then, Yasser Arafat rolled dice with =
history and lost. His and Palestinian prospects now belong to the =
netherworld of the counter-factual. There, he will one day brood with =
the other also-rans of history, spending the rest of eternity pondering =
and regretting what could have been.=20

      2.   HATING THE UNITED STATES AND HATING ISRAEL=20

      One of the great disappointments of the current United States =
administration is that in the sixteen months since Sept. 11 the initial =
sympathy for the United States and solidarity expressed for it by its =
European allies has dissipated. Delay does have its price, and the US =
slowness in mobilizing its forces for any direct assault on Saddam =
Hussein=92s regime of evil has given time to anti=96American forces to =
mobilize. There is thus not only resistance from parts of a large share =
of the European population to any possible American action, but =
opposition from once staunch American allies, such as the new Germany. =
Even more alarming is the knowledge that numbers of people not only =
throughout the Islamic world, but in Europe, and even to a certain, if =
far lesser, degree in the United States, openly sympathize with Osama =
bin Laden and the terrorist forces of darkness, which would overthrow =
Western civilization entirely.=20

      The hatred of America is, of course, built in great part on envy =
and resentment. It is built on the sense of American hegemony, the =
single superpower that is able to act throughout the world is resented =
for its capacity to interfere, direct and control. It is, in a time of =
economic downsizing, hated for its prosperity. Culturally, there are =
traditional worlds, especially within the Islamic world, which hate =
America for its freedom, openness and contradiction to traditional =
familial and sexual norms. The US represents an alternative evil culture =
in the eyes of those who would remain closed in their own worlds.=20

      The hatred of Israel is, in one sense, the hatred of what is taken =
to be a kind of extension of the United States=92 dominating power. But =
the hatred of Israel centers now on the conflict with the Arabs, and =
most importantly the Palestinians. The Israelis are seen as =
=93America=92s pet=94, the =93little Satan=94 that does the =93Big =
Satan=92s=94 work. Israelis are seen as the oppressors and occupiers of =
Palestinian land, the harassers and killers of Palestinian civilians, =
the strong military power that oppresses a weak civilian power. Tied in =
with this are themes of traditional anti=96Semitism, which have been =
adopted by the Islamic world. The Jews are taken to be mysteriously =
powerful controllers of much of the world=92s media . The hatred of =
Israel is, throughout the Arab world, a state=96supported activity, =
whose ultimate aim is to so de-legitimize Israel that expediting its =
destruction will take on a moral urgency .=20

      Here it should be noted that there are certain groups, especially =
the Saudis, Egyptians and other groups who eat at America=92s table, =
whose whole purpose is to connect the two hatreds, by claiming that =
Israel is responsible for America=92s being hated throughout the world. =
This group works to destroy Israel by detaching it from US support. Its =
success has been to this point very limited , for most Americans see =
Israel as a democracy, a natural ally, which shares fundamental values =
with the United States. Most Americans understand that their enemies and =
the enemies of Israel are, in most cases, the same people, the same =
totalitarian terrorists and evildoers. But the scapegoating of Israel is =
a major danger, of which all real friends of Israel must be continually =
aware.=20

      Israel=92s smallness and diplomatic isolation make it a more =
convenient target than America, precisely because of its greater =
vulnerability .On the other hand, the spread and stretch of America, its =
very greatness, means that it has connections and extensions in places =
where Israel does not reach .The US is, for instance, hated in the Far =
East in a way Israel is not , simply because the US presence there is =
conspicuous and significant.=20

      What is most important to remember, however, is that those who =
hate the U.S. and those who hate Israel are by and large the same =
people. And they share what might be called the =91value system of =
Evil.=92 They are against the open society, freedom, democracy, a =
society based on respect for the rights of the individual. They are the =
societies and groups that have small tolerance for the =91other=92, for =
views outside their own. And they are an increasingly visible part of =
European societies, which they threaten to destroy from within.=20

      In this sense, the haters of the United States and Israel are the =
forces that would bring mankind into a new Dark Age; they are the force =
of Evil that must be soundly defeated if mankind is to move toward =
greater freedom, prosperity and well- being.=20

      3.   UN LACKS MORAL FIBER TO BACK US=20

delegate put a brave face on it.=20

      ''This is not a defeat for the United States,'' US Ambassador =
Kevin Moley said after Libya was elected to the chairmanship of the =
United Nations' highest human rights panel on Monday. ''This is a defeat =
for the Human Rights Commission.''=20

      The vote was 33 to 3, with only Canada and (reportedly) Guatemala =
joining the United States in voting no. Seventeen countries, mostly =
European, abstained.=20

      The ambassador's sentiments were understandable. Of course it is =
preposterous to think of Moammar Khadafy's brutal regime - which =
tortures dissidents, imprisons citizens without charge, and prohibits =
freedom of speech, assembly, and religion - as a champion of liberty and =
due process. Everyone knows that Libya, architect of the 1988 bombing of =
Pan Am Flight 103 that killed 270 victims over Lockerbie, Scotland, is a =
foe, not a friend, of human rights.=20

      Nevertheless, the ambassador was wrong. The choice of one of the =
world's most repressive tyrannies to head the UN's main human rights =
panel was not in any sense a defeat for the commission. Nor was it an =
embarrassment to the UN. On the contrary, it was a textbook illustration =
of the way the UN works.=20

      Despite its name, the United Nations is not a fraternity of =
peoples. It is an association of governments, and it makes no =
distinction between those that rule with the consent of the governed and =
those that rule through force and fear. Inside the UN, a bloody =
despotism is every inch the equal of a liberal democracy. A government =
that respects human dignity has exactly the same vote as a government =
that tramples it. And while lip service is routinely paid to the high =
principles of the UN Charter, those principles are irrelevant to the =
UN's decisions and deliberations.=20

      If the Human Rights Commission were really concerned with human =
rights, the accession of a ghoulish regime like Libya's to the chair =
would indeed be a scandal. But the commission's true purposes are to =
give Third World bullies a venue for grandstanding, to harangue Western =
democracies, to ensure that the world's cruelest rulers escape =
condemnation, and, of course, to bash Israel. There's nothing in that =
agenda to disqualify Libya. Or, for that matter, Vietnam, Saudi Arabia, =
China, Syria, Sudan, or Zimbabwe - each a notorious human-rights =
violator and each a commission member in good standing.=20

      The lopsided vote for Libya, including all those cowardly European =
abstentions, speaks volumes about the UN's character. It has become a =
monument to sanctimony and cynicism. It is a place where dishonesty and =
injustice are routine - where atrocious governments get away with =
appalling behavior because better governments lack the courage to face =
them down. The United Nations is a moral wasteland, and it is folly to =
treat its imprimatur as a benchmark of legitimacy.=20

      This is why it was a mistake for the Bush administration to seek a =
green light from the UN before undertaking the liberation of Iraq. The =
Security Council has no interest in shutting down Saddam Hussein's reign =
of terror. It is not willing to destroy him before he acquires the =
ability to destroy countless new victims. No one should have been =
surprised this week when France and Germany announced that they are =
opposed to military action against Saddam. That is the position that =
they, like the rest of the Security Council save Britain, have taken all =
along.=20

      The inspections are a farce. Inspectors can verify that a country =
has voluntarily dismantled its illegal weapons; they cannot disarm a =
government that is determined to deceive. ''Even the best inspectors =
have almost no chance of discovering hidden weapons sites ... in a =
country the size of Iraq,'' writes David Kay, the UN's former chief =
nuclear weapons inspector, in The Washington Post.=20

      Seven years of inspections in the 1990s failed to shut down =
Saddam's chemical, biological, and nuclear weapons programs. No serious =
person can believe that another round of this charade under a much less =
aggressive supervisor will be any more successful. In any event, it is =
clear that no matter what Hans Blix and his team may find, Iraq's =
protectors on the Security Council will insist it is not enough to =
justify war.=20

      The UN has gone as far as it will go: Under American pressure it =
passed Resolution 1441, which confirmed that Iraq ''remains in material =
breach of its obligations'' dating back to the Gulf War and offered =
Saddam one ''final opportunity'' to avoid ''serious consequences'' by =
complying. Those were strong, clear words, and if the Security Council =
were worthy of its name, it would be prepared to back them up with =
strong, clear action.=20

      That it isn't is a pity. But the UN's lack of moral fiber must not =
keep the United States from acting. War is always risky, but appeasement =
and denial are more dangerous by far. The dissolution of Saddam's =
poisonous dictatorship can no longer wait.=20

      4.   THE TRAGEDY OF EXAGGERATION=20

        "He who permits himself to tell a lie once, finds it much easier =
to do it a second and third time, till at length it becomes habitual; he =
tells lies without attending to it, and truths without the world's =
believing him" -Thomas Jefferson=20
      The dramatic announcement was made on Palestinian TV during =
Israel's Operation Defensive Shield: a Christian priest, Jack Amateis, =
was killed and dozens of monks wounded in an Israel Defense Forces =
operation in Bethlehem. Yet as it turned out a day later, the rumors of =
Amateis' death were greatly exaggerated. The Palestinians were publicly =
embarrassed and discredited when Amateis himself confirmed that he and =
all nuns with him were safe and sound. On April 4, 2002, the Vatican's =
Ambassador to Israel, Cardinal Pietro Samari, apologized to the IDF for =
the false report.=20
      Although this incident serves as a mere footnote in the grander =
arena of the Palestinian-Israeli conflict, it offers a stark =
illustration of one of the fundamental maladies maligning the =
Palestinian cause. Furthermore, it is precisely this "blemish" which has =
in large part led to the startling political erosion of the Palestinian =
Authority. The previous two years of violence have presented us with a =
PA that had lost virtually all sense of integrity, decency and =
direction.=20

      Instead, we have witnessed a Palestinian leadership so eagerly =
intent on embarrassing, smearing and discrediting Israel that this has =
largely emerged as an objective in and of itself. To paraphrase the =
frustrated Shlomo Ben Ami after the Taba negotiations in 2000, it =
increasingly appeared like the Palestinians seem to care more about =
denouncing Israel than they do about getting their own state. At all =
cost.=20

      Here, in a nutshell, lies the essence of the current Palestinian =
tragedy. It is a tragedy of exaggeration, the grosser the better. It is =
a tragedy of far-fetched myths and ludicrous accusations, often stemming =
out of uncontrollable animosity to Israel rather than a cold focus on =
matters of self-interest. Sadly, it is also a tragedy that leaves both =
Israelis and Palestinians mired in a swamp of pain, blood and despair.=20

      But first, a quick reminder: less than two and a half years ago =
the Palestinians were negotiating a final status settlement with Israel. =
On the table were unprecedented offers. The Palestinians could walk away =
with their own state, covering almost the entire West Bank and the Gaza =
strip. The press was solidly on their side, with Arafat a welcomed guest =
in Washington and other Western capitals. Yet today, the Palestinians =
find themselves in a bottomless pit. Their cities have been re-occupied, =
their economy shattered. The Palestinian Authority is in complete =
disarray; some say final death convulsions. What's worse, despite =
overall sympathy, international support from top political circles has =
greatly eroded. The US President refuses to talk to Arafat, let alone =
have him set foot in the White House again. European leaders often turn =
a cold shoulder. Arab leaders continue with their rhetoric, but extend =
no meaningful political assistance. Some of them, like Egyptian =
president Mubarak, offer words of reprimand instead. Newspaper reporters =
once friendly are now suspicious. What went wrong?=20

      Although all governments, at one time or another, resort to deceit =
or manipulation of information, the use of deception and outright lying =
by the Palestinians is so deeply entrenched, blatantly performed, and =
irrationally presented, that it cannot be compared to usual public =
relations battles. Yet the Palestinians have somehow failed to realize =
that, in Abraham Lincoln's words, "you can't fool all of the people all =
the time." This astute observation is especially poignant when the =
people lied to happen to be top international leaders.=20

      Yasser Arafat's personal assurance to President Bush and the =
Europeans that Fatah-Tanzim terrorist Atef Abayat was in custody proved =
to be a laughable fabrication when Abayat's jeep exploded, with the =
arch-terrorist in it, less than a week later. It appears Arafat was =
never fully forgiven for the arrogant and condescending attempt to =
mislead the American president, who also did not appreciate the =
embarrassingly weak Palestinian "clarification," namely that Abayat was =
"being transferred" to another jail at the time of his assassination by =
Israel. In retrospect, we can conclude that this seemingly minor =
episode, in addition to the Karin A weapon-smuggling fiasco, was =
probably the final nail in Arafat's proverbial US-made coffin. The =
Americans could never forgive such blatant lying, just as they could not =
excuse a Palestinian claim not to engage in terrorism proven meaningless =
by clandestine arms imports from Iran.=20

      Unfortunately for the Palestinians, this was not the only case of =
one of their pledges finding its way to the pond of empty words and =
broken promises. Arafat had also insisted that Hamas terrorist Iman =
Halaweh was safely in prison, again causing the Europeans to shake their =
heads in frustration once Halaweh, free as ever, blew up in his Subaru =
shortly afterwards.=20

      Thus, the Palestinian machine of deception, which has seemed so =
well oiled at times, had come at a very high cost. Ironically, Western =
politicians may have been willing to accept interpretations of =
Palestinian violence as a legitimate national struggle, yet they most =
certainly could not accept being lied to time after time and being =
treated as fools. Heedlessly, Arafat had turned the issues from purely =
political in nature to highly personal ones. Hence, the central role of =
Palestinian falsehood in bringing about the scorn of Western governments =
should not be underestimated or overlooked.=20

      Yet as it turns out, the Palestinians do not only lie to world =
leaders. For Arafat and his cronies, the entire world is indeed a stage =
where outright lying and gross exaggeration are all considered =
legitimate tools of the trade. One of the favorite ploys used by =
Palestinians in this regard took the form of claims of various Israeli =
massacres, most notably but not limited to the one in Jenin. One such =
allegation widely circulated through Palestinian media, and later proven =
to be baseless, accused Israeli soldiers of committing a massacre in a =
Ramallah hospital during operation Defensive Shield. In reality, =
although soldiers acting on reliable intelligence information did enter =
hospitals and verified the identities of patients, no massacre took =
place.=20

      Yet this canard, as grave and infuriating as it was, pales in =
comparison to the allegations of massacre in Jenin. Official Palestinian =
figures of at least 500 dead were proven grossly exaggerated, as =
findings of the UN commission later concluded. Palestinian spokesman =
Saeb Erekat, who articulated this fantastic tale on CNN, promised to =
apologize if the numbers he was spewing forth proved inaccurate. Not =
surprisingly, the world is still awaiting his retraction.=20

      But even more damaging for the Palestinians were the attempts to =
cement their version of events by such means as mock funerals and the =
diabolical utilization of animal cadavers for the purpose of creating a =
deathly stench in the combat zone. The international news media, often =
quick to embrace Palestinian claims and dismiss violence as part of a =
legitimate battle, could not quite dismiss words and images which =
indicated the extent and sheer audacity of Palestinian deceit. Images of =
Palestinian "dead" falling off stretchers and climbing back up could not =
be explained away or legitimized.=20

      The Jenin massacre, with the backlash of criticism against =
journalists too quick to jump to Palestinian custom-tailored =
conclusions, made newspapers and other media overly careful in future =
dealings with Palestinian claims. Newspaper editors, who had to deal =
with thousands of angry letters protesting obviously deficient coverage, =
would also become cautious of being burned by the fires of Palestinian =
falsehood again. This is not to suggest that all sympathy for the =
Palestinian cause had completely evaporated in the media; far from it in =
fact. At the same time, the circle of those willing to accept the =
Palestinian version of events, no questions asked, had certainly =
narrowed.=20

      Thus, it is the Palestinian themselves who have largely created =
the atmosphere in which they are now struggling to operate. When every =
Israeli shot becomes a declaration of war and every Israeli incursion - =
an attempt at genocide, the world is unlikely to remain an attentive and =
believing listener. What's worse for the Palestinians, the false =
allegations often divert attention from the genuine problems; the great =
poverty, continuous curfews, and long lineups at military checkpoints. =
Those all become minor and uninteresting in light of possible =
"massacres" and bloody wars. Yet those areas are where the real =
Palestinian struggle is found, and where it has to be won. Only by =
formulating clear objectives, defining realistic goals, and articulating =
their struggle in a more credible and truthful manner, can the =
Palestinians hope to muster enough support, both within Israel and =
internationally, for their cause. Otherwise, they are running the risk =
of adding more members into the ever-widening circle of those who have =
become tired and disillusioned with the constant barrage of Palestinian =
myth and fiction.=20

      PA Honors Hamas Suicide Bombers By Naming Soccer Teams After Them

      The Palestinian Authority has decided to commemorate the memory of =
Abdel Baset Odeh, the Hamas terrorist who carried out the suicide =
bombing in a Netanya hotel last Passover Eve, by naming a soccer =
tournament after his name. Thirty people were killed and dozens injured =
in the attack, which triggered Operation Defensive Shield.=20

      The Palestinian Authority=92s ministries of sports and education =
have been naming tournaments after the names of Palestinian "martyrs" =
for some years now. But the decision to honor Odeh has surprised many =
Palestinians because of his affiliation with Hamas.=20

      Seven school teams are participating in the tournament, which is =
taking place in Tulkarem, the hometown of Odeh. Each one of the teams =
has been named after a "martyr" from the city. Sources in Tulkarem told =
The Jerusalem Post that the decision to honor Odeh and the others was =
not related to their political affiliations, but is based on the fact =
that they all lived in the city.=20

      Karmi was killed in what was believed to be a targeted =
assassination planned by the IDF.=20

      Tarek Abu Safaka, who carried out the suicide attack in Hermesh on =
February 10, 2002, killing three Israelis, has also been honored. One of =
the soccer teams now carries his name, the paper said.=20

      2020. Along the Israel/Palestine border, established by the =
Crawford=20
      Treaty of September 2001, Israeli intelligence reports alarming=20
      developments. Border incursions by terrorists in Israeli urban =
areas have=20
      increased ? almost three a day for several weeks. Simultaneously,=20
      Jordanian and Egyptian troops, who had been conducting training =
exercises=20
      with Palestinian border police have taken up positions facing IDF=20
      positions in Kalkilya and Tulkaram, geographical points at which =
Israel=20
      is, at places, only thirteen miles wide. The Mossad reports that=20
      Russian-made Samet satellite guided missiles, known to have been =
smuggled=20
      into Palestine in small sections over many years and secretly =
assembled=20
      underground, have been placed on some of the Samarian mountaintops =
east of=20
      Tel Aviv and Netanya. These are positions where the Israeli =
townships of=20
      Kedumim and Alfei Menashe once stood.=20
      <P>Israeli prime-minister, 72-year-old Yossi Beilin, lodges a =
formal=20
      protest with the United Nations Secretary-General, Terje Larsen. =
He=20
      demands that the multi-national peace keeping force, who maintain =
a buffer=20
      zone between the two states, move immediately to confront the =
belligerence=20
      on Israel's border. The Secretary-General posts a weak reprimand =
to the=20
      government of Palestine but otherwise does nothing. Palestinian =
president=20
      Marwan Barghouti claims that the continued Israeli refusal to =
repatriate=20
      millions of descendants of refugees from the 1948 war has led to a =

      disquiet that he can no longer contain.=20
      <P>Before the United Nations Security Council has a chance to =
convene,=20
      deadly suicide attacks at several Israeli air-force bases and many =
early=20
      warning stations on the Golan Heights and the Jordan Valley =
succeed in=20
      temporarily disabling effective air surveillance. Attacks on eight =
secret=20
      Israeli anti-ballistic missile sites follow. Within hours of these =

      attacks, a massive missile barrage descends on Israel's coastal =
towns.=20
      Hundreds of Israelis die and thousands are injured. Syrian and =
Iraqi jets,=20
      taking advantage of the temporary impotence of the Israeli =
air-force,=20
      cross into Israeli airspace and pound IDF tank battalions =
stationed at the=20
      Kalkilya salient. Beilin, claiming Israel's right of self-defense, =
gives=20
      the go ahead for the IDF to advance into sovereign Palestinian =
territory=20
      striking at the missile launching pads.=20
      <P>But as word of the invasion rockets around the world, the =
European=20
      Union, who in 2015 had guaranteed Palestinian territorial =
integrity, moves=20
      its 9th Fleet, the world's largest, ten miles off Israeli shores. =
A=20
      warning is issued to Beilin that unless Israel withdraws its =
troops within=20
      24 hours, and agrees to mediation, the European fleet will begin =
its own=20
      barrage of Israeli coastal targets.=20
      <P>Yes it is a nightmare and it was spun to life by some =
fascinating=20
      reading. Having recently completed both volumes 1 and 2 of What =
If?, the=20
      two works of counterfactual history edited by historian Roger =
Cowley, I=20
      thought it just as interesting to pose a question that has already =
stirred=20
      some historical interest: What if Yasser Arafat had accepted Ehud =
Barak's=20
      offer of peace and sovereignty at Camp David in the summer of =
2000? What=20
      if, at a ceremony conducted at George Bush's Crawford Ranch, in =
September=20
      of 2001, Israel had agreed to evacuate dozens of Israeli =
settlements,=20
      given Arafat the right to establish East Jerusalem as the capital =
of=20
      Palestine, surrendered the Jordan Valley and agreed to the =
creation of a=20
      demilitarized Palestinian state?=20
      <P>That Arafat flubbed one of the greatest opportunities the =
Palestinians=20
      will ever have of establishing a state of their own will be =
unquestioned=20
      by future historians. But what the revanchist elements among the=20
      Palestinians will also certainly come to recognize, even more =
painfully,=20
      is that their last great opportunity to eliminate Israel =
altogether is=20
      gone forever. Had Arafat agreed to the Camp David proposals, it is =

      conceivable that with the protection offered by the vital Samarian =

      mountaintops, a State of Palestine, biding its time and =
marshalling both=20
      intelligence and armaments (while building a military alliance =
with an=20
      increasingly anti-Semitic Europe), could have delivered a =
devastating blow=20
      to Israel in the coming decades.=20
      <P>Conjecture perhaps, but not so fantastical. There is some =
reason to=20
      believe that Ehud Barak, though he had lost his parliamentary =
majority=20
      even before he went to Camp David, could have dragged the country =
behind=20
      him into an affirmative referendum on a final peace treaty in =
September=20
      2000. The European element can also not be understated. During the =
next 20=20
      years, Israel could well become the battleground -- ideological =
and=20
      otherwise -- of a new struggle between a leftist, authoritarian =
Europe and=20
      the more liberal, enlightened democracies.=20
      <P>In the summer of 2000, the Israelis were ready for peace. But =
after the=20
      Palestinians resorted to violence -- sacking ancient Jewish =
shrines,=20
      lynching soldiers, and letting loose suicide bombers -- all bets =
were off.=20
      Thereafter, Israelis were highly unlikely to entrust their safety =
and=20
      security to a handful of promises from Palestinian thugs who =
demonstrate=20
      as much interest in a permanent peaceful accommodation as Adolf =
Hitler did=20
      following Munich. Even Time Magazine now reports that what used to =
be a=20
      minority view -- the conviction that Israel is surrounded by =
enemies vowed=20
      to its extinction -- is now mainstream thinking.=20
      <P>So the window was opened and then jammed shut in a very short =
space of=20
      time. Never again are the Palestinians likely to find Israelis in =
such a=20
      compromising mood. For the next ten years, now fully cognizant of =
the=20
      perils of Palestinian rejectionism, the Israeli people are likely =
to=20
      choose conservative governments to lead them. And with every year, =
the=20
      idea of a state of Palestine will shrink. Settlements will grow, =
the U.S=20
      and the West will become less beholden to Arab oil wealth and the=20
      hardliners among the Palestinians, increasingly unable to grasp =
reality,=20
      will come to dominate Palestinian interests.=20
      <P>For a few days in July 2000 then, Yasser Arafat rolled dice =
with=20
      history and lost. His and Palestinian prospects now belong to the=20
      netherworld of the counter-factual. There, he will one day brood =
with the=20
      other also-rans of history, spending the rest of eternity =
pondering and=20
      regretting what could have been.=20

      disappointments of the current United States administration is =
that in the=20
      sixteen months since Sept. 11 the initial sympathy for the United =
States=20
      and solidarity expressed for it by its European allies has =
dissipated.=20
      Delay does have its price, and the US slowness in mobilizing its =
forces=20
      for any direct assault on Saddam Hussein=92s regime of evil has =
given time=20
      to anti=96American forces to mobilize. There is thus not only =
resistance=20
      from parts of a large share of the European population to any =
possible=20
      American action, but opposition from once staunch American allies, =
such as=20
      the new Germany. Even more alarming is the knowledge that numbers =
of=20
      people not only throughout the Islamic world, but in Europe, and =
even to a=20
      certain, if far lesser, degree in the United States, openly =
sympathize=20
      with Osama bin Laden and the terrorist forces of darkness, which =
would=20
      overthrow Western civilization entirely.=20
      <P>The hatred of America is, of course, built in great part on =
envy and=20
      resentment. It is built on the sense of American hegemony, the =
single=20
      superpower that is able to act throughout the world is resented =
for its=20
      capacity to interfere, direct and control. It is, in a time of =
economic=20
      downsizing, hated for its prosperity. Culturally, there are =
traditional=20
      worlds, especially within the Islamic world, which hate America =
for its=20
      freedom, openness and contradiction to traditional familial and =
sexual=20
      norms. The US represents an alternative evil culture in the eyes =
of those=20
      who would remain closed in their own worlds.=20
      <P>The hatred of Israel is, in one sense, the hatred of what is =
taken to=20
      be a kind of extension of the United States=92 dominating power. =
But the=20
      hatred of Israel centers now on the conflict with the Arabs, and =
most=20
      importantly the Palestinians. The Israelis are seen as =
=93America=92s pet=94,=20
      the =93little Satan=94 that does the =93Big Satan=92s=94 work. =
Israelis are seen as=20
      the oppressors and occupiers of Palestinian land, the harassers =
and=20
      killers of Palestinian civilians, the strong military power that =
oppresses=20
      a weak civilian power. Tied in with this are themes of traditional =

      anti=96Semitism, which have been adopted by the Islamic world. The =
Jews are=20
      taken to be mysteriously powerful controllers of much of the =
world=92s media=20
      . The hatred of Israel is, throughout the Arab world, a =
state=96supported=20
      activity, whose ultimate aim is to so de-legitimize Israel that =
expediting=20
      its destruction will take on a moral urgency .=20
      <P>Here it should be noted that there are certain groups, =
especially the=20
      Saudis, Egyptians and other groups who eat at America=92s table, =
whose whole=20
      purpose is to connect the two hatreds, by claiming that Israel is=20
      responsible for America=92s being hated throughout the world. This =
group=20
      works to destroy Israel by detaching it from US support. Its =
success has=20
      been to this point very limited , for most Americans see Israel as =
a=20
      democracy, a natural ally, which shares fundamental values with =
the United=20
      States. Most Americans understand that their enemies and the =
enemies of=20
      Israel are, in most cases, the same people, the same totalitarian=20
      terrorists and evildoers. But the scapegoating of Israel is a =
major=20
      danger, of which all real friends of Israel must be continually =
aware.=20
      <P>Israel=92s smallness and diplomatic isolation make it a more =
convenient=20
      target than America, precisely because of its greater =
vulnerability .On=20
      the other hand, the spread and stretch of America, its very =
greatness,=20
      means that it has connections and extensions in places where =
Israel does=20
      not reach .The US is, for instance, hated in the Far East in a way =
Israel=20
      is not , simply because the US presence there is conspicuous and=20
      significant.=20
      <P>What is most important to remember, however, is that those who =
hate the=20
      U.S. and those who hate Israel are by and large the same people. =
And they=20
      share what might be called the =91value system of Evil.=92 They =
are against=20
      the open society, freedom, democracy, a society based on respect =
for the=20
      rights of the individual. They are the societies and groups that =
have=20
      small tolerance for the =91other=92, for views outside their own. =
And they are=20
      an increasingly visible part of European societies, which they =
threaten to=20
      destroy from within.=20
      <P>In this sense, the haters of the United States and Israel are =
the=20
      forces that would bring mankind into a new Dark Age; they are the =
force of=20
      Evil that must be soundly defeated if mankind is to move toward =
greater=20
      freedom, prosperity and well- being.=20

      <P>The ambassador's sentiments were understandable. Of course it =

      preposterous to think of Moammar Khadafy's brutal regime - which =

      dissidents, imprisons citizens without charge, and prohibits =
freedom of=20
      speech, assembly, and religion - as a champion of liberty and due =

      friend, of human rights.=20
      <P>Nevertheless, the ambassador was wrong. The choice of one of =

      world's most repressive tyrannies to head the UN's main human =
rights panel=20
      was not in any sense a defeat for the commission. Nor was it an=20
      embarrassment to the UN. On the contrary, it was a textbook =
illustration=20
      of the way the UN works.=20
      <P>Despite its name, the United Nations is not a fraternity of =
peoples. It=20
      is an association of governments, and it makes no distinction =
between=20
      those that rule with the consent of the governed and those that =
rule=20
      through force and fear. Inside the UN, a bloody despotism is every =

      the equal of a liberal democracy. A government that respects human =

      has exactly the same vote as a government that tramples it. And =
while lip=20
      service is routinely paid to the high principles of the UN =
Charter, those=20
      principles are irrelevant to the UN's decisions and deliberations. =

      <P>If the Human Rights Commission were really concerned with human =
rights,=20
      the accession of a ghoulish regime like Libya's to the chair would =
indeed=20
      be a scandal. But the commission's true purposes are to give Third =
World=20
      bullies a venue for grandstanding, to harangue Western =
democracies, to=20
      ensure that the world's cruelest rulers escape condemnation, and, =
of=20
      course, to bash Israel. There's nothing in that agenda to =
disqualify=20
      Libya. Or, for that matter, Vietnam, Saudi Arabia, China, Syria, =
Sudan, or=20
      Zimbabwe - each a notorious human-rights violator and each a =
commission=20
      member in good standing.=20
      <P>The lopsided vote for Libya, including all those cowardly =
European=20
      abstentions, speaks volumes about the UN's character. It has =
become a=20
      monument to sanctimony and cynicism. It is a place where =
dishonesty and=20
      injustice are routine - where atrocious governments get away with=20
      appalling behavior because better governments lack the courage to =
face=20
      them down. The United Nations is a moral wasteland, and it is =
folly to=20
      treat its imprimatur as a benchmark of legitimacy.=20
      <P>This is why it was a mistake for the Bush administration to =
seek a=20
      green light from the UN before undertaking the liberation of Iraq. =
The=20
      Security Council has no interest in shutting down Saddam Hussein's =
reign=20
      of terror. It is not willing to destroy him before he acquires the =
ability=20
      to destroy countless new victims. No one should have been =
surprised this=20
      week when France and Germany announced that they are opposed to =
military=20
      action against Saddam. That is the position that they, like the =
rest of=20
      the Security Council save Britain, have taken all along.=20
      <P>The inspections are a farce. Inspectors can verify that a =
country has=20
      voluntarily dismantled its illegal weapons; they cannot disarm a=20
      government that is determined to deceive. ''Even the best =
inspectors have=20
      almost no chance of discovering hidden weapons sites ... in a =
country the=20
      size of Iraq,'' writes David Kay, the UN's former chief nuclear =
weapons=20
      inspector, in The Washington Post.=20
      <P>Seven years of inspections in the 1990s failed to shut down =
Saddam's=20
      chemical, biological, and nuclear weapons programs. No serious =
person can=20
      believe that another round of this charade under a much less =
aggressive=20
      supervisor will be any more successful. In any event, it is clear =
that no=20
      matter what Hans Blix and his team may find, Iraq's protectors on =
the=20
      Security Council will insist it is not enough to justify war.=20
      <P>The UN has gone as far as it will go: Under American pressure =
it passed=20
      Resolution 1441, which confirmed that Iraq ''remains in material =
breach of=20
      its obligations'' dating back to the Gulf War and offered Saddam =

      ''final opportunity'' to avoid ''serious consequences'' by =
complying.=20
      Those were strong, clear words, and if the Security Council were =
worthy of=20
      its name, it would be prepared to back them up with strong, clear =
action.=20
      <P>That it isn't is a pity. But the UN's lack of moral fiber must =
not keep=20
      the United States from acting. War is always risky, but =
appeasement and=20
      denial are more dangerous by far. The dissolution of Saddam's =

      Palestinian TV during Israel's Operation Defensive Shield: a =
Christian=20
      priest, Jack Amateis, was killed and dozens of monks wounded in an =
Israel=20
      Defense Forces operation in Bethlehem. Yet as it turned out a day =
later,=20
      the rumors of Amateis' death were greatly exaggerated. The =
Palestinians=20
      were publicly embarrassed and discredited when Amateis himself =
confirmed=20
      that he and all nuns with him were safe and sound. On April 4, =
2002, the=20
      Vatican's Ambassador to Israel, Cardinal Pietro Samari, apologized =
to the=20
      IDF for the false report.=20
      <P>Although this incident serves as a mere footnote in the grander =
arena=20
      of the Palestinian-Israeli conflict, it offers a stark =
illustration of one=20
      of the fundamental maladies maligning the Palestinian cause. =
Furthermore,=20
      it is precisely this "blemish" which has in large part led to the=20
      startling political erosion of the Palestinian Authority. The =
previous two=20
      years of violence have presented us with a PA that had lost =
virtually all=20
      sense of integrity, decency and direction.=20
      <P>Instead, we have witnessed a Palestinian leadership so eagerly =
intent=20
      on embarrassing, smearing and discrediting Israel that this has =
largely=20
      emerged as an objective in and of itself. To paraphrase the =
frustrated=20
      Shlomo Ben Ami after the Taba negotiations in 2000, it =
increasingly=20
      appeared like the Palestinians seem to care more about denouncing =
Israel=20
      than they do about getting their own state. At all cost.=20
      <P>Here, in a nutshell, lies the essence of the current =
Palestinian=20
      tragedy. It is a tragedy of exaggeration, the grosser the better. =
It is a=20
      tragedy of far-fetched myths and ludicrous accusations, often =
stemming out=20
      of uncontrollable animosity to Israel rather than a cold focus on =
matters=20
      of self-interest. Sadly, it is also a tragedy that leaves both =
Israelis=20
      and Palestinians mired in a swamp of pain, blood and despair.=20
      <P>But first, a quick reminder: less than two and a half years ago =
the=20
      Palestinians were negotiating a final status settlement with =
Israel. On=20
      the table were unprecedented offers. The Palestinians could walk =
away with=20
      their own state, covering almost the entire West Bank and the Gaza =
strip.=20
      The press was solidly on their side, with Arafat a welcomed guest =
in=20
      Washington and other Western capitals. Yet today, the Palestinians =
find=20
      themselves in a bottomless pit. Their cities have been =
re-occupied, their=20
      economy shattered. The Palestinian Authority is in complete =
disarray; some=20
      say final death convulsions. What's worse, despite overall =
sympathy,=20
      international support from top political circles has greatly =
eroded. The=20
      US President refuses to talk to Arafat, let alone have him set =
foot in the=20
      White House again. European leaders often turn a cold shoulder. =
Arab=20
      leaders continue with their rhetoric, but extend no meaningful =
political=20
      assistance. Some of them, like Egyptian president Mubarak, offer =
words of=20
      reprimand instead. Newspaper reporters once friendly are now =
suspicious.=20
      What went wrong?=20
      <P>Although all governments, at one time or another, resort to =
deceit or=20
      manipulation of information, the use of deception and outright =
lying by=20
      the Palestinians is so deeply entrenched, blatantly performed, and =

      irrationally presented, that it cannot be compared to usual public =

      relations battles. Yet the Palestinians have somehow failed to =
realize=20
      that, in Abraham Lincoln's words, "you can't fool all of the =
people all=20
      the time." This astute observation is especially poignant when the =
people=20
      lied to happen to be top international leaders.=20
      <P>Yasser Arafat's personal assurance to President Bush and the =
Europeans=20
      that Fatah-Tanzim terrorist Atef Abayat was in custody proved to =
be a=20
      laughable fabrication when Abayat's jeep exploded, with the =
arch-terrorist=20
      in it, less than a week later. It appears Arafat was never fully =
forgiven=20
      for the arrogant and condescending attempt to mislead the American =

      president, who also did not appreciate the embarrassingly weak =
Palestinian=20
      "clarification," namely that Abayat was "being transferred" to =
another=20
      jail at the time of his assassination by Israel. In retrospect, we =
can=20
      conclude that this seemingly minor episode, in addition to the =
Karin A=20
      weapon-smuggling fiasco, was probably the final nail in Arafat's=20
      proverbial US-made coffin. The Americans could never forgive such =
blatant=20
      lying, just as they could not excuse a Palestinian claim not to =
engage in=20
      terrorism proven meaningless by clandestine arms imports from =
Iran.=20
      <P>Unfortunately for the Palestinians, this was not the only case =
of one=20
      of their pledges finding its way to the pond of empty words and =
broken=20
      promises. Arafat had also insisted that Hamas terrorist Iman =
Halaweh was=20
      safely in prison, again causing the Europeans to shake their heads =
in=20
      frustration once Halaweh, free as ever, blew up in his Subaru =
shortly=20
      afterwards.=20
      <P>Thus, the Palestinian machine of deception, which has seemed so =
well=20
      oiled at times, had come at a very high cost. Ironically, Western=20
      politicians may have been willing to accept interpretations of =
Palestinian=20
      violence as a legitimate national struggle, yet they most =
certainly could=20
      not accept being lied to time after time and being treated as =
fools.=20
      Heedlessly, Arafat had turned the issues from purely political in =
nature=20
      to highly personal ones. Hence, the central role of Palestinian =
falsehood=20
      in bringing about the scorn of Western governments should not be=20
      underestimated or overlooked.=20
      <P>Yet as it turns out, the Palestinians do not only lie to world =
leaders.=20
      For Arafat and his cronies, the entire world is indeed a stage =
where=20
      outright lying and gross exaggeration are all considered =
legitimate tools=20
      of the trade. One of the favorite ploys used by Palestinians in =
this=20
      regard took the form of claims of various Israeli massacres, most =
notably=20
      but not limited to the one in Jenin. One such allegation widely =
circulated=20
      through Palestinian media, and later proven to be baseless, =
accused=20
      Israeli soldiers of committing a massacre in a Ramallah hospital =
during=20
      operation Defensive Shield. In reality, although soldiers acting =
on=20
      reliable intelligence information did enter hospitals and verified =
the=20
      identities of patients, no massacre took place.=20
      <P>Yet this canard, as grave and infuriating as it was, pales in=20
      comparison to the allegations of massacre in Jenin. Official =
Palestinian=20
      figures of at least 500 dead were proven grossly exaggerated, as =
findings=20
      of the UN commission later concluded. Palestinian spokesman Saeb =
Erekat,=20
      who articulated this fantastic tale on CNN, promised to apologize =
if the=20
      numbers he was spewing forth proved inaccurate. Not surprisingly, =
the=20
      world is still awaiting his retraction.=20
      <P>But even more damaging for the Palestinians were the attempts =
to cement=20
      their version of events by such means as mock funerals and the =
diabolical=20
      utilization of animal cadavers for the purpose of creating a =
deathly=20
      stench in the combat zone. The international news media, often =
quick to=20
      embrace Palestinian claims and dismiss violence as part of a =
legitimate=20
      battle, could not quite dismiss words and images which indicated =
the=20
      extent and sheer audacity of Palestinian deceit. Images of =
Palestinian=20
      "dead" falling off stretchers and climbing back up could not be =
explained=20
      away or legitimized.=20
      <P>The Jenin massacre, with the backlash of criticism against =
journalists=20
      too quick to jump to Palestinian custom-tailored conclusions, made =

      newspapers and other media overly careful in future dealings with=20
      Palestinian claims. Newspaper editors, who had to deal with =
thousands of=20
      angry letters protesting obviously deficient coverage, would also =
become=20
      cautious of being burned by the fires of Palestinian falsehood =
again. This=20
      is not to suggest that all sympathy for the Palestinian cause had=20
      completely evaporated in the media; far from it in fact. At the =
same time,=20
      the circle of those willing to accept the Palestinian version of =
events,=20
      no questions asked, had certainly narrowed.=20
      <P>Thus, it is the Palestinian themselves who have largely created =
the=20
      atmosphere in which they are now struggling to operate. When every =
Israeli=20
      shot becomes a declaration of war and every Israeli incursion - an =
attempt=20
      at genocide, the world is unlikely to remain an attentive and =
believing=20
      listener. What's worse for the Palestinians, the false allegations =
often=20
      divert attention from the genuine problems; the great poverty, =
continuous=20
      curfews, and long lineups at military checkpoints. Those all =
become minor=20
      and uninteresting in light of possible "massacres" and bloody =
wars. Yet=20
      those areas are where the real Palestinian struggle is found, and =
where it=20
      has to be won. Only by formulating clear objectives, defining =
realistic=20
      goals, and articulating their struggle in a more credible and =
truthful=20
      manner, can the Palestinians hope to muster enough support, both =
within=20
      Israel and internationally, for their cause. Otherwise, they are =
running=20
      the risk of adding more members into the ever-widening circle of =
those who=20
      have become tired and disillusioned with the constant barrage of=20
      Palestinian myth and fiction.=20
