      1.   "PALESTINE" TOUCHES BOTTOM=20

      You know you've hit rock bottom when even your fellow suicide =
bombers think you lack class.

      In Sri Lanka, the Liberation Tigers of Tamil Eelam (Eelam means =
"precious land") have been blowing themselves up with evident glee for =
years now. "They go in sea and on land in black robes," one Tamil orphan =
tells Amy Waldman of The New York Times. "They will go and jam =
themselves against anything!"

      And jam they have: against the Indian prime minister Rajiv Gandhi =
in 1991, against Sri Lankan president Ranasighe Premadasa in 1993, and =
against his successor, Chandrika Kumaratunga, in 1999. They have =
attacked military installations, Buddhist holy shrines, and Sri Lanka's =
own World Trade Center - over 170 suicide attacks in all. They have =
assassinated fellow Tamils who take a moderate line. In the style of =
their Maoist leader, Velupillai Prabhakaran, they go about with cyanide =
capsules hanging from their necks, lest they be captured alive. Large =
billboards in LTTE-controlled territory show women "fighters" just what =
to do if surrounded by Sri Lankan soldiers: play dead, then blow =
yourself up as the enemy approaches. Their war of liberation has left =
60,000 Sri Lankans dead, Sinhalese and Tamils alike.

      "Of all the suicide-capable terrorist groups we have studied, they =
are the most ruthless, the most disciplined," says Rohan Gunaratna of =
St. Andrews University in Scotland.

      But please, don't for a second think ill of them. Tamil suicide =
bombers, says an LTTE political leader, don't "kill themselves." They =
"give themselves." They operate not out of despair, but from "a deep =
humanitarianism... a love of others," adds female suicide-squad leader =
Thamilini.=20

      "In Palestine," she adds, "it is quite different."=20

      ACTUALLY, it isn't.=20

      Conventional wisdom is famously idiotic, and never more so when it =
comes to the matter of "root causes." As in "poverty is the root cause =
of crime." Or, "fear of 'the other' is the root cause of war." Or, =
"despair is the root cause of terrorism." If all these were true, crime =
would have peaked during the Great Depression, Switzerland would be =
Bosnia, and sub-Saharan Africa, not the Middle East, would be the pivot =
of world evil.=20

      Yet the idea that Palestinian desperation gave birth to suicide =
bombers, or that swelling Palestinian frustrations explain their =
actions, persists. "The greatest threat to the world is not Saddam =
Hussein but the despair felt by frustrated people given no hope," goes a =
recent article caption in The Independent, in a line that more or less =
captures the current state of idiot-think.

      Still, it would be nice if, alongside these earnest efforts to =
shift the blame for Islamic terror to Western (particularly Israeli) =
shoulders, someone would actually supply evidence that most terrorists =
are operating out of anything other than personal conviction. "Making =
the [martyr's] video," says Hamas spokesman Ismail Abu Shanab, "gets the =
message out that these people are martyrs of their own free will." Nor =
do the biographical profiles of suicide bombers suggest people at the =
end of their rope.=20

      As Time magazine points out, today's typical suicide bomber "is =
Izzadin Masri, the 23-year-old son of a prosperous restaurant owner... =
[or] Ayat Akhras, 18, a straight-A student, just months away from =
graduation and then a marriage." Despair? This isn't even ennui.

      What it is, rather, is some combination of religious belief, =
social faddishness and cultural mystique, the absence of any =
countervailing cultural institutions, and a political leadership that =
not only does nothing to resist the trend, but paves the way toward it.=20

        "This child who is grasping the stone, facing the tank, is it =
not the greatest message to the world when that hero becomes a shahid?"
      asked Yasser Arafat in an interview on Palestinian TV last year. =
"We are proud of them."=20
      Hearing Arafat speak this way of the 12-year-olds so eager for =
their prepubescent ascent to heaven, one can't help recall scenes from =
Hitler's last days, when he reviewed his equally youthful troops on the =
eve of the battle for Berlin. We are proud of them. And watching scenes =
of Palestinians celebrating wildly in the streets following every =
successful "military operation" also calls to mind Hitler's willing =
executioners, toasting one another in banquet halls with beer and =
champagne at the conclusion of a long day of butchery. Good work, boys! =
Better rest up for tomorrow.=20

      In other words, the Palestinians employ their peculiar sort of =
violence because they believe not just in its efficacy as a means toward =
an end, but in its goodness as an end in itself. "How sweet is shahada =
when I embrace you, oh my land!" goes a film clip aired on PA TV. As =
with the Tamil Tigers, this is the Palestinian version of "deep =
humanitarianism."=20

      ONLY it's worse.=20

      According to Thamilini, the Tigers' "target is not the common =
people, but the army." This isn't really true; when the Tigers bombed =
Sri Lanka's central bank in 1996, they killed almost 100 people. But =
what's significant is that Thamilini at least attempts to draw the =
distinction: not all the Sinhalese are fair game for the Tamils; there =
are good enemies and bad ones.=20

      Not so for Palestinian terrorists, for whom all Israelis are =
"occupiers," no matter whether they're soldiers or civilians, or whether =
they live in Hebron or Tel Aviv. As historian Michael Oren points out, =
Palestinians have outdone even the Nazis in their glorification of =
murder. The Nazis, he notes, "never publicly lionized [the =
Einsatzgruppen], never plastered their pictures on the streets or openly =
encouraged children to emulate. That kind of adoration for mass =
murderers can only be found, in abundance, among the Palestinians."=20

      The same point can be made about Stalin, Mao and the other great =
killers of the 20th century, who were fairly sedulous when it came to =
burying their victims and whose crimes only really came to light long =
after their deaths. Indeed, as far as I know, only Khieu Samphan, among =
recent mass murderers, was willing to admit that the Khmer Rouge had =
killed a million "war criminals" in Year One of their short-lived reign. =
Most people, even pathological tyrants, have more of a sense of shame. =
Not, however, the Palestinians.=20

      How did it come to such a pass? A few years ago, former US senator =
Daniel Patrick Moynihan coined the phrase "defining deviancy down." He =
was talking about cultural and social norms, the ways in which what one =
generation views as social deviancy becomes acceptable to, even =
celebrated by, the next generation, leading to a general and inexorable =
lowering of standards all round.=20

      The same could be said about Palestinians. A decade ago, following =
the first Palestinian suicide attack, only 20 percent of Palestinians =
said they approved of it. Today, the numbers are reversed: 80% approve =
of suicide bombings, both within the Green Line and without. According =
to conventional wisdom, the reason for the shift is the ongoing =
occupation. More plausibly, it's the experience of living under Arafat =
and all that comes with it: the destruction of the Palestinian =
bourgeoisie, the celebration of violence, the curriculum of hate. Then =
too, the international support Palestinian actions have received in the =
form of high-minded efforts to understand the terrorism, to explain it, =
has only given terror the stamp of universal acquiescence, if not actual =
approval. Palestinians have taken note.=20

      I AM often asked whether I favor an independent Palestinian state. =
I wish someone would ask me instead whether I favor an independent =
German one. I favor an independent Germany, of course, but not if it's =
going to be the Third Reich. I favor an independent Japan, but not the =
Japan of Tojo. I might even favor the independent state of Tamil Eelam, =
but not under a psychopath like Prabhakaran. In each of these instances, =
I'd sooner have a benign colonial occupation than a nasty native =
dictatorship. And the same goes for the Palestinians.=20

      Today, the international community is having trouble accepting the =
fact that the problem with Palestinian statehood has nothing to do with =
its borders, much less with the size of its army or the rights it has to =
its airspace, its water resources, and so on. It has nothing to do with =
what Israel does or does not do in its military or diplomatic efforts. =
The problem, rather, is the nature of the state itself, and principally =
its moral nature. Is it a respecter of the rights of its citizens? Or of =
the rights of its neighbors?=20

      In the Declaration of Independence, America's founders did more =
than insist on their inalienable right to self-determination. They also =
showed they knew what self-determination was for, and, in so doing, that =
they deserved to have it. Israelis, too, have shown that they deserve =
the state they fought for and were given. By contrast, Palestinians =
continue to demonstrate, in word, deed and above all in attitude that =
they have no similar understanding. Until they do so, until they emerge =
from the moral swamp in which they have put themselves, they ought to =
remain - along with countless other peoples - stateless.=20

      2.   WHAT IF?=20

      The date is May 25, 2020. Along the Israel/Palestine border, =
established by the Crawford Treaty of September 2001, Israeli =
intelligence reports alarming developments. Border incursions by =
terrorists in Israeli urban areas have increased - almost three a day =
for several weeks. Simultaneously, Jordanian and Egyptian troops, who =
had been conducting training exercises with Palestinian border police, =
have taken up positions facing IDF positions in Kalkilya and Tulkaram, =
geographical points at which Israel is, at places, only thirteen miles =
wide. The Mossad reports that Russian made Samet satellite-guided =
missiles, known to have been smuggled into Palestine in small sections =
over many years and secretly assembled underground, have been placed on =
some of the Samarian mountaintops east of Tel Aviv and Netanya. These =
are positions where the Israeli townships of Kedumim and Alfei Menashe =
once stood.=20

      Israeli prime minister, 72- year- old Yossi Beilin, lodges a =
formal protest with the United Nations Secretary-General, Terje Larsen. =
He demands that the multi-national peace-keeping force, who maintain a =
buffer zone between the two states, move immediately to confront the =
belligerence on Israel's border. The Secretary-General posts a weak =
reprimand to the Government of Palestine, but otherwise does nothing. =
Palestinian president Marwan Barghouti claims that the continued Israeli =
refusal to repatriate millions of descendants of refugees from the 1948 =
war has led to a disquiet that he can no longer contain.=20

      Before the United Nations Security Council has a chance to =
convene, deadly suicide attacks at several Israeli air-force bases and =
many early warning stations on the Golan Heights and the Jordan Valley =
succeed in temporarily disabling effective air surveillance. Attacks on =
eight secret Israeli anti-ballistic missile sites follow. Within hours =
of these attacks, a massive missile barrage descends on Israel's coastal =
towns. Hundreds of Israelis die and thousands are injured. Syrian and =
Iraqi jets, taking advantage of the temporary impotence of the Israeli =
air force, cross into Israeli airspace and pound IDF tank battalions =
stationed at the Kalkilya salient. Beilin, claiming Israel's right of =
self-defense, gives the go-ahead for the IDF to advance into sovereign =
Palestinian territory, striking at the missile launching pads.=20

      However, as word of the invasion rockets around the world, the =
European Union, who in 2015 had guaranteed Palestinian territorial =
integrity, moves its 9th Fleet, the world's largest, ten miles off =
Israeli shores. A warning is issued to Beilin that unless Israel =
withdraws its troops within 24 hours, and agrees to mediation, the =
European fleet will begin its own barrage of Israeli coastal targets.=20

      Yes, it is a nightmare and it was spun to life by some fascinating =
reading. Having recently completed both volumes I and II of What If?, =
the two works of counterfactual history edited by historian Roger =
Cowley, I thought it just as interesting to pose a question that has =
already stirred some historical interest: What if Yasser Arafat had =
accepted Ehud Barak's offer of peace and sovereignty at Camp David in =
the summer of 2000? What if, at a ceremony conducted at George Bush's =
Crawford Ranch, in September of 2001, Israel had agreed to evacuate =
dozens of Israeli settlements, given Arafat the right to establish East =
Jerusalem as the capital of a Palestine, surrendered the Jordan Valley =
and agreed to the creation of a demilitarized Palestinian state?=20

      That Arafat flubbed one of the greatest opportunities the =
Palestinians will ever have of establishing a state of their own will be =
unquestioned by future historians. But what the revanchist elements =
among the Palestinians will also certainly come to recognize, even more =
painfully, is that their last great opportunity to eliminate Israel =
altogether is gone forever. Had Arafat agreed to the Camp David =
proposals, it is conceivable that with the protection offered by the =
vital Samarian mountaintops, a State of Palestine, biding its time and =
marshaling both intelligence and armaments (while building a military =
alliance with an increasingly anti-Semitic Europe), could have delivered =
a devastating blow to Israel in the coming decades.=20

      Conjecture perhaps, but not so fantastical. There is some reason =
to believe that Ehud Barak, though he had lost his parliamentary =
majority even before he went to Camp David, could have dragged the =
country behind him into an affirmative referendum on a final peace =
treaty in September 2000. The European element can also not be =
understated. Over the next twenty years, Israel could well become the =
battleground - ideological and otherwise - of a new struggle between a =
leftist, authoritarian Europe and the more liberal, enlightened =
democracies.=20

      In the summer of 2000, the Israelis were ready for peace. But =
after the Palestinians resorted to violence - sacking ancient Jewish =
shrines, lynching soldiers and letting loose suicide bombers - all bets =
were off. Thereafter, Israelis were highly unlikely to entrust their =
safety and security to a handful of promises from Palestinian thugs, who =
demonstrate as much interest in a permanent peaceful accommodation as =
Adolf Hitler did following Munich. Even Time magazine now reports that =
what used to be a minority view - the conviction that Israel is =
surrounded by enemies vowed to cause its extinction - is now mainstream =
thinking.=20

      So the window was opened and then jammed shut in a very short =
space of time. Never again are the Palestinians likely to find Israelis =
in such a compromising mood. For the next ten years, now fully cognizant =
of the perils of Palestinian rejectionism, the Israeli people are likely =
to choose conservative governments to lead them. And with every year, =
the idea of a State of Palestine will shrink. Settlements will grow, the =
United States and the West will become less beholden to Arab oil wealth =
and the hardliners among the Palestinians, increasingly unable to grasp =
reality, will come to dominate Palestinian interests.=20

      For a few days in July 2000, then, Yasser Arafat rolled dice with =
history and lost. His and Palestinian prospects now belong to the =
netherworld of the counter-factual. There, he will one day brood with =
the other also-rans of history, spending the rest of eternity pondering =
and regretting what could have been.=20

      3.   CHRISTIAN COALITION RELEASES SURVEY RESULTS ON ISLAM=20

      NEW YORK, N.Y., January 17, 2003=20
      Christian Coalition Survey Reveals Nearly 90% of Survey =
Respondents Believe Islam is Not A Religion Of Peace=20
      The Christian Coalition of America announced results today of a =
national on-line survey on Islam. Nine Hundred and Fifty-Five (955) =
individuals were surveyed via online questions on Islam on January 17, =
2003.=20
      IS ISLAM DIVINE?=20
      Do you believe that Islam is a divine religion?=20
      Less than 4% of respondents answered "yes",
      91.5% of respondents answered "no",
      and less than 5% said, "I don't know."=20

      A much-debated question by the national media "Is Islam a religion =
of peace?"=20

      Eighty-Eight (88%) of respondents answered "No",
      5% answered "yes",
      and 5% said, "Don't know."=20

      "The attacks of 9/11 in America, the impending conflict with Iraq, =
and related topics have had an interesting impact upon the consciousness =
of people regarding their opinions on Islam, hence we found these survey =
results to be quite interesting," stated Roberta Combs, President of The =
Christian Coalition of America.=20

      The Christian Coalition of America will be holding a symposium on =
Islam entitled: "Christian Coalition Symposium on Islam: Muslims & The =
Judeo-Christian World - Where to From Here?" The event will be held in =
the Columbia Ballroom of The Hyatt Regency on Capitol Hill, located at =

      4.   LEARNING BY THE GUN=20

      S Some people write because they feel a need to express themselves =
for others. Others write because they need to work through inner =
feelings that otherwise would continue to plague them. I=92m in this =
latter group. I write because the need to release the words overwhelms =
me. With each keystroke, the words, expressions of anger and sadness, =
frustration and pain, or even great joy and pride, all become crystal =
clear. Suddenly, what had so impacted on my life moments before, will =
gain perspective and enable me to deal with whatever emotions I=92m =
experiencing.=20

      Somewhere in the process of writing, you have to assign a title to =
your work. Usually, the title is a summary of what you have written, a =
catchy way to grab people=92s eye and make them want to read. For me, =
the title comes near the end and sometimes not at all. I=92ve written =
articles and sent them to newspapers and online magazines with the =
request that the editor help me label the piece. I=92ve even come up =
with the stupidest title of all, =93No, Never. Yes, Always. =94 and was =
shocked when three different editors used it. I guess, like me, they =
couldn=92t come up with anything better to describe our conflicting =
feelings about wanting to live in Israel always and yet never wanting =
our children to experience some of the daily occurrences here.=20

      So, this morning, as I often do when I=92m driving children to =
school, planning my day and thinking about work, I thought over a =
conversation I=92d just had with my 15 year old. And, like they often =
do, the words began forming themselves into an article. This time, =
perhaps for the first time, the title popped into my head before the =
words. =93Learning by the Gun.=94=20

      No, this wasn=92t to be an article about those who live by the =
gun, and therefore are predicted to die by it. Nor was it to be an =
article for or against gun control. As I drove through my morning ritual =
of taking two children to school, stopping at the market and checking =
the mail, I thought about the scene my oldest son had described before =
shuffling off to bed this morning.=20

      He=92d been up all night, and the words came quickly. What amazed =
me was his acceptance of the situation that to me, with the lingering =
remnants of my American upbringing still intact, sounded surrealistic =
and foreign. Like all schools in Israel that have over a certain amount =
of students, my son=92s high school hires a full time guard, who =
inspects each person seeking entrance. From early in the morning, until =
the last student leaves in the late afternoon hours, the guard sits at =
his post, watches the street and the children who play and learn within =
the fenced schoolyard.=20

      Last night, at a special all-night learning session, the guard =
wasn=92t there. The boys met at the school at 10:00 p.m. with their =
teachers to study. This is a Jewish tradition that encourages learning =
around the clock, throughout the week and months, unconnected to the =
normal time schedules we impose on ourselves. These special events are a =
way of teaching our sons to make a commitment that is not limited to a =
few hours a day. We are teaching them that our religion and our laws are =
an integral part of the Jew that they will one day become. My son =
started describing the night=92s events to me, including the 1:00 a.m. =
barbeque, by explaining that there was no guard. That, of course, got my =
attention. Then he explained, =93so you know who guarded us?=94=20

      One teacher sat with an M-16 all night, hand by the trigger, as he =
taught. Another also had a gun, though I don=92t remember the type. The =
school is located on the northern edge of Jerusalem and even from afar, =
the lit building could be a magnet to attract a terrorist hoping to find =
a vulnerable target. I can picture the large room, full of tables and =
boys and books, and two men who were fathers and teachers and sometimes =
soldiers in the reserves, charged with teaching my son the facts of =
Jewish law, and the realities of Israeli life.=20

      So, there you have it. Last night, on a quiet Jerusalem winter =
evening, my son learned by the gun.=20

not a military clash. Oh, no. It is a cultural one, a religious one. And =
our military victories do not solve the offensive of Islamic terrorism. =
On the contrary, they encourage it. They exacerbate it, they multiply =
it. The worst is still to come.=94=20
        d.. The Hateful Legacy of the British Foreign Office  Tony =
Blair's and Jack Straw's latest charm offensive in the Arab world has =
many observers perplexed. After-all, the unbecoming respect offered =
visiting despot Bashar al-Asad, the decision to host Palestinian =
negotiators in London, the cold shoulder given Israeli diplomats, and =
the refusal of Britain to export ejector seats for the Phantom jet, has =
unsurprisingly inspired conjecture that Britain is rapidly slipping into =
Europe's anti-Semitic orbit.=20

know you've hit=20
      rock bottom when even your fellow suicide bombers think you lack =
class.
      <P>In Sri Lanka, the Liberation Tigers of Tamil Eelam (Eelam means =

      "precious land") have been blowing themselves up with evident glee =
for=20
      years now. "They go in sea and on land in black robes," one Tamil =
orphan=20
      tells Amy Waldman of The New York Times. "They will go and jam =
themselves=20
      against anything!"
      <P>And jam they have: against the Indian prime minister Rajiv =
Gandhi in=20
      1991, against Sri Lankan president Ranasighe Premadasa in 1993, =
and=20
      against his successor, Chandrika Kumaratunga, in 1999. They have =
attacked=20
      military installations, Buddhist holy shrines, and Sri Lanka's own =
World=20
      Trade Center - over 170 suicide attacks in all. They have =
assassinated=20
      fellow Tamils who take a moderate line. In the style of their =
Maoist=20
      leader, Velupillai Prabhakaran, they go about with cyanide =
capsules=20
      hanging from their necks, lest they be captured alive. Large =
billboards in=20
      LTTE-controlled territory show women "fighters" just what to do if =

      surrounded by Sri Lankan soldiers: play dead, then blow yourself =
up as the=20
      enemy approaches. Their war of liberation has left 60,000 Sri =
Lankans=20
      dead, Sinhalese and Tamils alike.
      <P>"Of all the suicide-capable terrorist groups we have studied, =
they are=20
      the most ruthless, the most disciplined," says Rohan Gunaratna of =
St.=20
      Andrews University in Scotland.
      <P>But please, don't for a second think ill of them. Tamil suicide =

      bombers, says an LTTE political leader, don't "kill themselves." =
They=20
      "give themselves." They operate not out of despair, but from "a =
deep=20
      humanitarianism... a love of others," adds female suicide-squad =
leader=20
      Thamilini.=20
      <P>"In Palestine," she adds, "it is quite different."=20
      <P><B>ACTUALLY, it isn't.</B>=20
      <P>Conventional wisdom is famously idiotic, and never more so when =
it=20
      comes to the matter of "root causes." As in "poverty is the root =
cause of=20
      crime." Or, "fear of 'the other' is the root cause of war." Or, =
"despair=20
      is the root cause of terrorism." If all these were true, crime =
would have=20
      peaked during the Great Depression, Switzerland would be Bosnia, =
and=20
      sub-Saharan Africa, not the Middle East, would be the pivot of =
world evil.=20

      <P>Yet the idea that Palestinian desperation gave birth to suicide =

      bombers, or that swelling Palestinian frustrations explain their =
actions,=20
      persists. "The greatest threat to the world is not Saddam Hussein =
but the=20
      despair felt by frustrated people given no hope," goes a recent =
article=20
      caption in The Independent, in a line that more or less captures =
the=20
      current state of idiot-think.
      <P>Still, it would be nice if, alongside these earnest efforts to =
shift=20
      the blame for Islamic terror to Western (particularly Israeli) =
shoulders,=20
      someone would actually supply evidence that most terrorists are =
operating=20
      out of anything other than personal conviction. "Making the =
[martyr's]=20
      video," says Hamas spokesman Ismail Abu Shanab, "gets the message =
out that=20
      these people are martyrs of their own free will." Nor do the =
biographical=20
      profiles of suicide bombers suggest people at the end of their =
rope.=20
      <P>As Time magazine points out, today's typical suicide bomber "is =
Izzadin=20
      Masri, the 23-year-old son of a prosperous restaurant owner... =
[or] Ayat=20
      Akhras, 18, a straight-A student, just months away from graduation =
and=20
      then a marriage." Despair? This isn't even ennui.
      <P>What it is, rather, is some combination of religious belief, =
social=20
      faddishness and cultural mystique, the absence of any =
countervailing=20
      cultural institutions, and a political leadership that not only =
does=20
      nothing to resist the trend, but paves the way toward it.=20
      <BLOCKQUOTE><I>"This child who is grasping the stone, facing the =
tank,=20
        is it not the greatest message to the world when that hero =
becomes a=20
        shahid?"</I></BLOCKQUOTE>asked Yasser Arafat in an interview on=20
      Palestinian TV last year. <I>"We are proud of them." </I>
      <P>Hearing Arafat speak this way of the 12-year-olds so eager for =
their=20
      prepubescent ascent to heaven, one can't help recall scenes from =
Hitler's=20
      last days, when he reviewed his equally youthful troops on the eve =
of the=20
      battle for Berlin. We are proud of them. And watching scenes of=20
      Palestinians celebrating wildly in the streets following every =
successful=20
      "military operation" also calls to mind Hitler's willing =
executioners,=20
      toasting one another in banquet halls with beer and champagne at =
the=20
      conclusion of a long day of butchery. Good work, boys! Better rest =
up for=20
      tomorrow.=20
      <P>In other words, the Palestinians employ their peculiar sort of =
violence=20
      because they believe not just in its efficacy as a means toward an =
end,=20
      but in its goodness as an end in itself. "How sweet is shahada =
when I=20
      embrace you, oh my land!" goes a film clip aired on PA TV. As with =
the=20
      Tamil Tigers, this is the Palestinian version of "deep =
humanitarianism."=20
      <P><B>ONLY it's worse.</B>=20
      <P>According to Thamilini, the Tigers' "target is not the common =
people,=20
      but the army." This isn't really true; when the Tigers bombed Sri =
Lanka's=20
      central bank in 1996, they killed almost 100 people. But what's=20
      significant is that Thamilini at least attempts to draw the =
distinction:=20
      not all the Sinhalese are fair game for the Tamils; there are good =
enemies=20
      and bad ones.=20
      <P>Not so for Palestinian terrorists, for whom all Israelis are=20
      "occupiers," no matter whether they're soldiers or civilians, or =
whether=20
      they live in Hebron or Tel Aviv. As historian Michael Oren points =
out,=20
      Palestinians have outdone even the Nazis in their glorification of =
murder.=20
      The Nazis, he notes, "never publicly lionized [the =
Einsatzgruppen], never=20
      plastered their pictures on the streets or openly encouraged =
children to=20
      emulate. That kind of adoration for mass murderers can only be =
found, in=20
      abundance, among the Palestinians."=20
      <P>The same point can be made about Stalin, Mao and the other =
great=20
      killers of the 20th century, who were fairly sedulous when it came =
to=20
      burying their victims and whose crimes only really came to light =
long=20
      after their deaths. Indeed, as far as I know, only Khieu Samphan, =
among=20
      recent mass murderers, was willing to admit that the Khmer Rouge =
had=20
      killed a million "war criminals" in Year One of their short-lived =
reign.=20
      Most people, even pathological tyrants, have more of a sense of =
shame.=20
      Not, however, the Palestinians.=20
      <P>How did it come to such a pass? A few years ago, former US =
senator=20
      Daniel Patrick Moynihan coined the phrase "defining deviancy =
down." He was=20
      talking about cultural and social norms, the ways in which what =
one=20
      generation views as social deviancy becomes acceptable to, even =
celebrated=20
      by, the next generation, leading to a general and inexorable =
lowering of=20
      standards all round.=20
      <P>The same could be said about Palestinians. A decade ago, =
following the=20
      first Palestinian suicide attack, only 20 percent of Palestinians =
said=20
      they approved of it. Today, the numbers are reversed: 80% approve =
of=20
      suicide bombings, both within the Green Line and without. =
According to=20
      conventional wisdom, the reason for the shift is the ongoing =
occupation.=20
      More plausibly, it's the experience of living under Arafat and all =
that=20
      comes with it: the destruction of the Palestinian bourgeoisie, the =

      celebration of violence, the curriculum of hate. Then too, the=20
      international support Palestinian actions have received in the =
form of=20
      high-minded efforts to understand the terrorism, to explain it, =
has only=20
      given terror the stamp of universal acquiescence, if not actual =
approval.=20
      Palestinians have taken note.=20
      <P>I AM often asked whether I favor an independent Palestinian =
state. I=20
      wish someone would ask me instead whether I favor an independent =
German=20
      one. I favor an independent Germany, of course, but not if it's =
going to=20
      be the Third Reich. I favor an independent Japan, but not the =
Japan of=20
      Tojo. I might even favor the independent state of Tamil Eelam, but =
not=20
      under a psychopath like Prabhakaran. In each of these instances, =
I'd=20
      sooner have a benign colonial occupation than a nasty native =
dictatorship.=20
      And the same goes for the Palestinians.=20
      <P>Today, the international community is having trouble accepting =
the fact=20
      that the problem with Palestinian statehood has nothing to do with =
its=20
      borders, much less with the size of its army or the rights it has =
to its=20
      airspace, its water resources, and so on. It has nothing to do =
with what=20
      Israel does or does not do in its military or diplomatic efforts. =
The=20
      problem, rather, is the nature of the state itself, and =
principally its=20
      moral nature. Is it a respecter of the rights of its citizens? Or =
of the=20
      rights of its neighbors?=20
      <P>In the Declaration of Independence, America's founders did more =
than=20
      insist on their inalienable right to self-determination. They also =
showed=20
      they knew what self-determination was for, and, in so doing, that =
they=20
      deserved to have it. Israelis, too, have shown that they deserve =
the state=20
      they fought for and were given. By contrast, Palestinians continue =
to=20
      demonstrate, in word, deed and above all in attitude that they =
have no=20
      similar understanding. Until they do so, until they emerge from =
the moral=20
      swamp in which they have put themselves, they ought to remain - =
along with=20
      countless other peoples - stateless.=20

      2020. Along the Israel/Palestine border, established by the =
Crawford=20
      Treaty of September 2001, Israeli intelligence reports alarming=20
      developments. Border incursions by terrorists in Israeli urban =
areas have=20
      increased - almost three a day for several weeks. Simultaneously,=20
      Jordanian and Egyptian troops, who had been conducting training =
exercises=20
      with Palestinian border police, have taken up positions facing IDF =

      positions in Kalkilya and Tulkaram, geographical points at which =
Israel=20
      is, at places, only thirteen miles wide. The Mossad reports that =
Russian=20
      made Samet satellite-guided missiles, known to have been smuggled =
into=20
      Palestine in small sections over many years and secretly assembled =

      underground, have been placed on some of the Samarian mountaintops =
east of=20
      Tel Aviv and Netanya. These are positions where the Israeli =
townships of=20
      Kedumim and Alfei Menashe once stood.=20
      <P>Israeli prime minister, 72- year- old Yossi Beilin, lodges a =
formal=20
      protest with the United Nations Secretary-General, Terje Larsen. =
He=20
      demands that the multi-national peace-keeping force, who maintain =
a buffer=20
      zone between the two states, move immediately to confront the =
belligerence=20
      on Israel's border. The Secretary-General posts a weak reprimand =
to the=20
      Government of Palestine, but otherwise does nothing. Palestinian =
president=20
      Marwan Barghouti claims that the continued Israeli refusal to =
repatriate=20
      millions of descendants of refugees from the 1948 war has led to a =

      disquiet that he can no longer contain.=20
      <P>Before the United Nations Security Council has a chance to =
convene,=20
      deadly suicide attacks at several Israeli air-force bases and many =
early=20
      warning stations on the Golan Heights and the Jordan Valley =
succeed in=20
      temporarily disabling effective air surveillance. Attacks on eight =
secret=20
      Israeli anti-ballistic missile sites follow. Within hours of these =

      attacks, a massive missile barrage descends on Israel's coastal =
towns.=20
      Hundreds of Israelis die and thousands are injured. Syrian and =
Iraqi jets,=20
      taking advantage of the temporary impotence of the Israeli air =
force,=20
      cross into Israeli airspace and pound IDF tank battalions =
stationed at the=20
      Kalkilya salient. Beilin, claiming Israel's right of self-defense, =
gives=20
      the go-ahead for the IDF to advance into sovereign Palestinian =
territory,=20
      striking at the missile launching pads.=20
      <P>However, as word of the invasion rockets around the world, the =
European=20
      Union, who in 2015 had guaranteed Palestinian territorial =
integrity, moves=20
      its 9th Fleet, the world's largest, ten miles off Israeli shores. =
A=20
      warning is issued to Beilin that unless Israel withdraws its =
troops within=20
      24 hours, and agrees to mediation, the European fleet will begin =
its own=20
      barrage of Israeli coastal targets.=20
      <P>Yes, it is a nightmare and it was spun to life by some =
fascinating=20
      reading. Having recently completed both volumes I and II of What =
If?, the=20
      two works of counterfactual history edited by historian Roger =
Cowley, I=20
      thought it just as interesting to pose a question that has already =
stirred=20
      some historical interest: What if Yasser Arafat had accepted Ehud =
Barak's=20
      offer of peace and sovereignty at Camp David in the summer of =
2000? What=20
      if, at a ceremony conducted at George Bush's Crawford Ranch, in =
September=20
      of 2001, Israel had agreed to evacuate dozens of Israeli =
settlements,=20
      given Arafat the right to establish East Jerusalem as the capital =
of a=20
      Palestine, surrendered the Jordan Valley and agreed to the =
creation of a=20
      demilitarized Palestinian state?=20
      <P>That Arafat flubbed one of the greatest opportunities the =
Palestinians=20
      will ever have of establishing a state of their own will be =
unquestioned=20
      by future historians. But what the revanchist elements among the=20
      Palestinians will also certainly come to recognize, even more =
painfully,=20
      is that their last great opportunity to eliminate Israel =
altogether is=20
      gone forever. Had Arafat agreed to the Camp David proposals, it is =

      conceivable that with the protection offered by the vital Samarian =

      mountaintops, a State of Palestine, biding its time and marshaling =
both=20
      intelligence and armaments (while building a military alliance =
with an=20
      increasingly anti-Semitic Europe), could have delivered a =
devastating blow=20
      to Israel in the coming decades.=20
      <P>Conjecture perhaps, but not so fantastical. There is some =
reason to=20
      believe that Ehud Barak, though he had lost his parliamentary =
majority=20
      even before he went to Camp David, could have dragged the country =
behind=20
      him into an affirmative referendum on a final peace treaty in =
September=20
      2000. The European element can also not be understated. Over the =
next=20
      twenty years, Israel could well become the battleground - =
ideological and=20
      otherwise - of a new struggle between a leftist, authoritarian =
Europe and=20
      the more liberal, enlightened democracies.=20
      <P>In the summer of 2000, the Israelis were ready for peace. But =
after the=20
      Palestinians resorted to violence - sacking ancient Jewish =
shrines,=20
      lynching soldiers and letting loose suicide bombers - all bets =
were off.=20
      Thereafter, Israelis were highly unlikely to entrust their safety =
and=20
      security to a handful of promises from Palestinian thugs, who =
demonstrate=20
      as much interest in a permanent peaceful accommodation as Adolf =
Hitler did=20
      following Munich. Even Time magazine now reports that what used to =
be a=20
      minority view - the conviction that Israel is surrounded by =
enemies vowed=20
      to cause its extinction - is now mainstream thinking.=20
      <P>So the window was opened and then jammed shut in a very short =
space of=20
      time. Never again are the Palestinians likely to find Israelis in =
such a=20
      compromising mood. For the next ten years, now fully cognizant of =
the=20
      perils of Palestinian rejectionism, the Israeli people are likely =
to=20
      choose conservative governments to lead them. And with every year, =
the=20
      idea of a State of Palestine will shrink. Settlements will grow, =
the=20
      United States and the West will become less beholden to Arab oil =
wealth=20
      and the hardliners among the Palestinians, increasingly unable to =
grasp=20
      reality, will come to dominate Palestinian interests.=20
      <P>For a few days in July 2000, then, Yasser Arafat rolled dice =
with=20
      history and lost. His and Palestinian prospects now belong to the=20
      netherworld of the counter-factual. There, he will one day brood =
with the=20
      other also-rans of history, spending the rest of eternity =
pondering and=20
      regretting what could have been.=20

      because they feel a need to express themselves for others. Others =

      because they need to work through inner feelings that otherwise =

      continue to plague them. I=92m in this latter group. I write =
because the=20
      need to release the words overwhelms me. With each keystroke, the =
words,=20
      expressions of anger and sadness, frustration and pain, or even =
great joy=20
      and pride, all become crystal clear. Suddenly, what had so =
impacted on my=20
      life moments before, will gain perspective and enable me to deal =
with=20
      whatever emotions I=92m experiencing.=20
      <P>Somewhere in the process of writing, you have to assign a title =
to your=20
      work. Usually, the title is a summary of what you have written, a =
catchy=20
      way to grab people=92s eye and make them want to read. For me, the =
title=20
      comes near the end and sometimes not at all. I=92ve written =
articles and=20
      sent them to newspapers and online magazines with the request that =
the=20
      editor help me label the piece. I=92ve even come up with the =
stupidest title=20
      of all, =93No, Never. Yes, Always. =94 and was shocked when three =
different=20
      editors used it. I guess, like me, they couldn=92t come up with =
anything=20
      better to describe our conflicting feelings about wanting to live =
in=20
      Israel always and yet never wanting our children to experience =
some of the=20
      daily occurrences here.=20
      <P>So, this morning, as I often do when I=92m driving children to =
school,=20
      planning my day and thinking about work, I thought over a =
conversation I=92d=20
      just had with my 15 year old. And, like they often do, the words =
began=20
      forming themselves into an article. This time, perhaps for the =
first time,=20
      the title popped into my head before the words. =93Learning by the =
Gun.=94=20
      <P>No, this wasn=92t to be an article about those who live by the =
gun, and=20
      therefore are predicted to die by it. Nor was it to be an article =
for or=20
      against gun control. As I drove through my morning ritual of =
taking two=20
      children to school, stopping at the market and checking the mail, =
I=20
      thought about the scene my oldest son had described before =
shuffling off=20
      to bed this morning.=20
      <P>He=92d been up all night, and the words came quickly. What =
amazed me was=20
      his acceptance of the situation that to me, with the lingering =
remnants of=20
      my American upbringing still intact, sounded surrealistic and =
foreign.=20
      Like all schools in Israel that have over a certain amount of =
students, my=20
      son=92s high school hires a full time guard, who inspects each =
person=20
      seeking entrance. From early in the morning, until the last =
student leaves=20
      in the late afternoon hours, the guard sits at his post, watches =
the=20
      street and the children who play and learn within the fenced =
schoolyard.=20
      <P>Last night, at a special all-night learning session, the guard =
wasn=92t=20
      there. The boys met at the school at 10:00 p.m. with their =
teachers to=20
      study. This is a Jewish tradition that encourages learning around =
the=20
      clock, throughout the week and months, unconnected to the normal =
time=20
      schedules we impose on ourselves. These special events are a way =
of=20
      teaching our sons to make a commitment that is not limited to a =
few hours=20
      a day. We are teaching them that our religion and our laws are an =
integral=20
      part of the Jew that they will one day become. My son started =
describing=20
      the night=92s events to me, including the 1:00 a.m. barbeque, by =
explaining=20
      that there was no guard. That, of course, got my attention. Then =
he=20
      explained, =93so you know who guarded us?=94=20
      <P>One teacher sat with an M-16 all night, hand by the trigger, as =
he=20
      taught. Another also had a gun, though I don=92t remember the =
type. The=20
      school is located on the northern edge of Jerusalem and even from =
afar,=20
      the lit building could be a magnet to attract a terrorist hoping =
to find a=20
      vulnerable target. I can picture the large room, full of tables =
and boys=20
      and books, and two men who were fathers and teachers and sometimes =

      soldiers in the reserves, charged with teaching my son the facts =
of Jewish=20
      law, and the realities of Israeli life.=20
      <P>So, there you have it. Last night, on a quiet Jerusalem winter =

      my son learned by the gun.=20
