      1.   "PROCESS" OF ELIMINATION=20
      Why does America ask Israel to let its people get blown up?

      HERZLIYA, Israel - Much talk these days centers on the process =
we've come to call nation-building and the recognition that for peace, =
one needs democracy. So far, so good. The pity is that there is not more =
wisdom brought to bear on defending the democracies that already exist, =
especially that most beleaguered of all free states: Israel.=20

      That might sound strange, given the billions the U.S. spends on =
Israel's military defense. But undercutting this effort for decades has =
been the strange history of Washington-backed peace-processing, in which =
Israel at every turn has been urged to do something that the U.S. itself =
immediately foreswore after Sept. 11--negotiate, compromise and above =
all show "restraint" with terrorists and their sponsors.=20

      Sped along by questing for the holy Nobel grail (which Jimmy =
Carter just won and Bill Clinton did backflips for), the "peace process" =
established a routine in which violence against Israel would be answered =
with the international community reciting yet again the terms of =
unworkable deals. Everyone would then spend more time bargaining over =
what constituted an acceptable level of terrorism inflicted on Israel.=20

      In theory, those days are over. Sort of. Yasser Arafat has lost =
his exalted status among U.S. policy makers as the only Palestinian in =
the world who could be capable of delivering peace. Even Human Rights =
Watch, not generally known as a backer of Israel, has condemned the =
murderous bombings of Israeli civilians as crimes against humanity. =
President Bush, heeding the philosophy of Israel's Deputy Prime Minister =
Natan Sharansky, has named democratization as the real solution for =
Palestinians, and a prerequisite for a Palestinian state. Most =
importantly, if the U.S. goes through with removing Saddam Hussein, the =
rulers of the horrifically unfree Arab world will at long last receive a =
message that policies of menace and murder do not necessarily reward the =
killers.=20

      But here in Israel the realities of peace-processing are still =
everywhere to be found, and they are horrifying. Earlier this month, I =
attended a conference at Herzliya, on the outskirts of Tel Aviv--the =
third round of what has become an annual event bringing together dozens =
of the most influential politicians and academics in Israel, as well as =
guests from abroad. Over three days, the discussions ranged as widely as =
one might expect in a free society heading for elections next month.=20

      Deputy Prime Minister Natan Sharansky gave his trademark =
presentation on the need for Arab democracy before any more =
peace-processing: "We can't negotiate with leaders who are not dependent =
on their people." Defense Minister Shaul Mofaz warned that Palestinian =
leaders see the very existence of Israel as "an historic mistake that =
should be amended." Labor Party leader Amram Mitzna offered his latest =
rendition of what might be called the Neville Chamberlain position, that =
concessions offered under threat will bring peace.=20

      From speaker after speaker came reminders that the threats Israel =
faces are simply enormous: bombs, germ warfare, the focused hostility of =
an entire Arab world in which rulers urge their subjects to vent their =
frustrations ever so prudently, by hating not their own oppressors, but =
the Jews. Saddam Hussein rewards the families of suicide terrorists with =
cash. Egypt--despite being paid by the U.S. to behave as one of the =
friendlier powers in the region--has been broadcasting the latest =
variant on the anti-Semitic forgery "The Protocols of the Elders of =
Zion," revamped for prime-time TV as "Horseman Without a Horse," a =
serial drama in 40 parts.=20

      Iran and Syria support the arms buildup of one of the world's most =
ruthless terrorist organizations, Hezbollah, just north of Israel, in =
southern Lebanon. Palestinian television continues to engender a cult of =
terrorism, airing such stuff as poetry and music videos that tell =
children that the noblest goal in life, the way to make their mothers =
proud, is to die while murdering Israelis.=20

      When you are actually sitting in a hotel near Tel Aviv, all this =
does not feel academic. Through Ben-Gurion airport, just before the =
conference convened, had passed the survivors of the terrorist attack =
last month on Israeli tourists in Kenya. Just a few miles up the road is =
the town of Netanya, where last March a bombing at a hotel killed 29 =
civilians and wounded more than 100. Within reach of an easy afternoon's =
drive are the sites of scores of other attacks that have killed almost =
700 civilians and maimed thousands since Arafat called for the current =
intifada.=20

      It's an intriguing exercise to imagine how the U.S. would respond =
if this were the tenor of life in, say, Massachusetts, which is about =
the size of Israel. Somehow, I doubt Colin Powell would be sent for tea =
and bargaining sessions with the sponsors of such activities. At least, =
I hope not.=20

      In the face of all this, Washington's ambassador to Israel, Daniel =
Kurtzer, delivered a dinner speech at the conference in which, =
nanny-like, he chided both the Israelis and Palestinians, reminding them =
all, in the phraseology of a group-therapy session, of "the need to make =
choices." There followed a more encouraging stretch in Mr. Kurtzer's =
speech, in which he also stressed the need to stop terrorists and their =
supporters. But then he got busy talking about "the road map" to peace, =
meaning a series of steps being hashed out somewhere in the State =
Department, that will lead to the creation of a Palestinian state.=20

      The more Mr. Kurtzer talked about the road map "currently under =
discussion," the more it sounded like the latest buzzword for the "peace =
process." He described the road map, variously, as "an evolving =
document," "a scale model of reality" and "a living document that exists =
in the real world." At which point, I found myself listening for the =
real-world punctuation of a bomb blast somewhere down the road--though =
on that particular evening, especially with all that tight security for =
the dignitaries, it didn't happen.=20

      The day after the conference, I went with another American =
journalist to have a look at Jerusalem, where a hospitable archeologist =
took us on an afternoon tour of the Old City. Our visit included a brief =
delay near the Western Wall, where, having already passed the metal =
detector, we walked into the middle of a bomb scare. So frequent are =
such threats that the people praying down by the wall scarcely paused as =
Israeli security forces cleared the plaza nearby and brought in a device =
to detonate a suspicious unclaimed package.=20

      This one turned out to be a dud. We waited while from around the =
corner came the dull thud of the four small explosions needed to blow it =
up. As traffic resumed, and we passed yet another metal detector en =
route to lunch, our Israeli host noted that "we're the test. Whatever =
happens here is going to happen elsewhere."=20

      Which brings me back to that "living" road map, the precise =
details of which have yet to be made public. The latest word is that the =
U.S. administration has wisely decided to hold off until after the =
Israeli elections, on Jan. 28. One might hope the delay has less to do =
with Israeli elections than with the likelihood that by late January the =
Middle East will have experienced the real change of course vital to =
creating any true hope of peace--the removal of Saddam Hussein. That =
would be the serious beginning of a policy that could offer the people =
of the Arab world the breathing room to direct at least some of their =
anger away from Israel and toward their own despots, who are the real =
source of the huge miseries of the Middle East.=20

      Until that happens, there is no peace process, road map or other =
form of diplomatic fantasy worth bothering with. Israelis and Arabs are =
not the only ones making choices in the conflicts of the Middle East. I =
hope America itself chooses wisely.=20

      2.   GLORIFICATION OF 'MARTYRDOM' ON UPSWING=20

      Arafat TV station plays slick music video aimed at youth=20

      The five-minute video clip could have been produced by Jennifer =
Lopez to the music of Pink Floyd. It is professional, dreamy and =
haunting. It begins with a handsome young schoolboy writing a farewell =
letter to his parents. In this pop saga, the boy goes off on a "mission" =
in which he dies, and his farewell letter is handed to his father, who =
tears his hair at the news.=20

      Scenes of the boy's last day scroll across the screen as an =
enchanting male voice puts the words of his letter to a haunting melody. =
"Do not be sad, my dear, and do not cry over my parting. Oh, my dear =
father; how sweet is Shahada (martyrdom). How sweet is Shahada when I =
embrace you, oh my land."=20

      In the video, the boy embraces the ground with his arms stretched =
out as upon a cross. His death is gentle, innocent, heroic =96 not at =
all the brutal dismemberment that awaits suicide bombers. "Mother, my =
most dear, be joyous over my blood," he sings. "And do not cry for me."=20

      That same line, "Mother, do not cry for me," has appeared in at =
least three farewell letters from 14- to 17-year-old Palestinians who =
have carried out suicide bombings since the film clip first aired on =
Palestinian television in May 2001, says Itamar Marcus, an Israeli =
researcher who unearthed the music videos. Yasser Arafat's official TV =
station broadcast the dreamy clip virtually every day for more than a =
year in a clear effort to incite children to murder/suicide. It aired =
between cartoons, after school and in the early evening between =
regularly scheduled programs. Marcus plans to play these clips to a =
congressional committee later this month and is urging the United States =
to pressure the Palestinian leader to stop the deadly propaganda.=20

      "For the six years we'd been following PA (Palestinian Authority) =
TV, we'd seen on average 15 minutes of violent, anti-Israeli and =
anti-Semitic video clips interspersed between regular programming =
throughout the day," Marcus tells Insight in Jerusalem. "Suddenly, in =
the summer of 2000, it went up to two hours per day, just as (former =
Israeli Prime Minister Ehud) Barak was getting ready to give away 98 =
percent of the territory the PA wanted at Camp David."=20

      In the beginning, the violent trailers mostly were composed of old =
news footage edited to glamorize suicide bombings and to call people to =
the streets. But soon, professional filmmakers were called in to take =
advantage of their special skills.=20

      Twelve-year-old Mohammad al-Dura is the most famous Palestinian =
"martyr." Images captured live by a Palestinian film crew and broadcast =
by French state-owned television on Oct. 2, 2000, show the boy shot to =
death in his father's arms, presumably by Israeli soldiers.=20

      Now he has become the posthumous star of a five-minute film clip =
produced and edited by Arafat's official state-owned TV. The opening =
screen is a handwritten message "signed" by the young Mohammad: "I am =
waving to you not to say goodbye, but to say, follow me." A child actor =
depicts the death of the young Mohammad, said to have been "massacred" =
by Israeli soldiers, then portrays him in paradise, riding on a Ferris =
wheel, flying a kite and playing on the beach. A haunting lyric =
accompanies these pictures, with lines including the following: "How =
sweet is the fragrance of the Shahids. How sweet is the scent of the =
earth, its thirst quenched by the gush of blood flowing from the =
youthful body." Then the vocalist does repeats with a choir:=20

        Vocalist: "Oh father; till we meet. Oh father; till we meet. I =
shall go with no fear, no tears. How sweet is the fragrance of the =
Shahids."=20
        Choir: "How sweet is the fragrance of the Shahids."=20

      The controversy over whose bullets actually killed Mohammad =
al-Dura remains. The Western media, led by the French News Agency and =
French A2 television, still insist that he was killed by Israelis. But =
an investigation by the Israeli army raised serious doubts, since =
Israeli soldiers would have had to shoot around a corner to hit him.=20
      "These are the most evil films we ever saw," Marcus tells Insight =
as he plays a selection of these video clips, with English subtitles =
provided by his Palestinian Media Watch.=20

      One of the many myths spread by apologists for terrorism is that =
suicide bombers come from poor families where "hopelessness" drives them =
to despair and suicide. But, ever since Israel and the Clinton =
administration brought Arafat to Gaza in July 1994, he has been =
fostering hatred of Jews and promoting the cult of martyrdom through the =
schools, the mosques and the state-owned media. In eight years, the =
virus has infected all sectors of Palestinian society.=20

      "The new role model for young Palestinian women is Wafa Idriss, =
the first female suicide bomber," Marcus says. Idriss blew herself up in =
Jerusalem on Jan. 27, 2002, killing an 81-year-old Israeli man and =
wounding 150 others, four seriously. "We're beginning to see her name =
pop up everywhere," Marcus says. "There's the Wafa Idriss course in =
human rights and democracy at Al-Quds University in Jerusalem. There are =
Wafa Idriss schools run by the United Nations. It's incredible."=20

      On June 9, 2002, two well-dressed 11-year-old girls named Wala and =
Yussra were interviewed on a talk show broadcast by PA TV about their =
personal yearning to achieve death through Shahada, which they said is =
the desire of "every Palestinian child." These were not children of the =
camps, but from the middle classes. They explained that their goal was =
not to become doctors or teachers, but to achieve a proper death through =
martyrdom for Allah.=20

        Host: "You described Shahada as something beautiful. Do you =
think it is beautiful?"=20
        Wala: "Shahada is very, very beautiful. Everyone yearns for =
Shahada. What could be better than going to paradise?"=20

        Host: "What is better, peace and full rights for the Palestinian =
people, or Shahada?"=20

        Wala: "Shahada. I will achieve my rights after becoming a =
Shahida."=20

        Yussra: "Of course Shahada is a good thing. We don't want this =
world; we want the afterlife. We benefit not from this life, but from =
the afterlife. The children of Palestine have accepted the concept that =
this is Shahada, and that death by Shahada is very good. Every =
Palestinian child aged, say 12, says: 'Oh Lord, I would like to become a =
Shahid.'"=20

      Yet another film clip aimed at children intersperses scenes of =
"martyred" children about to be buried with normal street scenes of =
children playing. It ends with a black screen stamped with the official =
crest of the PA and a slogan in Arabic with its English translation: =
"Ask for death, the life will be given to you."=20

      There is no precedent for this type of indoctrination. "Not even =
Hitler did this," Marcus says. "The Hitler Youth were taught to kill, =
not to be killed. This is the ultimate in child abuse. Here you have a =
whole generation of kids who think the most they can accomplish in life =
is to die for Allah. This is a tragedy with implications that no one in =
the West has begun to contemplate."=20

      Some Palestinian parents have tried to raise their voices against =
the barbarity of the PA indoctrination, but to little effect. Bassam =
Zakhout is the father of a 14-year-old boy who set off in April with two =
schoolmates to attack an Israeli military outpost near the Netzarim =
settlement in Gaza. Prompted by the calls to martyrdom, the three =
teen-agers armed themselves with knives and packed their schoolbags with =
explosives, apparently given to them by Hamas, and ran across open =
ground toward the army post, where they were gunned down. Bassam Zakhout =
blamed PA TV for inciting the attack.=20

      "I am against all this, especially at his age," he said. "We =
should not destroy this generation. They are the leaders of the future." =


      After plastering Gaza with posters of the three "martyrs," Hamas =
was too embarrassed to claim responsibility once it heard the father's =
remark. "The blood of our cubs should be preserved for a coming day when =
they become strong men," said a Hamas statement issued soon afterward. =
"Their role in jihad is for later."=20

      Even Arafat's deputy education minister, Naim Abu-Hummos, decried =
their deaths. "What's happening is crazy," he said, vowing to instruct =
Palestinian teachers to stop glorifying martyrs.=20

      But those thoughts, if sincere, were short-lived. Addressing a =
chanting auditorium full of children in August, Arafat put an end to any =
doubts: "Oh, children of Palestine! The colleagues, friends, brothers =
and sisters of Faris Ouda (a 14-year-old who died in the conflict). The =
colleagues of this hero represent this immense and fundamental power =
that is within, and it shall be victorious, with Allah's will! One of =
you, a boy or a girl, shall raise the (Palestinian) flag over the walls =
of Jerusalem, its mosques and its churches. ... Onward together to =
Jerusalem!"=20

      As the children responded with wild cheering and chanting, Arafat =
shouted: "Millions of Shahada marching to Jerusalem!"=20

      In signing the Oslo Declaration of Principals in September 1993, =
Arafat pledged to put an end to incitement and hate education. Nine =
years later, his refusal to live up to that commitment has paid off in =
hundreds of innocent deaths on both sides of the Israeli-Palestinian =
divide.=20

      3.   AN UGLY INFECTION=20
      The Gazette Sunday, December 15, 2002=20

      Anti-Semitism is never incidental. It is always insidious. It is =
insidious because it's not just an action but also a habit.=20

      Common sense has prevailed at a Montreal university, but that =
should lull no one into blissful ignorance about the ugliness infecting =
campuses across North America.=20

      The ugliness is anti-Semitism. Voices as learned and restrained as =
that of the president of Harvard University are warning of its virulent =
renewal in places of higher learning. "I have always ... been put off by =
those who heard the sound of breaking glass in every insult ... and =
conjured up images of Hitler's Kristallnacht at any disagreement with =
Israel," Harvard's Lawrence Summers said recently. "Such views have =
always seemed to me alarmist ... but while they still seem to me =
unwarranted, they seem rather less alarmist in the world of today than =
they did a year ago."=20

      What happened at the Universit=E9 du Qu=E9bec =E0 Montr=E9al last =
weekend gives Canadian context to Summers's cautionary note. In the face =
of two anonymous threats, administrators cited security concerns as they =
prohibited Israeli journalist and professor Gideon Kouts from speaking =
to the Jewish student group Hillel. After Montreal's Jewish community =
and others raised proper hell, the university regained its nerve and =
stood up for freedom of speech. Kouts graciously - and puckishly - =
thanked UQ=C0M for generating publicity that increased his audience.=20

      As The Gazette has written, UQ=C0M officials were right to reverse =
their ban. Yet the initial, reflexive administrative silencing of Kouts =
remains deeply troubling, shaking us awake to the reality that =
anti-Semitism is never incidental. It is always insidious. It is =
insidious because it's not just an action but also a habit. As much as =
it is acts of insult or violence, it is even more the habit of minds =
schooled to ignore clear patterns of hatred.=20

      UQ=C0M officials would doubtless protest - without question =
truthfully - that they haven't an anti-Semitic bone in their bodies. And =
yet they evidently failed to discern the larger pattern: Kouts, after =
all, is not the only prominent Israeli recently prevented from speaking =
at a Montreal (read: Canadian) university. In September, glass-smashing =
thugs silenced former Israeli prime minister Benjamin Netanyahu at =
Concordia.=20

      Apologists quickly absolved the pro-Palestinian hooligans =
responsible for the window breaking. Blame, they argued, belonged to Mr. =
Netanyahu for being so controversial. Concordia, they maintained, was at =
fault for letting such a controversial politician speak. No violent =
controversy would have occurred, they insisted, had the university =
foreseen the security risk inherent in Mr. Netanyahu's appearance.=20

      Mob violence, in other words, wasn't the fault of the violent mob. =
Responsibility, rather, was placed on those who saw no reason for a mob =
or violence. Windows were smashed because the university failed to =
install glass strong enough to resist pounding fists.=20

      Such insidious logic, once accepted, quickly replicates. Gideon =
Kouts is a journalist and professor, not a controversial politician. Yet =
he is also a Jew, invited to Montreal by a Jewish student organization. =
He is a Jew kicked out of Lebanon last fall for the crime of being a Jew =
in Lebanon.=20

      Two threatening phone calls later, he - not the callers - became a =
security risk. And so those who had silenced Mr. Netanyahu through =
violence needed no violence to stop - temporarily at least - a second =
Jew from speaking. Thus are habits of mind developed. Thus is the =
pattern of intolerance - notably anti-Semitism - bred.=20

      It is a pattern that finds repetition in the deplorable action of =
Concordia's Student Union in expelling Hillel, the Jewish student group, =
on the flimsiest of pretexts. The CSU-Hillel incident might be written =
off as a petty post-secondary shenanigan were it not for the chilling, =
ugly reality that it meant Jewish voices being silenced on a Canadian =
university campus. History is witness to the evils that can spring from =
such silencing.=20

      Lawrence Summers was correct that not every cross word between =
Jews and non-Jews is the start of a new Kristallnacht, or Night of =
Broken Glass. But we have heard glass breaking on the streets of =
Montreal. Our response must not be the silence of blissful ignorance.=20

"occupied land": these words are the Palestinians' refrain, repeated =
incessantly by Palestinian propagandists as justification for their =
killing of Israeli women, children, old folks, recruits, as well as many =
visitors to Israel.=20

      Much talk these days centers on the process we've come to call=20
      nation-building and the recognition that for peace, one needs =
democracy.=20
      So far, so good. The pity is that there is not more wisdom brought =
to bear=20
      on defending the democracies that already exist, especially that =
most=20
      beleaguered of all free states: Israel.=20
      <P>That might sound strange, given the billions the U.S. spends on =

      Israel's military defense. But undercutting this effort for =
decades has=20
      been the strange history of Washington-backed peace-processing, in =
which=20
      Israel at every turn has been urged to do something that the U.S. =
itself=20
      immediately foreswore after Sept. 11--negotiate, compromise and =
above all=20
      show "restraint" with terrorists and their sponsors.=20
      <P>Sped along by questing for the holy Nobel grail (which Jimmy =
Carter=20
      just won and Bill Clinton did backflips for), the "peace process"=20
      established a routine in which violence against Israel would be =
answered=20
      with the international community reciting yet again the terms of=20
      unworkable deals. Everyone would then spend more time bargaining =
over what=20
      constituted an acceptable level of terrorism inflicted on Israel.=20
      <P>In theory, those days are over. Sort of. Yasser Arafat has lost =
his=20
      exalted status among U.S. policy makers as the only Palestinian in =
the=20
      world who could be capable of delivering peace. Even Human Rights =
Watch,=20
      not generally known as a backer of Israel, has condemned the =
murderous=20
      bombings of Israeli civilians as crimes against humanity. =
President Bush,=20
      heeding the philosophy of Israel's Deputy Prime Minister Natan =
Sharansky,=20
      has named democratization as the real solution for Palestinians, =
and a=20
      prerequisite for a Palestinian state. Most importantly, if the =
U.S. goes=20
      through with removing Saddam Hussein, the rulers of the =
horrifically=20
      unfree Arab world will at long last receive a message that =
policies of=20
      menace and murder do not necessarily reward the killers.=20
      <P>But here in Israel the realities of peace-processing are still=20
      everywhere to be found, and they are horrifying. Earlier this =
month, I=20
      attended a conference at Herzliya, on the outskirts of Tel =
Aviv--the third=20
      round of what has become an annual event bringing together dozens =
of the=20
      most influential politicians and academics in Israel, as well as =
guests=20
      from abroad. Over three days, the discussions ranged as widely as =
one=20
      might expect in a free society heading for elections next month.=20
      <P>Deputy Prime Minister Natan Sharansky gave his trademark =
presentation=20
      on the need for Arab democracy before any more peace-processing: =
"We can't=20
      negotiate with leaders who are not dependent on their people." =
Defense=20
      Minister Shaul Mofaz warned that Palestinian leaders see the very=20
      existence of Israel as "an historic mistake that should be =
amended." Labor=20
      Party leader Amram Mitzna offered his latest rendition of what =
might be=20
      called the Neville Chamberlain position, that concessions offered =
under=20
      threat will bring peace.=20
      <P>From speaker after speaker came reminders that the threats =
Israel faces=20
      are simply enormous: bombs, germ warfare, the focused hostility of =
an=20
      entire Arab world in which rulers urge their subjects to vent =
their=20
      frustrations ever so prudently, by hating not their own =
oppressors, but=20
      the Jews. Saddam Hussein rewards the families of suicide =
terrorists with=20
      cash. Egypt--despite being paid by the U.S. to behave as one of =
the=20
      friendlier powers in the region--has been broadcasting the latest =
variant=20
      on the anti-Semitic forgery "The Protocols of the Elders of Zion," =

      revamped for prime-time TV as "Horseman Without a Horse," a serial =
drama=20
      in 40 parts.=20
      <P>Iran and Syria support the arms buildup of one of the world's =
most=20
      ruthless terrorist organizations, Hezbollah, just north of Israel, =
in=20
      southern Lebanon. Palestinian television continues to engender a =
cult of=20
      terrorism, airing such stuff as poetry and music videos that tell =
children=20
      that the noblest goal in life, the way to make their mothers =
proud, is to=20
      die while murdering Israelis.=20
      <P>When you are actually sitting in a hotel near Tel Aviv, all =
this does=20
      not feel academic. Through Ben-Gurion airport, just before the =
conference=20
      convened, had passed the survivors of the terrorist attack last =
month on=20
      Israeli tourists in Kenya. Just a few miles up the road is the =
town of=20
      Netanya, where last March a bombing at a hotel killed 29 civilians =
and=20
      wounded more than 100. Within reach of an easy afternoon's drive =
are the=20
      sites of scores of other attacks that have killed almost 700 =
civilians and=20
      maimed thousands since Arafat called for the current intifada.=20
      <P>It's an intriguing exercise to imagine how the U.S. would =
respond if=20
      this were the tenor of life in, say, Massachusetts, which is about =
the=20
      size of Israel. Somehow, I doubt Colin Powell would be sent for =
tea and=20
      bargaining sessions with the sponsors of such activities. At =
least, I hope=20
      not.=20
      <P>In the face of all this, Washington's ambassador to Israel, =
Daniel=20
      Kurtzer, delivered a dinner speech at the conference in which, =
nanny-like,=20
      he chided both the Israelis and Palestinians, reminding them all, =
in the=20
      phraseology of a group-therapy session, of "the need to make =
choices."=20
      There followed a more encouraging stretch in Mr. Kurtzer's speech, =
in=20
      which he also stressed the need to stop terrorists and their =
supporters.=20
      But then he got busy talking about "the road map" to peace, =
meaning a=20
      series of steps being hashed out somewhere in the State =
Department, that=20
      will lead to the creation of a Palestinian state.=20
      <P>The more Mr. Kurtzer talked about the road map "currently under =

      discussion," the more it sounded like the latest buzzword for the =
"peace=20
      process." He described the road map, variously, as "an evolving =
document,"=20
      "a scale model of reality" and "a living document that exists in =
the real=20
      world." At which point, I found myself listening for the =
real-world=20
      punctuation of a bomb blast somewhere down the road--though on =
that=20
      particular evening, especially with all that tight security for =
the=20
      dignitaries, it didn't happen.=20
      <P>The day after the conference, I went with another American =
journalist=20
      to have a look at Jerusalem, where a hospitable archeologist took =
us on an=20
      afternoon tour of the Old City. Our visit included a brief delay =
near the=20
      Western Wall, where, having already passed the metal detector, we =
walked=20
      into the middle of a bomb scare. So frequent are such threats that =
the=20
      people praying down by the wall scarcely paused as Israeli =
security forces=20
      cleared the plaza nearby and brought in a device to detonate a =
suspicious=20
      unclaimed package.=20
      <P>This one turned out to be a dud. We waited while from around =
the corner=20
      came the dull thud of the four small explosions needed to blow it =
up. As=20
      traffic resumed, and we passed yet another metal detector en route =
to=20
      lunch, our Israeli host noted that "we're the test. Whatever =
happens here=20
      is going to happen elsewhere."=20
      <P>Which brings me back to that "living" road map, the precise =
details of=20
      which have yet to be made public. The latest word is that the U.S. =

      administration has wisely decided to hold off until after the =
Israeli=20
      elections, on Jan. 28. One might hope the delay has less to do =
with=20
      Israeli elections than with the likelihood that by late January =
the Middle=20
      East will have experienced the real change of course vital to =
creating any=20
      true hope of peace--the removal of Saddam Hussein. That would be =
the=20
      serious beginning of a policy that could offer the people of the =
Arab=20
      world the breathing room to direct at least some of their anger =
away from=20
      Israel and toward their own despots, who are the real source of =
the huge=20
      miseries of the Middle East.=20
      <P>Until that happens, there is no peace process, road map or =
other form=20
      of diplomatic fantasy worth bothering with. Israelis and Arabs are =
not the=20
      only ones making choices in the conflicts of the Middle East. I =
hope=20
      America itself chooses wisely.=20

      <P>The five-minute video clip could have been produced by Jennifer =
Lopez=20
      to the music of Pink Floyd. It is professional, dreamy and =
haunting. It=20
      begins with a handsome young schoolboy writing a farewell letter =
to his=20
      parents. In this pop saga, the boy goes off on a "mission" in =
which he=20
      dies, and his farewell letter is handed to his father, who tears =
his hair=20
      at the news.=20
      <P>Scenes of the boy's last day scroll across the screen as an =
enchanting=20
      male voice puts the words of his letter to a haunting melody. "Do =
not be=20
      sad, my dear, and do not cry over my parting. Oh, my dear father; =
how=20
      sweet is Shahada (martyrdom). How sweet is Shahada when I embrace =
you, oh=20
      my land."=20
      <P>In the video, the boy embraces the ground with his arms =
stretched out=20
      as upon a cross. His death is gentle, innocent, heroic =96 not at =
all the=20
      brutal dismemberment that awaits suicide bombers. "Mother, my most =
dear,=20
      be joyous over my blood," he sings. "And do not cry for me."=20
      <P>That same line, "Mother, do not cry for me," has appeared in at =
least=20
      three farewell letters from 14- to 17-year-old Palestinians who =
have=20
      carried out suicide bombings since the film clip first aired on=20
      Palestinian television in May 2001, says Itamar Marcus, an Israeli =

      researcher who unearthed the music videos. Yasser Arafat's =
official TV=20
      station broadcast the dreamy clip virtually every day for more =
than a year=20
      in a clear effort to incite children to murder/suicide. It aired =
between=20
      cartoons, after school and in the early evening between regularly=20
      scheduled programs. Marcus plans to play these clips to a =
congressional=20
      committee later this month and is urging the United States to =
pressure the=20
      Palestinian leader to stop the deadly propaganda.=20
      <P>"For the six years we'd been following PA (Palestinian =
Authority) TV,=20
      we'd seen on average 15 minutes of violent, anti-Israeli and =
anti-Semitic=20
      video clips interspersed between regular programming throughout =
the day,"=20
      Marcus tells Insight in Jerusalem. "Suddenly, in the summer of =
2000, it=20
      went up to two hours per day, just as (former Israeli Prime =
Minister Ehud)=20
      Barak was getting ready to give away 98 percent of the territory =
the PA=20
      wanted at Camp David."=20
      <P>In the beginning, the violent trailers mostly were composed of =
old news=20
      footage edited to glamorize suicide bombings and to call people to =
the=20
      streets. But soon, professional filmmakers were called in to take=20
      advantage of their special skills.=20
      <P>Twelve-year-old Mohammad al-Dura is the most famous Palestinian =

      "martyr." Images captured live by a Palestinian film crew and =
broadcast by=20
      French state-owned television on Oct. 2, 2000, show the boy shot =
to death=20
      in his father's arms, presumably by Israeli soldiers.=20
      <P>Now he has become the posthumous star of a five-minute film =
clip=20
      produced and edited by Arafat's official state-owned TV. The =
opening=20
      screen is a handwritten message "signed" by the young Mohammad: "I =
am=20
      waving to you not to say goodbye, but to say, follow me." A child =
actor=20
      depicts the death of the young Mohammad, said to have been =
"massacred" by=20
      Israeli soldiers, then portrays him in paradise, riding on a =
Ferris wheel,=20
      flying a kite and playing on the beach. A haunting lyric =
accompanies these=20
      pictures, with lines including the following: "How sweet is the =
fragrance=20
      of the Shahids. How sweet is the scent of the earth, its thirst =
quenched=20
      by the gush of blood flowing from the youthful body." Then the =
vocalist=20
      does repeats with a choir:=20
      <BLOCKQUOTE>Vocalist: "Oh father; till we meet. Oh father; till we =
meet.=20
        I shall go with no fear, no tears. How sweet is the fragrance of =
the=20
        Shahids."=20
        <P>Choir: "How sweet is the fragrance of the Shahids."=20
      </P></BLOCKQUOTE>The controversy over whose bullets actually =
killed=20
      Mohammad al-Dura remains. The Western media, led by the French =
News Agency=20
      and French A2 television, still insist that he was killed by =
Israelis. But=20
      an investigation by the Israeli army raised serious doubts, since =
Israeli=20
      soldiers would have had to shoot around a corner to hit him.=20
      <P>"These are the most evil films we ever saw," Marcus tells =
Insight as he=20
      plays a selection of these video clips, with English subtitles =
provided by=20
      his Palestinian Media Watch.=20
      <P>One of the many myths spread by apologists for terrorism is =
that=20
      suicide bombers come from poor families where "hopelessness" =
drives them=20
      to despair and suicide. But, ever since Israel and the Clinton=20
      administration brought Arafat to Gaza in July 1994, he has been =
fostering=20
      hatred of Jews and promoting the cult of martyrdom through the =
schools,=20
      the mosques and the state-owned media. In eight years, the virus =
has=20
      infected all sectors of Palestinian society.=20
      <P>"The new role model for young Palestinian women is Wafa Idriss, =
the=20
      first female suicide bomber," Marcus says. Idriss blew herself up =
in=20
      Jerusalem on Jan. 27, 2002, killing an 81-year-old Israeli man and =

      wounding 150 others, four seriously. "We're beginning to see her =
name pop=20
      up everywhere," Marcus says. "There's the Wafa Idriss course in =
human=20
      rights and democracy at Al-Quds University in Jerusalem. There are =
Wafa=20
      Idriss schools run by the United Nations. It's incredible."=20
      <P>On June 9, 2002, two well-dressed 11-year-old girls named Wala =
and=20
      Yussra were interviewed on a talk show broadcast by PA TV about =
their=20
      personal yearning to achieve death through Shahada, which they =
said is the=20
      desire of "every Palestinian child." These were not children of =
the camps,=20
      but from the middle classes. They explained that their goal was =
not to=20
      become doctors or teachers, but to achieve a proper death through=20
      martyrdom for Allah.=20
      <BLOCKQUOTE>Host: "You described Shahada as something beautiful. =
Do you=20
        think it is beautiful?"=20
        <P>Wala: "Shahada is very, very beautiful. Everyone yearns for =
Shahada.=20
        What could be better than going to paradise?"=20
        <P>Host: "What is better, peace and full rights for the =
Palestinian=20
        people, or Shahada?"=20
        <P>Wala: "Shahada. I will achieve my rights after becoming a =
Shahida."=20
        <P>Yussra: "Of course Shahada is a good thing. We don't want =
this world;=20
        we want the afterlife. We benefit not from this life, but from =
the=20
        afterlife. The children of Palestine have accepted the concept =
that this=20
        is Shahada, and that death by Shahada is very good. Every =
Palestinian=20
        child aged, say 12, says: 'Oh Lord, I would like to become a =
Shahid.'"=20
        </P></BLOCKQUOTE>
      <P>Yet another film clip aimed at children intersperses scenes of=20
      "martyred" children about to be buried with normal street scenes =
of=20
      children playing. It ends with a black screen stamped with the =
official=20
      crest of the PA and a slogan in Arabic with its English =
translation: "Ask=20
      for death, the life will be given to you."=20
      <P>There is no precedent for this type of indoctrination. "Not =
even Hitler=20
      did this," Marcus says. "The Hitler Youth were taught to kill, not =
to be=20
      killed. This is the ultimate in child abuse. Here you have a whole =

      generation of kids who think the most they can accomplish in life =
is to=20
      die for Allah. This is a tragedy with implications that no one in =
the West=20
      has begun to contemplate."=20
      <P>Some Palestinian parents have tried to raise their voices =
against the=20
      barbarity of the PA indoctrination, but to little effect. Bassam =
Zakhout=20
      is the father of a 14-year-old boy who set off in April with two=20
      schoolmates to attack an Israeli military outpost near the =
Netzarim=20
      settlement in Gaza. Prompted by the calls to martyrdom, the three=20
      teen-agers armed themselves with knives and packed their =
schoolbags with=20
      explosives, apparently given to them by Hamas, and ran across open =
ground=20
      toward the army post, where they were gunned down. Bassam Zakhout =
blamed=20
      PA TV for inciting the attack.=20
      <P>"I am against all this, especially at his age," he said. "We =
should not=20
      destroy this generation. They are the leaders of the future."=20

      lull no one into blissful ignorance about the ugliness infecting =
campuses=20
      across North America.=20
      <P>The ugliness is anti-Semitism. Voices as learned and restrained =
as that=20
      of the president of Harvard University are warning of its virulent =
renewal=20
      in places of higher learning. "I have always ... been put off by =
those who=20
      heard the sound of breaking glass in every insult ... and conjured =
up=20
      images of Hitler's Kristallnacht at any disagreement with Israel," =

      Harvard's Lawrence Summers said recently. "Such views have always =
seemed=20
      to me alarmist ... but while they still seem to me unwarranted, =
they seem=20
      rather less alarmist in the world of today than they did a year =
ago."=20
      <P>What happened at the Universit=E9 du Qu=E9bec =E0 Montr=E9al =
last weekend gives=20
      Canadian context to Summers's cautionary note. In the face of two=20
      anonymous threats, administrators cited security concerns as they=20
      prohibited Israeli journalist and professor Gideon Kouts from =
speaking to=20
      the Jewish student group Hillel. After Montreal's Jewish community =
and=20
      others raised proper hell, the university regained its nerve and =
stood up=20
      for freedom of speech. Kouts graciously - and puckishly - thanked =
UQ=C0M for=20
      generating publicity that increased his audience.=20
      <P>As The Gazette has written, UQ=C0M officials were right to =
reverse their=20
      ban. Yet the initial, reflexive administrative silencing of Kouts =
remains=20
      deeply troubling, shaking us awake to the reality that =
anti-Semitism is=20
      never incidental. It is always insidious. It is insidious because =
it's not=20
      just an action but also a habit. As much as it is acts of insult =
or=20
      violence, it is even more the habit of minds schooled to ignore =
clear=20
      patterns of hatred.=20
      <P>UQ=C0M officials would doubtless protest - without question =
truthfully -=20
      that they haven't an anti-Semitic bone in their bodies. And yet =
they=20
      evidently failed to discern the larger pattern: Kouts, after all, =
is not=20
      the only prominent Israeli recently prevented from speaking at a =
Montreal=20
      (read: Canadian) university. In September, glass-smashing thugs =
silenced=20
      former Israeli prime minister Benjamin Netanyahu at Concordia.=20
      <P>Apologists quickly absolved the pro-Palestinian hooligans =
responsible=20
      for the window breaking. Blame, they argued, belonged to Mr. =
Netanyahu for=20
      being so controversial. Concordia, they maintained, was at fault =
for=20
      letting such a controversial politician speak. No violent =
controversy=20
      would have occurred, they insisted, had the university foreseen =
the=20
      security risk inherent in Mr. Netanyahu's appearance.=20
      <P>Mob violence, in other words, wasn't the fault of the violent =
mob.=20
      Responsibility, rather, was placed on those who saw no reason for =
a mob or=20
      violence. Windows were smashed because the university failed to =
install=20
      glass strong enough to resist pounding fists.=20
      <P>Such insidious logic, once accepted, quickly replicates. Gideon =
Kouts=20
      is a journalist and professor, not a controversial politician. Yet =
he is=20
      also a Jew, invited to Montreal by a Jewish student organization. =
He is a=20
      Jew kicked out of Lebanon last fall for the crime of being a Jew =
in=20
      Lebanon.=20
      <P>Two threatening phone calls later, he - not the callers - =
became a=20
      security risk. And so those who had silenced Mr. Netanyahu through =

      violence needed no violence to stop - temporarily at least - a =
second Jew=20
      from speaking. Thus are habits of mind developed. Thus is the =
pattern of=20
      intolerance - notably anti-Semitism - bred.=20
      <P>It is a pattern that finds repetition in the deplorable action =
of=20
      Concordia's Student Union in expelling Hillel, the Jewish student =
group,=20
      on the flimsiest of pretexts. The CSU-Hillel incident might be =
written off=20
      as a petty post-secondary shenanigan were it not for the chilling, =
ugly=20
      reality that it meant Jewish voices being silenced on a Canadian=20
      university campus. History is witness to the evils that can spring =
from=20
      such silencing.=20
      <P>Lawrence Summers was correct that not every cross word between =
Jews and=20
      non-Jews is the start of a new Kristallnacht, or Night of Broken =
Glass.=20
      But we have heard glass breaking on the streets of Montreal. Our =
response=20
      must not be the silence of blissful ignorance.=20
