1. TRYING TO BE NORMAL=20

There is a point when sadness turns to anger, when the body ceases =
to be numb. Even though you dread it, you know that point will come. =
First there is the shock that it has happened, yet again, on some sunny =
day when normal people don't think of despair. Then, the shock gives way =
to an endless need to see, to hear, to watch. In part, you watch because =
you believe that if you can just see it, somehow it will be more real. =
But, of course, it never is. So you give up on believing that it is =
normal to feel this way or that way and you accept that you just need to =
see it. You'll worry about 'normal' tomorrow, because normalcy doesn't =
exist today.=20
As the numbers rise, as they almost always do, sadness comes next. =
It is the feeling of being haunted and hunted, hated to such an =
incredible depth that you don't think they, whomever they may be, can =
overcome their hatred. The waste of it all, the lives lost. The old, the =
young, the parents, the orphans. The perfect ones, the good ones, the =
brave ones. Frozen in time, leaving you to move forwards through the =
grief and the sadness alone. The brutality of the attack makes you so =
depressed. How could someone do such a thing? How is it possible to =
shoot a baby, target a little boy? How can a human being explode himself =
intentionally next to a teenage girl, stab a pregnant woman, lynch a 67 =
year old grandfather? Such anger they must have, such hatred. Faced with =
the cruelty, you realize that you are as much a prisoner of their hatred =
as they are and that begins to call forth the anger.=20
You cannot be the master of their feelings, but shouldn't they =
find a normal way to express their anger? You've been angry, you've =
hated, but you didn't explode yourself, you didn't shoot anyone. Is this =
the only way for them to get what they want? And if it is, do they have =
any right to it? If you can only birth a nation on the blood of innocent =
children, what worth will that nation have, what compassion for others? =
How can it take its place in the family of nations when it is born out =
of hatred and death and cruelty? But that is their politics, and today =
is for your dead and wounded. Today, it is too much to worry about their =
dreams for tomorrow, when yours wait to be buried. Isn't it normal to =
focus on your own grief, you wonder? And again you remember that you no =
longer know quite what normal is, and that too brings forth the anger.=20
The anger is like those first moments when the circulation returns =
to a leg that has fallen asleep. It's a tingling sensation, unpleasant, =
sometimes dull and sometimes sharp. The more you explore it, the more =
painful it becomes. Is it better not to move, not to feel? Is it better =
to get it over with quickly by releasing it or hold it inside? Wouldn't =
it be a relief, just once, to scream and cry and release all the =
frustration and anger? Wouldn't that be normal? You think of bombing =
them back, of horrible pain inflicted with the hope it will ease your =
pain. The thoughts bring you no comfort because you don't want to be =
like them, you just want it to stop. This isn't about revenge. Revenge =
won't bring them back, won't erase the pain, the tears, the empty chair =
in the classroom that will forever be his chair, her place by the =
window.=20
You'll sleep tonight, thinking that by tomorrow, maybe the anger =
will go away. But of course it won't. Tomorrow brings the funerals, the =
women wailing, the fathers standing staring off into the distance with =
their haunted eyes, and devastated glances. A grandfather crying over =
the loss of two grandchildren cripples you. They haven't slept, you can =
see the exhaustion, but maybe that's merciful. They are numb, beyond the =
anger, but not beyond the pain. Such anguish will never go away. How can =
it? It just isn't normal to go on after having such horror thrust upon =
you.=20
Today, you'll go with the flow, and tell yourself to just get =
through the funerals one by one. You'll cry a little, or maybe a lot. It =
won't help, but you have to anyway. The anger can consume you if you =
don't know when to let it go. The funerals continue, and the stories of =
who they were and what they were able to accomplish before their lives =
were cut short will bring you to your knees. You will know in death =
someone that you probably never had a chance to meet in life. Their =
dreams lay shattered in pieces on the buses and in the streets of our =
cities, in the stores and cafes and even on foreign shores, and you have =
to walk over them, or you'll never move on, move back to normal.=20
The newspaper shows their picture, and so you hesitate to throw it =
away. A pile of newspapers with names and faces that haunt you. The =
young mother that left behind two children, the middle-aged couple that =
left nine orphans. It was his birthday, and soon his wife will give =
birth to the child he will never see. Another generation being born, =
already touched by the sadness. You stare at the faces and when you =
close your eyes, you can still see their smiling faces. But you can't =
smile now, and that too is normal.=20
Often, in the midst of the sadness and the anger, comes the =
thought that it could have been much worse. It seems there is always a =
grenade that didn't explode, a rifle that got jammed, a plane that =
didn't get hit, a bomb that was found. There's the fact that most of the =
people were able to move away in time or the weather was bad and so less =
people came to the mall. There's the bus driver who miraculously shoved =
him out the door, but an old woman died anyway. So you play a game with =
yourself and convince yourself that it is normal to be relieved because =
it could have been worse. Then the guilt comes, because you realize that =
for that family, it was worse. They now live with a nightmare beyond any =
that a normal person could imagine, and so the sadness, that never quite =
left, pushes away the anger. The anger won't help and the sadness won't =
leave.=20
After the funerals, the sun shines or the rains come and wash the =
streets. If you pass that bus stop, there are candles and flowers, but =
the broken glass is gone. They are already rebuilding the restaurant, =
newer, stronger. This time the gate might keep them out, or maybe not. =
Maybe a small memorial will be put there, but the carnage is what you =
remember, the old fa=E7ade under the new paint and glass windows. The =
picture in your head doesn't match the image before you and your eyes =
insist on focusing on what you see, not on what you imagine. And you =
wonder why that is normal too.=20
Human nature pushes you to move on, when you know there are those =
who can't. When you stop to think about it, you realize the basic truth, =
the normal truth, is that until they learn to stop hating and killing, =
you will continue to be shocked, and saddened, and angry. You will =
survive this. For a short time, you may change the routine of your life, =
avoid buses as much as possible, stay home, lock your doors. You may =
keep a radio playing and tell your children not to go to the mall. But =
soon, that too will stop because the one great truth is that you want =
things to return to normal=85 until there is the shock that it has =
happened, yet again, on some sunny day when normal people don't think of =
despair.=20

2. A VIOLENT RELIGION?=20

Is Islam an inherently violent religion? A debate on this subject =
has received much attention in the United States. The question is =
absurd. It is like asking whether Christianity is a religion of peace. =
Well, there is Francis of Assisi. And there is the Thirty Years' War. =
Which do you choose?=20
Religions are interpreted by the people of their time and thus =
change over time. Scripture can be invoked to support almost any =
position. Islam has its periods of violence and its periods of =
tolerance. The Ottomans gave refuge to the Jews expelled from Catholic =
Spain in 1492. Today the Arab world is the purveyor of the most vicious =
anti-Semitic propaganda since Nazi Germany. (Egyptian state television =
is currently showing a (BEG ITAL)41-part television series based on the =
notorious czarist forgery, the Protocols of the Elders of Zion.)=20
Which stands for the real Islam? The question is not just =
unanswerable, it is irrelevant. The real issue is not the essence of an =
abstraction--who can say what is the real Christianity or the real =
Judaism?--but the actions of actual Muslims in the world today. And =
there is no denying the fact, stated most boldly by Samuel Huntington, =
author of ``The Clash of Civilizations?'' that ``Islam has bloody =
borders.''=20
From Nigeria to Sudan to Pakistan to Indonesia to the Philippines, =
some of the worst, most hate-driven violence in the world today is =
perpetrated by Muslims and in the name of Islam.=20
Take the most recent example, the Miss World riots in northern =
Nigeria. Muslim mobs respond to an offensive newspaper article by =
burning down the newspaper's offices, massacring innocent Christians and =
issuing a fatwa on the life of the author of the article.=20
In Sudan, the Arab government in Khartoum has for decades been =
conducting a genocidal campaign against the Christian and animist blacks =
in the south--a campaign that includes mass starvation, the bombing of =
hospitals and slavery.=20
In Pakistan, Muslim extremists have attacked Christian churches, =
killing every parishioner they could. Just last month in Lebanon, an =
evangelical Christian nurse, who had devoted her life to caring for the =
sick, was shot three times through the head, presumably, for =
``proselytizing.''=20
The Bali disco bombers have confessed to a series of previous =
church bombings. In the Philippines, the Abu Sayyaf specialize in =
kidnappings and beheadings of hostages in their terrorist campaign =
against the predominantly Catholic central government.=20
On the northern tier of the Islamic world, even more blood =
flows--in Pakistani-Kashmiri terrorism against Hindu India, Chechen =
terrorism in Russian-Orthodox Moscow and Palestinian terrorism against =
the Jews. (The Albanian Muslim campaign against Orthodox Macedonia is =
now on hold.) And then of course there was Sept. 11--Islamic terrorism =
reaching far beyond its borders to strike at the heart of the satanic =
``Crusaders.''=20
This says nothing about inherent violence; the vast majority of =
Muslims are obviously peaceful people living within the rules of =
civilized behavior. But the (BEG ITAL)actual violence, bloodletting =
against nearly every non-Muslim civilization from Hindu to African =
animist, demands attention.=20
Underlying most of the individual grievances is a sense that Islam =
has lost its rightful place of dominance, the place it enjoyed half a =
millennium ago. Al Qaeda deputy Ayman Zawahiri's allusions to the loss =
of Andalusia (medieval Spain) reinforce the bin Laden promise of revenge =
and redemption.=20
This feeling of a civilization in decline--and adopting terror and =
intimidation as the road to restoration--is echoed in a recent U.N. =
report that spoke frankly of the abject Arab failure to modernize. It is =
one thing for the Arabs to have fallen behind the West. But to fall =
behind South Korea--also colonized, once poor and lacking any of the =
Islamic world's fantastic oil wealth--is sheer humiliation.=20
Abdurrahman Wahid, former president of Indonesia and leader of =
perhaps the largest Islamic society in the world, traces Islamic =
radicalism not just to a failure of self-respect and self-identity--deep =
feelings of inadequacy and loss--but also to an enormous failure of =
moderate Muslim leadership. The murderers speak in the name of Islam, =
and the peaceful majority cannot find the courage to challenge them.=20
``The Islamic world today is being held prisoner,'' writes Salman =
Rushdie, ``not by Western but by Islamic captors, who are fighting to =
keep closed a world that a badly outnumbered few are trying to open.'' =
And ``the majority remains silent.''=20
Until they speak, the borders of Islam will remain bloody.=20

3. ON PALESTINIAN "FREEDOM FIGHTERS"=20
Prof. Rene Beres - December 5, 2002=20
Supporters of Palestinian terror violence against Israelis argue =
passionately that the ends (Palestinian "independence") justify the =
means (murderous attacks upon civilians). Leaving aside ordinary ethical =
standards - everyday standards by which this argument is manifestly =
indecent - the ends can NEVER justify means under authoritative =
international law. Quite the contrary. For more than two thousand years, =
binding legal rules of world politics have stipulated that intentional =
forms of violence against the innocent are always repugnant and always =
prohibited.=20
From the standpoint of international law, one man's terrorist can =
never be another man's freedom-fighter. Although it is true that certain =
insurgencies can be judged lawful, these permissible resorts to force =
must always conform to the laws of war. Where the insurgent group =
resorts to unjust means, its actions are unambiguously terroristic. It =
follows that even if Palestinian claims of a hostile "occupation" were =
reasonable rather than contrived, their corresponding claim of =
entitlement to oppose Israel "by any means necessary" would remain =
unsupportable.=20
International law has determinable form and content. It cannot be =
invented and reinvented by terror groups merely to accomodate their own =
adversarial interests. This is especially the case where terror violence =
purposely targets infants, children and the elderly.=20
There are fixed and precise standards that must be applied in =
judgment of all insurgent resorts to violence. These standards are known =
in law as JUST CAUSE and JUST MEANS. These standards, and these =
standards alone, allow us to distinguish lawful insurgency from =
terrorism.=20
National liberation movements that fail to meet the test of JUST =
MEANS are never protected as lawful or legitimate. Even if we were to =
accept the wholly spurious argument that Palestinian organizations =
somehow meet the criteria of "national liberation," it is assuredly =
clear that they do not meet the standards of discrimination, =
proportionality and military necessity - the relevant standards =
applicable under the laws of war. These standards have been applied to =
insurgent organizations by the common Article 3 of the four Geneva =
Conventions of 1949 and by the two protocols to these Conventions of =
1977. They are also binding upon all combatants by virtue of broader =
customary and conventional international law, including Article 1 of the =
Preamble to the Fourth Hague Convention of 1907. This rule, called the =
"Martens Clause," makes ALL PERSONS responsible for the "laws of =
humanity" and the "dictates of public conscience."=20
The ends can never justify the means. As in the case of war =
between states, every use of force by insurgents must be judged twice, =
once with regard to the justness of the objective (in this case, a =
Palestinian state built explicitly upon the charred ruins of a =
dismembered Israel) and once with regard to the justness of the means =
used in pursuit of that objective. A group of organizations that =
deliberately targets defenseless noncombatants with undisguised intent =
to maximize suffering can never claim to be "freedom fighters." In this =
connection it is hardly surprising that all Palestinian terrorist =
organizations (including Arafat's wing of Fatah) are now forging strong =
ties to Al Qaeda.=20
Curiously, American and European supporters of a Palestinian State =
usually presume that it will be part of a "two-state solution," that is, =
the new Arab state will exist side-by-side with the existing Jewish =
State. Yet, this presumption is dismissed everywhere in the Arab/Islamic =
world. Indeed, the "Map of Palestine" at the official website of the =
Palestinian National Authority includes all of Israel. There are not two =
states on this map; only one. Palestinian insurgents who resort to =
terrorism against Israel will never acknowledge that a Jewish State has =
any right to endure. Why should this be so difficult to understand when =
even the most "moderate" Palestinians have themselves been so =
cartographically honest on their own website?=20
Terrorist crimes, as part of a broader category called CRIMEN =
CONTRA OMNES ("Crimes Against All"), mandate universal cooperation in =
apprehension and punishment. In this connection, as punishers of "grave =
breaches" under international law, all states are expected to search out =
and prosecute, or extradite, individual terrorist perpetrators. In no =
circumstances are any states permitted to characterize terrorists as =
"freedom fighters." This is emphatically true for the United States, =
which incorporates all international law as the "supreme law of the =
land" at Article 6 of the Constitution, and which was formed by the =
Founding Fathers according to the timeless principles of Natural Law.=20
We must always call things by their correct names. Palestinian =
terrorists are not "freedom fighters." They are HOSTES HUMANI GENERIS, =
"Common Enemies of Mankind." Any further linguistic association of =
murderers with "freedom" will surely undermine the very structure of =
civilized international relations.=20

4. TRANSFER - GET USED TO IT=20

In 1929, the Arabs rampaged through Hebron, on a killing spree =
that managed to almost wipe out the Jewish population of the city at the =
time. Now, the grand-children and great-grandchildren of those killers =
have attempted a similar act with their recent massacre in Hebron. These =
vermin imbibe hatred with their mother=92s milk, and then in the =
Palestinian Authority-directed educational system. A system that builds =
on their hatred of the Zionist dream, and glorifies the complete and =
utter destruction of the Jewish state.=20
There are those editorialists who would twist the facts as if the =
=91settlers=92 are endangering the civilian population of Israel. I =
can=92t help but compare this =91rationalistic labeling=92 technique =
with that of the California Coastal Commission. At a recent meeting with =
my neighborhood, they had a problem using the word =91tree=92. Every =
time they had to refer to the fifty-year-old- palms they were cutting =
down, the code word was =91encroachment=92. The same technique is =
applied with the word =91settlers=92. When they are spoken about, it's =
like they are some endangered species, whom the Israelis are trying to =
save from extermination. The 450 =91settlers=92 who are living in that =
hallowed city of Hebron, are, to the Jewish people, the same people, and =
people who speak the same language and practice the same religion and =
are the same nationality as their brothers in greater Israel. There is =
no special =91settler-land=92 or =91settlements=92. The Jews in Hebron =
are civilians who are living on property owned by Jews for centuries. It =
had been stolen by Arabs. The fact that these people were not allowed to =
return to their homes earlier does not negate the legitimacy of their =
claims to the land.=20
Over twenty years ago, I traveled to Hebron as a journalist. I =
went to report on the bravery of the few who had barricaded themselves =
in. They were to grow to almost five hundred people. I was impressed =
with their perseverance and the fortitude that they were exerting in =
their rights to live in the homeland of their ancestors. How could there =
be more hallowed ground than the birthplace of Abraham, Isaac and Jacob? =
Israel is a Jewish homeland, right? Frankly, I don=92t give a =
diddly-squat about the plight of anyone living there other than the =
Jews. Nobody else seems to care about the rights and blood of the Jewish =
=91settlers=92 or civilians who are living in Tel Aviv, Herzliya, =
Jerusalem, or anywhere else either.=20
If there is another terrorist attack in the United States, I=92ll =
bet that America=92s response will be immediate and violent. That=92s as =
it should be. However, the same goes for Israel. Every country has to =
have the right and responsibility to protect its citizens. Why should =
there always be a =91special=92 code of ethics for Israel? How many =
mornings must I wake up to the television=92s =91special announcement=92 =
of another group of school children being bombed on their bus while on =
the way to school? Or, of mothers and their babies being shot dead while =
reading bedtimes stories in their homes? Now, the killers not only claim =
credit, but also give press conferences for Arabs worldwide to rise up =
to =91exterminate=92 the Jewish state. Enough!=20
The Israelis have a cancer within their country that, unless =
removed, will destroy them. It won=92t come from the bullets of the Arab =
police (although, I remember my columns of outrage after the Oslo =
accords, when Shimon Peres outfitted the enemy with a gun for every =
house). No, I believe it will come through the ballots that the Arabs =
enjoy in this oasis of democracy of the Middle East, through their right =
to decide the leaders of Israel. Their birthrate is tremendous and they =
will take over the political system.=20
While we all hear about the Arab =91refugees=92, little is said =
about the Jews who fled the Arab countries. Anyone who is familiar with =
their history knows that there were once great Jewish communities in =
Arab countries. Today, there are a minimal amount of Jews in those =
countries. They were driven out and their communities lost forever. They =
can=92t go back and claim their property. They have no right of return. =
Roughly 850,000 Jews were stripped of their property and forced to flee =
Arab and Muslim lands, because of hostility triggered by the formation =
of the State of Israel.=20
The idea of being forced by democratic values to house, educate =
and give medical care to the Arabs in Israel, whose one goal is the =
destruction of their host, is intolerable! If they hate the Jews as much =
as they obviously do, then let them leave. Encourage them to leave. Pay =
them to leave. Maybe even the Arab countries that confiscated the =
property of their Jewish citizens could move their Palestinian brothers =
into that Jewish property. After all, the Arabs talk about =91financial =
restitution=92 so let the Jewish land in their countries, that the Jews =
in Israel can never return to, be it. But, the Arabs of Israel have a =
homeland to go to, a Palestinian homeland - Jordan.=20

Anti-Semtism Watch=20
Hundreds of skinheads disrupted a public candle-lighting and =
Chanukah celebration of the Jewish community in Budapest, Hungary, =
Wednesday night. The skinheads, members of the Hungarian Revisionist =
Party, menacingly gathered near the dias where the ceremony was taking =
place and chanted, "Hungary is ours!" Hungarian police did not =
intervene, as both groups had been issued permits for use of the public =
square. Police later apologized for the oversight in issuing the permits =
to both groups for the same night and location.=20
In Perigueux, southern France, vandals broke in to a synagogue =
located down the street from local police headquarters. The intruders =
ransacked and desecrated the sanctuary, and stole money secured in a =
synagogue office. The break-in apparently occurred early Wednesday =
morning, when there were no worshipers in the building. According to a =
leader of the local Jewish community, the vandals destroyed paintings =
and holy books in the main sanctuary, before stealing public monies from =
an office in the building. Police are investigating.=20
The Saudi Arabian Interior Minister, Prince Nayef bin 'Abdul =
'Aziz, claims that the Jews were behind the 9/11 terrorist attacks on =
the World Trade Center and the Pentagon. The minister's claims were made =
in an interview last month with the Kuwaiti newspaper, Assayase, and =
posted recently on a Saudi internet website. According to Prince Nayef, =
the Jews profited from the attack. "Everybody knows that the Jews made =
manipulative use of the events of 9/11, and have turned American public =
opinion against Muslims and Arabs," he said. According to the Associated =
Press, the English translation of the Saudi minister's statement, =
however, replaced the word "Jews" with "Zionists".=20
German neo-Nazis have vowed to stage a demonstration when Israeli =
President Moshe Katzav arrives in the country next Tuesday on a state =
visit. The neo-Nazis are demanding that Germany cease supplying military =
equipment to Israel, and have paraded in the past under the banner, "Get =

when sadness turns to anger, when the body ceases to be numb. Even =
though=20
you dread it, you know that point will come. First there is the =
shock that=20
it has happened, yet again, on some sunny day when normal people =
don't=20
think of despair. Then, the shock gives way to an endless need to =
see, to=20
hear, to watch. In part, you watch because you believe that if you =
can=20
just see it, somehow it will be more real. But, of course, it =
never is. So=20
you give up on believing that it is normal to feel this way or =
that way=20
and you accept that you just need to see it. You'll worry about =
'normal'=20
tomorrow, because normalcy doesn't exist today.=20
<P>As the numbers rise, as they almost always do, sadness comes =
next. It=20
is the feeling of being haunted and hunted, hated to such an =
incredible=20
depth that you don't think they, whomever they may be, can =
overcome their=20
hatred. The waste of it all, the lives lost. The old, the young, =
the=20
parents, the orphans. The perfect ones, the good ones, the brave =
ones.=20
Frozen in time, leaving you to move forwards through the grief and =
the=20
sadness alone. The brutality of the attack makes you so depressed. =
How=20
could someone do such a thing? How is it possible to shoot a baby, =
target=20
a little boy? How can a human being explode himself intentionally =
next to=20
a teenage girl, stab a pregnant woman, lynch a 67 year old =
grandfather?=20
Such anger they must have, such hatred. Faced with the cruelty, =
you=20
realize that you are as much a prisoner of their hatred as they =
are and=20
that begins to call forth the anger.=20
<P>You cannot be the master of their feelings, but shouldn't they =
find a=20
normal way to express their anger? You've been angry, you've =
hated, but=20
you didn't explode yourself, you didn't shoot anyone. Is this the =
only way=20
for them to get what they want? And if it is, do they have any =
right to=20
it? If you can only birth a nation on the blood of innocent =
children, what=20
worth will that nation have, what compassion for others? How can =
it take=20
its place in the family of nations when it is born out of hatred =
and death=20
and cruelty? But that is their politics, and today is for your =
dead and=20
wounded. Today, it is too much to worry about their dreams for =
tomorrow,=20
when yours wait to be buried. Isn't it normal to focus on your own =
grief,=20
you wonder? And again you remember that you no longer know quite =
what=20
normal is, and that too brings forth the anger.=20
<P>The anger is like those first moments when the circulation =
returns to a=20
leg that has fallen asleep. It's a tingling sensation, unpleasant, =
sometimes dull and sometimes sharp. The more you explore it, the =
more=20
painful it becomes. Is it better not to move, not to feel? Is it =
better to=20
get it over with quickly by releasing it or hold it inside? =
Wouldn't it be=20
a relief, just once, to scream and cry and release all the =
frustration and=20
anger? Wouldn't that be normal? You think of bombing them back, of =
horrible pain inflicted with the hope it will ease your pain. The =
thoughts=20
bring you no comfort because you don't want to be like them, you =
just want=20
it to stop. This isn't about revenge. Revenge won't bring them =
back, won't=20
erase the pain, the tears, the empty chair in the classroom that =
will=20
forever be his chair, her place by the window.=20
<P>You'll sleep tonight, thinking that by tomorrow, maybe the =
anger will=20
go away. But of course it won't. Tomorrow brings the funerals, the =
women=20
wailing, the fathers standing staring off into the distance with =
their=20
haunted eyes, and devastated glances. A grandfather crying over =
the loss=20
of two grandchildren cripples you. They haven't slept, you can see =
the=20
exhaustion, but maybe that's merciful. They are numb, beyond the =
anger,=20
but not beyond the pain. Such anguish will never go away. How can =
it? It=20
just isn't normal to go on after having such horror thrust upon =
you.=20
<P>Today, you'll go with the flow, and tell yourself to just get =
through=20
the funerals one by one. You'll cry a little, or maybe a lot. It =
won't=20
help, but you have to anyway. The anger can consume you if you =
don't know=20
when to let it go. The funerals continue, and the stories of who =
they were=20
and what they were able to accomplish before their lives were cut =
short=20
will bring you to your knees. You will know in death someone that =
you=20
probably never had a chance to meet in life. Their dreams lay =
shattered in=20
pieces on the buses and in the streets of our cities, in the =
stores and=20
cafes and even on foreign shores, and you have to walk over them, =
or=20
you'll never move on, move back to normal.=20
<P>The newspaper shows their picture, and so you hesitate to throw =
it=20
away. A pile of newspapers with names and faces that haunt you. =
The young=20
mother that left behind two children, the middle-aged couple that =
left=20
nine orphans. It was his birthday, and soon his wife will give =
birth to=20
the child he will never see. Another generation being born, =
already=20
touched by the sadness. You stare at the faces and when you close =
your=20
eyes, you can still see their smiling faces. But you can't smile =
now, and=20
that too is normal.=20
<P>Often, in the midst of the sadness and the anger, comes the =
thought=20
that it could have been much worse. It seems there is always a =
grenade=20
that didn't explode, a rifle that got jammed, a plane that didn't =
get hit,=20
a bomb that was found. There's the fact that most of the people =
were able=20
to move away in time or the weather was bad and so less people =
came to the=20
mall. There's the bus driver who miraculously shoved him out the =
door, but=20
an old woman died anyway. So you play a game with yourself and =
convince=20
yourself that it is normal to be relieved because it could have =
been=20
worse. Then the guilt comes, because you realize that for that =
family, it=20
was worse. They now live with a nightmare beyond any that a normal =
person=20
could imagine, and so the sadness, that never quite left, pushes =
away the=20
anger. The anger won't help and the sadness won't leave.=20
<P>After the funerals, the sun shines or the rains come and wash =
the=20
streets. If you pass that bus stop, there are candles and flowers, =
but the=20
broken glass is gone. They are already rebuilding the restaurant, =
newer,=20
stronger. This time the gate might keep them out, or maybe not. =
Maybe a=20
small memorial will be put there, but the carnage is what you =
remember,=20
the old fa=E7ade under the new paint and glass windows. The =
picture in your=20
head doesn't match the image before you and your eyes insist on =
focusing=20
on what you see, not on what you imagine. And you wonder why that =
is=20
normal too.=20
<P>Human nature pushes you to move on, when you know there are =
those who=20
can't. When you stop to think about it, you realize the basic =
truth, the=20
normal truth, is that until they learn to stop hating and killing, =
you=20
will continue to be shocked, and saddened, and angry. You will =
survive=20
this. For a short time, you may change the routine of your life, =
avoid=20
buses as much as possible, stay home, lock your doors. You may =
keep a=20
radio playing and tell your children not to go to the mall. But =
soon, that=20
too will stop because the one great truth is that you want things =
to=20
return to normal=85 until there is the shock that it has happened, =
yet=20
again, on some sunny day when normal people don't think of =
despair.=20

inherently violent religion?</B> A debate on this subject has =
received=20
much attention in the United States. The question is absurd. It is =
like=20
asking whether Christianity is a religion of peace. Well, there is =
Francis=20
of Assisi. And there is the Thirty Years' War. Which do you =
choose?=20
<P>Religions are interpreted by the people of their time and thus =
change=20
over time. Scripture can be invoked to support almost any =
position. Islam=20
has its periods of violence and its periods of tolerance. The =
Ottomans=20
gave refuge to the Jews expelled from Catholic Spain in 1492. =
Today the=20
Arab world is the purveyor of the most vicious anti-Semitic =
propaganda=20
since Nazi Germany. (Egyptian state television is currently =
showing a (BEG=20
ITAL)41-part television series based on the notorious czarist =
forgery, the=20
Protocols of the Elders of Zion.)=20
<P>Which stands for the real Islam? The question is not just =
unanswerable,=20
it is irrelevant. The real issue is not the essence of an =
abstraction--who=20
can say what is the real Christianity or the real Judaism?--but =
the=20
actions of actual Muslims in the world today. And there is no =
denying the=20
fact, stated most boldly by Samuel Huntington, author of ``The =
Clash of=20
Civilizations?'' that ``Islam has bloody borders.''=20
<P>From Nigeria to Sudan to Pakistan to Indonesia to the =
Philippines, some=20
of the worst, most hate-driven violence in the world today is =
perpetrated=20
by Muslims and in the name of Islam.=20
<P>Take the most recent example, the Miss World riots in northern =
Nigeria.=20
Muslim mobs respond to an offensive newspaper article by burning =
down the=20
newspaper's offices, massacring innocent Christians and issuing a =
fatwa on=20
the life of the author of the article.=20
<P>In Sudan, the Arab government in Khartoum has for decades been=20
conducting a genocidal campaign against the Christian and animist =
blacks=20
in the south--a campaign that includes mass starvation, the =
bombing of=20
hospitals and slavery.=20
<P>In Pakistan, Muslim extremists have attacked Christian =
churches,=20
killing every parishioner they could. Just last month in Lebanon, =
an=20
evangelical Christian nurse, who had devoted her life to caring =
for the=20
sick, was shot three times through the head, presumably, for=20
``proselytizing.''=20
<P>The Bali disco bombers have confessed to a series of previous =
church=20
bombings. In the Philippines, the Abu Sayyaf specialize in =
kidnappings and=20
beheadings of hostages in their terrorist campaign against the=20
predominantly Catholic central government.=20
<P>On the northern tier of the Islamic world, even more blood =
flows--in=20
Pakistani-Kashmiri terrorism against Hindu India, Chechen =
terrorism in=20
Russian-Orthodox Moscow and Palestinian terrorism against the =
Jews. (The=20
Albanian Muslim campaign against Orthodox Macedonia is now on =
hold.) And=20
then of course there was Sept. 11--Islamic terrorism reaching far =
beyond=20
its borders to strike at the heart of the satanic ``Crusaders.''=20
<P>This says nothing about inherent violence; the vast majority of =
Muslims=20
are obviously peaceful people living within the rules of civilized =
behavior. But the (BEG ITAL)actual violence, bloodletting against =
nearly=20
every non-Muslim civilization from Hindu to African animist, =
demands=20
attention.=20
<P>Underlying most of the individual grievances is a sense that =
Islam has=20
lost its rightful place of dominance, the place it enjoyed half a=20
millennium ago. Al Qaeda deputy Ayman Zawahiri's allusions to the =
loss of=20
Andalusia (medieval Spain) reinforce the bin Laden promise of =
revenge and=20
redemption.=20
<P>This feeling of a civilization in decline--and adopting terror =
and=20
intimidation as the road to restoration--is echoed in a recent =
U.N. report=20
that spoke frankly of the abject Arab failure to modernize. It is =
one=20
thing for the Arabs to have fallen behind the West. But to fall =
behind=20
South Korea--also colonized, once poor and lacking any of the =
Islamic=20
world's fantastic oil wealth--is sheer humiliation.=20
<P>Abdurrahman Wahid, former president of Indonesia and leader of =
perhaps=20
the largest Islamic society in the world, traces Islamic =
radicalism not=20
just to a failure of self-respect and self-identity--deep feelings =
of=20
inadequacy and loss--but also to an enormous failure of moderate =
Muslim=20
leadership. The murderers speak in the name of Islam, and the =
peaceful=20
majority cannot find the courage to challenge them.=20
<P>``The Islamic world today is being held prisoner,'' writes =
Salman=20
Rushdie, ``not by Western but by Islamic captors, who are fighting =
to keep=20
closed a world that a badly outnumbered few are trying to open.'' =
And=20
``the majority remains silent.''=20
<P>Until they speak, the borders of Islam will remain bloody.=20

Palestinian terror violence against Israelis argue passionately =
that the=20
ends (Palestinian "independence") justify the means (murderous =
attacks=20
upon civilians). Leaving aside ordinary ethical standards - =
everyday=20
standards by which this argument is manifestly indecent - the ends =
can=20
NEVER justify means under authoritative international law. Quite =
the=20
contrary. For more than two thousand years, binding legal rules of =
world=20
politics have stipulated that intentional forms of violence =
against the=20
innocent are always repugnant and always prohibited.=20
<P>From the standpoint of international law, one man's terrorist =
can never=20
be another man's freedom-fighter. Although it is true that certain =
insurgencies can be judged lawful, these permissible resorts to =
force must=20
always conform to the laws of war. Where the insurgent group =
resorts to=20
unjust means, its actions are unambiguously terroristic. It =
follows that=20
even if Palestinian claims of a hostile "occupation" were =
reasonable=20
rather than contrived, their corresponding claim of entitlement to =
oppose=20
Israel "by any means necessary" would remain unsupportable.=20
<P>International law has determinable form and content. It cannot =
be=20
invented and reinvented by terror groups merely to accomodate =
their own=20
adversarial interests. This is especially the case where terror =
violence=20
purposely targets infants, children and the elderly.=20
<P>There are fixed and precise standards that must be applied in =
judgment=20
of all insurgent resorts to violence. These standards are known in =
law as=20
JUST CAUSE and JUST MEANS. These standards, and these standards =
alone,=20
allow us to distinguish lawful insurgency from terrorism.=20
<P>National liberation movements that fail to meet the test of =
JUST MEANS=20
are never protected as lawful or legitimate. Even if we were to =
accept the=20
wholly spurious argument that Palestinian organizations somehow =
meet the=20
criteria of "national liberation," it is assuredly clear that they =
do not=20
meet the standards of discrimination, proportionality and military =
necessity - the relevant standards applicable under the laws of =
war. These=20
standards have been applied to insurgent organizations by the =
common=20
Article 3 of the four Geneva Conventions of 1949 and by the two =
protocols=20
to these Conventions of 1977. They are also binding upon all =
combatants by=20
virtue of broader customary and conventional international law, =
including=20
Article 1 of the Preamble to the Fourth Hague Convention of 1907. =
This=20
rule, called the "Martens Clause," makes ALL PERSONS responsible =
for the=20
"laws of humanity" and the "dictates of public conscience."=20
<P>The ends can never justify the means. As in the case of war =
between=20
states, every use of force by insurgents must be judged twice, =
once with=20
regard to the justness of the objective (in this case, a =
Palestinian state=20
built explicitly upon the charred ruins of a dismembered Israel) =
and once=20
with regard to the justness of the means used in pursuit of that=20
objective. A group of organizations that deliberately targets =
defenseless=20
noncombatants with undisguised intent to maximize suffering can =
never=20
claim to be "freedom fighters." In this connection it is hardly =
surprising=20
that all Palestinian terrorist organizations (including Arafat's =
wing of=20
Fatah) are now forging strong ties to Al Qaeda.=20
<P>Curiously, American and European supporters of a Palestinian =
State=20
usually presume that it will be part of a "two-state solution," =
that is,=20
the new Arab state will exist side-by-side with the existing =
Jewish State.=20
Yet, this presumption is dismissed everywhere in the Arab/Islamic =
world.=20
Indeed, the "Map of Palestine" at the official website of the =
Palestinian=20
National Authority includes all of Israel. There are not two =
states on=20

Hebron, on a killing spree that managed to almost wipe out the =

population of the city at the time. Now, the grand-children and=20
great-grandchildren of those killers have attempted a similar act =
with=20
their recent massacre in Hebron. These vermin imbibe hatred with =
their=20
mother=92s milk, and then in the Palestinian Authority-directed =
educational=20
system. A system that builds on their hatred of the Zionist dream, =
and=20
glorifies the complete and utter destruction of the Jewish state.=20
<P>There are those editorialists who would twist the facts as if =
the=20
=91settlers=92 are endangering the civilian population of Israel. =
I can=92t help=20
but compare this =91rationalistic labeling=92 technique with that =
of the=20
California Coastal Commission. At a recent meeting with my =
neighborhood,=20
they had a problem using the word =91tree=92. Every time they had =
to refer to=20
the fifty-year-old- palms they were cutting down, the code word =
was=20
=91encroachment=92. The same technique is applied with the word =
=91settlers=92.=20
When they are spoken about, it's like they are some endangered =
species,=20
whom the Israelis are trying to save from extermination. The 450=20
=91settlers=92 who are living in that hallowed city of Hebron, =
are, to the=20
Jewish people, the same people, and people who speak the same =
language and=20
practice the same religion and are the same nationality as their =
brothers=20
in greater Israel. There is no special =91settler-land=92 or =
=91settlements=92.=20
The Jews in Hebron are civilians who are living on property owned =
by Jews=20
for centuries. It had been stolen by Arabs. The fact that these =
people=20
were not allowed to return to their homes earlier does not negate =
the=20
legitimacy of their claims to the land.=20
<P>Over twenty years ago, I traveled to Hebron as a journalist. I =
went to=20
report on the bravery of the few who had barricaded themselves in. =
They=20
were to grow to almost five hundred people. I was impressed with =
their=20
perseverance and the fortitude that they were exerting in their =
rights to=20
live in the homeland of their ancestors. How could there be more =
hallowed=20
ground than the birthplace of Abraham, Isaac and Jacob? Israel is =
a Jewish=20
homeland, right? Frankly, I don=92t give a diddly-squat about the =
plight of=20
anyone living there other than the Jews. Nobody else seems to care =
about=20
the rights and blood of the Jewish =91settlers=92 or civilians who =
are living=20
in Tel Aviv, Herzliya, Jerusalem, or anywhere else either.=20
<P>If there is another terrorist attack in the United States, =
I=92ll bet=20
that America=92s response will be immediate and violent. That=92s =
as it should=20
be. However, the same goes for Israel. Every country has to have =
the right=20
and responsibility to protect its citizens. Why should there =
always be a=20
=91special=92 code of ethics for Israel? How many mornings must I =
wake up to=20
the television=92s =91special announcement=92 of another group of =
school=20
children being bombed on their bus while on the way to school? Or, =
of=20
mothers and their babies being shot dead while reading bedtimes =
stories in=20
their homes? Now, the killers not only claim credit, but also give =
press=20
conferences for Arabs worldwide to rise up to =91exterminate=92 =
the Jewish=20
state. Enough!=20
<P>The Israelis have a cancer within their country that, unless =
removed,=20
will destroy them. It won=92t come from the bullets of the Arab =
police=20
(although, I remember my columns of outrage after the Oslo =
accords, when=20
Shimon Peres outfitted the enemy with a gun for every house). No, =

believe it will come through the ballots that the Arabs enjoy in =
this=20
oasis of democracy of the Middle East, through their right to =
decide the=20
leaders of Israel. Their birthrate is tremendous and they will =
take over=20
the political system.=20
<P>While we all hear about the Arab =91refugees=92, little is said =
about the=20
Jews who fled the Arab countries. Anyone who is familiar with =
their=20
history knows that there were once great Jewish communities in =
Arab=20
countries. Today, there are a minimal amount of Jews in those =
countries.=20
They were driven out and their communities lost forever. They =
can=92t go=20
back and claim their property. They have no right of return. =
Roughly=20
850,000 Jews were stripped of their property and forced to flee =
Arab and=20
Muslim lands, because of hostility triggered by the formation of =
the State=20
of Israel.=20
<P>The idea of being forced by democratic values to house, educate =
and=20
give medical care to the Arabs in Israel, whose one goal is the=20
destruction of their host, is intolerable! If they hate the Jews =
as much=20
as they obviously do, then let them leave. Encourage them to =
leave. Pay=20
them to leave. Maybe even the Arab countries that confiscated the =
property=20
of their Jewish citizens could move their Palestinian brothers =
into that=20
Jewish property. After all, the Arabs talk about =91financial =
restitution=92=20
so let the Jewish land in their countries, that the Jews in Israel =

never return to, be it. But, the Arabs of Israel have a homeland =
to go to,=20
a Palestinian homeland - Jordan.=20
