      1.   MURDER AT A KIBBUTZ=20
      By Jeff Jacoby - The Boston Globe - November 14, 2002=20

      His name, it turns out, is Sirhan Sirhan. Unlike his more famous =
namesake, who is serving a life sentence at Corcoran State Prison in =
California, this Sirhan Sirhan is reportedly a member of the Tanzim, the =
armed wing of al-Fatah, Yasser Arafat's faction of the PLO. On Sunday, =
he entered Kibbutz Metzer in northern Israel and murdered five people.=20

      He began by shooting Tirtza Damari, 42, who was out for a walk =
with her boyfriend. Then he killed Yitzhak Drori, the head of the =
kibbutz secretariat, who had heard the gunshots and rushed over to help. =
Next he kicked in the door of the Ohayon home, where 34-year-old Revital =
Ohayon had been reading a bedtime story to her sons Noam, 4, and Matan, =
5. He killed her first, riddling her body with bullets as she tried =
desperately to block the doorway to the children's bedroom. Then he =
fired at Noam and Matan, shooting them dead as they cowered in their =
beds. Matan died with the two pacifiers he liked to take to bed, one to =
suck on, one to hold. Sirhan escaped into the night.=20

      Before security officials identified Sirhan and the Tanzim as the =
killers, another terror group took credit for the slaughter. "In =
response to the continued Zionist aggression against our people," the =
al-Aqsa Martyrs Brigade -- another al-Fatah subgroup -- said in a =
statement, "one of our martyrs raided the settlement of Metzer. Five =
Zionists were killed and several wounded by the bullets of the Brigades. =
We pledge that there will be more martyrdom attacks until the defeat of =
the occupation forces."=20

      It was the usual Palestinian boilerplate, routinely trotted out by =
those who see heroism in the murder of children. Meanwhile, the official =
Voice of Palestine Radio aired a report hailing the "operation" in =
Kibbutz Metzer, which it described as "a colony north of Tulkarm," an =
Arab city on the West Bank.=20

      But Metzer isn't a "colony" or a "settlement," and it isn't in the =
West Bank. Nor is it populated by hawkish Israeli hardliners. Founded =
nearly 50 years ago by left-wing immigrants from Argentina, Metzer is =
located inside Israel proper. It is as well known for its dovish =
politics as for its friendly ties with neighboring Arabs, many of whom =
streamed into the kibbutz on Monday to offer condolences. In recent =
months, Metzer residents had even lobbied against a proposed government =
security fence out of concern that it would cut through olive groves =
owned by the nearby Arab village of Qafin.=20

      Some of Metzer's doves are trying to convince themselves that =
their kibbutz was targeted *because* of its politics. "It was a planned =
and deliberate attack on the idea of peace," said Dov Avital, a longtime =
resident, "because that is what Metzer stands for."=20

      It might be comforting to think so. But the raw truth is that the =
massacre in Metzer was an attack not on the idea of peace, but on the =
idea of Israel.=20

      It was no accident that the terrorists' statement identified =
Metzer as a "settlement." To Fatah and the Tanzim, to Arafat and Hamas, =
*every* Jewish community in Israel is a "settlement," not just those =
located in the territories Israel seized in self-defense during the 1967 =
Six Day War. When the Palestine Liberation Organization was founded in =
1964, it was not in order to create a Palestinian state in the West Bank =
and Gaza, which were then occupied by Jordan and Egypt respectively. The =
PLO's mission, then as now, was to "liberate" all of Israel, expel the =
Jews, and replace it with a new Arab state called Palestine.=20

      It is one of the abiding myths of the Arab-Israel conflict that a =
Palestinian state in the West Bank and Gaza is the key to peace. But if =
that were true, peace would have broken out in 2000, when former Prime =
Minster Ehud Barak proposed a sovereign Palestinian state comprising all =
of Gaza, virtually all of the West Bank, and half of Jerusalem. Arafat =
responded to Barak's offer by launching a new war of terrorism and =
bloodshed.=20

      The only surprise is that anyone continues to be surprised. The =
al-Fatah constitution has long declared that "this struggle will not =
cease unless the Zionist state is demolished and Palestine is completely =
liberated." The Arabs have never made a secret of their aspiration.=20

      A poll on one of the al-Fatah web sites, www.fatehorg.org asks =
visitors whether they favor "martyrdom attacks" -- that is, terror =
attacks -- (a) within Israel proper, (b) within the 1967 territories =
only, (c) within both, or (d) not at all. As of midday Wednesday, 6.9 =
percent of respondents had chosen (a), 12.5 percent (b), and 69.1 =
percent (c). Only 11.6 percent favored an end to anti-Israel terrorism =
altogether. (Translation courtesy of the Israel Resource News Agency.)=20

      It has never been about the 1967 territories. From the maps on its =
walls to the textbooks in its schools to the broadcasts on its airwaves, =
the Palestinian Authority, like Hamas and Islamic Jihad, has always made =
clear that it craves much more. Arafat's war is not for a state in which =
Arabs can live beside their Jewish neighbors. It is for their Jewish =
neighbors' state. For all of it -- including Kibbutz Metzer.=20

      2. THE JEWISH PEOPLE ARE AGAINST A PALESTINIAN STATE=20
      by Ruth Matar - 15 November 2002=20

      Some fifty plus years after the Holocaust and the rebirth of the =
Jewish State, the nations of the world have conceived of a plan to =
achieve the Final Solution to the Jewish Problem. This plan is =
euphemistically called the "road map toward peace", and is the =
brainchild of the so-called =91Quartet=92 . The =91Quartet=92 , of =
course, is the European Union, the United Nations, Russia and the United =
States =96 or rather the US State Department =96 all not such good =
friends of Israel. In fact, not friends of Israel at all.=20

      The "road map to peace" is a road map deeper into the hell of Oslo =
- a road map to the "peace of the grave" for the Jews and the Jewish =
State. According to this road map, there will be a provisional =
Palestinian State, which is on land within Judea and Samaria, by the =
year 2003, and a full state by the year 2005. In addition, according to =
this road map, all Jewish "outposts" =96 a purposefully deprecating term =
for small Jewish communities =96 will be dismantled, and all =
construction in existing larger Jewish communities in Judea and Samaria =
will be frozen. Jewish communities that interfere with the territorial =
contiguity of this planned Palestinian State will be uprooted and all =
their Jewish inhabitants will be transferred.=20

      In a public opinion survey commissioned by Independent Media =
Review and conducted by the Smith Research organization in June of this =
year, respondents were asked: =93Do you support the proposal that Israel =
withdraw to the pre-Six Day War lines - including from all of the Golan, =
Jordan Rift Valley and the Old City of Jerusalem - and agree to the =
establishment of a Palestinian State in return for peace with the =
Palestinians and the Arab states?=94 The results were: For, 22% ; =
Against, 73%; No reply, 5%. Among Jews only, the results were: For, 16%; =
Against, 80%; No reply, 4%. When including the =93right of return=94 =
demanded by the Palestinians, the percentage of Jews against such a =
peace deal jumps to 93%.=20

      Since the overwhelming majority of the Jewish People are against a =
Palestinian State, why are we not screaming our objections from the =
rooftops? This question was asked of me by Aram Paquin in an email dated =
November 8. Quite a few other listeners have asked this very same =
question. Aram Paquin wrote:=20

      =93I do have one question that has been echoing in my mind for =
months. You said, towards the end of your last program, words to the =
effect that a majority of Israelis support Israel as a Jewish State, and =
that those you feared to call =B4traitors=B4 are really a minority. I =
hope you are correct. But if you are, why is this majority, which =
clearly has the facts on its side, so quiet, so passive?=20

      =93I must tell you that as a Christian Zionist, I remain in a =
constant state of frustration when I hear an endless succession of =
mealy-mouthed equivocators and even openly pro-Palestinian liars. Any =
defense of Israel is spoken in a muted, apologetic tone. I want - no, I =
long - to hear strong, loud Jewish and Christian voices speaking out. =
Not in supplication and not in appeasement, but in declaring the truth =
without apology. Surely, if I can display my love of Israel with a very =
visible pin on my hat, an Israeli flag next to the red, white and blue =
on my automobile, and running my mouth off at the drop of a hat, it =
shouldn=B4t be asking too much that the average patriotic Israeli and =
American Jewish Zionist demonstrate the courage of their convictions by =
speaking out against those who would support a return to the Galut.=94=20

      Dear Aram, we are not so silent, and not so passive. You are not =
hearing the voice of the majority of the Jewish People.=20

      Prime Minister Ariel Sharon, in an interview with the London =
Times, published on November 5 of this year, stated that he offers =
general support for the principles of the Quartet=B4s "road map toward =
peace". The Israeli government=B4s excuse for this position is that =
there is tremendous pressure from the United States. I sincerely believe =
that, at the end of the day, President Bush would respect Israel if =
there was a democratic decision not to allow a Palestinian State on her =
land.=20

      What right does Ariel Sharon have to agree to the establishment of =
a Palestinian State on Jewish land? What if President George W. Bush =
would decide to support the creation of a foreign state for Mexicans in =
parts of Texas? Wouldn=B4t he have to get the permission of Congress for =
that? Ariel Sharon has never brought the question of a Palestinian state =
before the Knesset (the Israeli Parliament) for a vote. In fact, his own =
Likud Party, at a recent convention, voted overwhelmingly against such a =
Palestinian State. And he certainly seems not one bit concerned about =
the opinion of the majority of Israelis.=20

      Not only Sharon=B4s own party, the Likud, is very much against a =
Palestinian State. Women for Israel=B4s Tomorrow (Women in Green) have =
collected over 300,000 signatures on a petition to Prime Minister Sharon =
against a Palestinian State. This is an ongoing campaign of ours all =
across Israel, and we fax hundreds of signatures to Mr. Sharon=B4s =
office every day. To date, we have not gotten a single reply from Mr. =
Sharon.=20

      The Israeli media explained the Likud convention vote against a =
Palestinian State as mere rivalry between Netanyahu and Sharon. As far =
as the Women in Green campaign is concerned, the media purposely ignores =
any mention thereof whatsoever. The only place where you might see any =
mention of our campaign is an advertisement paid for by us under our =
weekly cartoon in the Jerusalem Post. Over three hundred thousand =
signatures with addresses and phone numbers is no small matter in a =
country like Israel with a population of less than six million. =
Wouldn=B4t such a campaign merit at least a small mention by the Israeli =
media?=20

      I will give you an example of media manipulation. On the =
anniversary of the death of Rehavam Ze=92evi (=91Gandhi=92), with his =
whole family present, the Women in Green had a tree-planting ceremony on =
the Mount of Olives in Jerusalem, and we erected a memorial stone in his =
memory. We notified the media, but nobody came. That evening, Israel=B4s =
TV Station Channel One spoke movingly about a tree-planting ceremony by =
a Jewish-Arab friendship group. Upon being asked why they didn=B4t also =
come to our ceremony, they first said they hadn=B4t been notified. =
Finally, they admitted that they had been notified, and in addition, =
that the Jewish-Arab friendship tree-planting ceremony never even took =
place.=20

      So, dear friends, we are not so silent or so passive. But powerful =
political forces continually prevent us from being heard.=20

      During the Second World War, the Warsaw Jews were herded into the =
ghetto, stripped of everything, starved, beaten, murdered and carted off =
to death camps. There is only eleven miles between some parts of the =
Palestinian State proposed by the =91Quartet=92 and the Mediterranean =
Sea. The world is trying once again to herd the Jewish People into =
another tiny and indefensible ghetto. History repeats itself. May G-d =
give us the courage to fight back before it is too late.=20

        Ruth Matar is co-chairwoman of the grass-roots activist =
organization Women for Israel=92s Tomorrow (Women in Green). This =
article was adapted from the Women in Green radio program on Arutz Sheva =
- Israel National Radio, which can be heard on demand at =
IsraelNationalNews.com.=20

      3.   ONE MAN'S TERRORIST=20
      By David Parsons - International Christian Embassy Jerusalem - =
November 13, 2002=20

      It was a most brutal act of violence. A mother and her two young =
sons gunned down in the boys' bedroom as she read them a bedtime story. =
She tried to shield her children, but the terrorist managed to finish =
all of them off, murder two more Israelis outside their home and then =
escape.=20

      Yet some would contend that this cruel massacre at Kibbutz Metzer =
last Sunday night would have been acceptable had the community been =
located a few hundred meters west, across the Green Line in "occupied" =
Palestinian territory. Morality measured with a yardstick.=20

      Kibbutz Metzer is a dovish Jewish community located just inside =
Israel along the old 1949 armistice line with Judea/Samaria, north of =
Tulkarm. Even as a Fatah gunman slipped into the kibbutz late that =
evening on his deadly mission, the European Union was co-sponsoring =
talks in Cairo between the two main rival Palestinian factions - Fatah =
and Hamas - in hopes of securing a timeout in suicide attacks inside =
Israel.=20

      Many Israelis share a sense that the EU, by coordinating the talks =
alongside Egypt, has impliedly adopted the position now espoused by some =
Fatah leaders that attacks against Israeli soldiers and settlers in the =
territories are legitimate acts against "occupation," while suicide =
missions targeting civilians inside Israel are harming Palestinian =
national interests at the moment.=20

      Worried that it might be giving the wrong impression, the EU =
dispatched special Middle East envoy Miguel Moratinos on Tuesday to lay =
a wreath at the funeral for the mother and two sons slain in the Kibbutz =
Metzer attack. Would he have done the same if the family had been from =
the nearby settlement of Hermesh?=20

      Meanwhile, Palestinian leader Yasser Arafat is reported to have =
ordered up an investigation of the incident, with Palestinian Authority =
officials already suggesting the Fatah militiaman made a "mistake" in =
thinking the kibbutz was located over the Green Line.=20

      At the same time, Arafat's official radio broadcasts reported that =
five "colonists" had been killed in an "armed attack on the colony of =
Metzer." That very day, the unsuccessful attempt by two suicide bombers =
to infiltrate Israel near the same kibbutz was reported as a "heroic =
martyrdom operation."=20

      It is also worth recalling that the last time Fatah and Hamas =
reached an "understanding" on how to unite in the struggle against =
Israel, it was in Cairo as well, in late 1995. That unwritten agreement =
created a division of labor between the two factions, with Fatah and the =
PA pursuing diplomatic gains through Oslo, while Hamas was given the =
green light to continue their terror campaign, so long as it did not =
"embarrass" the PA. Thus, for a short while, suicide bombers were =
recruited from Arab villages still under Israeli security control and =
few claims of responsibility were issued for attacks.=20

      Nonetheless, the Europeans are investing much time and energy in =
trying to secure from these same gangsters a temporary pan-Palestinian =
truce that would still allow for the murder of any Jew caught in the =
West Bank or Gaza Strip.=20

      This shameful attitude towards the value of Israeli lives was also =
reflected in the recent rejection by EU Commissioner Chris Patten of a =
parliamentarian's request that he launch an official probe into =
persistent reports that EU funding to the PA has been diverted for =
terrorist purposes. Patten insisted he needed such an investigation =
"like a hole in the head."=20

      Israelis have reason to bristle not only at these abysmal European =
stands, but also at the double standard imposed by the US in conducting =
the war on terrorism. According to various Bush Administration =
officials, America can launch pre-emptive air strikes on al-Qaida =
operatives in the Yemeni outback, but it is "unhelpful" if Israel does =
the same to ruthless Palestinian killers planning more carnage.=20

      No less than US Secretary of State Colin Powell explained the =
difference over the weekend; asked by CNN whether the US still opposes =
Israel's targeted killings of Palestinian terrorists following the =
recent CIA rocketing of the al-Qaida cell in Yemen, Powell responded, =
"We believe that there are significant differences. This was a case of =
clearly somebody engaged in a direct conflict with the United States."=20

      This is the same Powell who, testifying last year before a =
congressional panel on US policy towards the armed intifada, embraced =
the perverse adage that "one man's terrorist is another man's freedom =
fighter."=20

      In comparison to Israel's reserved response to such diplomatic =
drivel, it is interesting to observe the way Russian President Vladimir =
Putin has just gone ballistic at similar Western suggestions he should =
go easy on Chechen terrorists. During the just-completed EU-Russia =
summit, Danish Prime Minister Anders Fogh Rasmussen said the conflict in =
Chechnya could not "be regarded only as a terrorist problem." When a =
journalist later questioned the Kremlin's crackdown in Chechnya at an =
end-of-summit press conference, Putin boiled over.=20

      "If you want to become an Islamic radical and have yourself =
circumcised, I invite you to come to Moscow," blurted out Putin.=20

      "They talk about setting up a worldwide Caliphate and the need to =
kill Americans and their allies," Putin continued. "They talk about the =
need to kill all ... non-Muslims, or 'Crusaders,' as they put it. If you =
are a Christian, you are in danger..."=20

      The fuming Russian leader added these "so-called freedom fighters" =
could threaten to "capture our nuclear facilities or other vital or =
publicly dangerous facilities... I believe either we are together =
treating such activities or we are in for big trouble."=20

      Beyond the blunt rhetoric, Putin showed no mercy in the recent =
storming of the Moscow theatre held by Chechen rebels. Reports also =
indicate that the Chechen home of one of the female suicide bombers =
inside the theater has been demolished. Russia learned this effective =
counter-terrorism measure from Israel, who learned it from the British.=20

      Israeli Prime Minister Ariel Sharon was equally blunt when he =
visited Kibbutz Metzer soon after the recent shooting spree. "The =
terrorism [that we face] does not distinguish between children, women, =
men, settlers, soldiers - it makes no differentiation. It discerns only =
one thing: Who is a Jew for it to kill."=20

      When it comes to jihad terrorists, Islamic suicide bombers and =
their quest for weapons of mass destruction, it is time for the US and =
Europe to realize that one man's terrorist is every man's terrorist!=20

      4. THE TOMB OF SAMUEL AND THE TEMPLE MOUNT=20
      By Michael Freund - The Jerusalem Post, November 13, 2002=20

      An interesting thing happened on the way to the Temple Mount last =
Friday, something which should have created a furor, but has in fact =
evoked not even a peep of protest.=20

      According to media reports, some 135,000 people converged on the =
holy site, seeking to pray there. Thousands of police were on hand to =
maintain order, and all of the visitors succeeded in ascending the Mount =
in a safe and orderly fashion.=20

      All, that is, except for one.=20

      The sole exception, said Israel Radio, was a Jew, who was stopped =
by Israeli police and arrested for attempting to enter the area. The =
other 134,999 visitors, all of whom just happened to be Moslem, were =
able to freely climb the stairs leading up to the Mount, entering and =
exiting as they wished.=20

      Though the radio didn't say who the intrepid would-be Jewish =
worshipper was, it did provide some intriguing, and downright symbolic, =
details about his particular choice of wardrobe for the occasion.=20

      It seems that our unidentified protagonist, aware that Israel's =
men in blue would never permit a follower of Moses up on the Mount, =
sought instead to pass himself off as a Moslem, concealing his Jewish =
identity by donning an Arab keffiyeh and covering his face.=20

      And so, just 54 years after the Jewish people regained their =
national sovereignty, and just three and a half decades after they =
liberated the Temple Mount, Jewish policemen stand guard at Judaism's =
holiest site to ensure that no Jews can enter it. Except, of course, =
those with a more convincing disguise.=20

      At Hebron's Tomb of the Patriarchs, burial place of Israel's =
founding fathers and mothers, the situation is not much better. For the =
past eight years, Israel has divided use of the tomb between Jewish and =
Muslim visitors.=20

      That may sound equitable in theory, but consider the following: =
Jews were allotted just 706 square meters of the compound's total area, =
while Moslems were given control over 3,073 square meters, or more than =
four times the amount allocated to Jews. And, except for 10 days each =
year, Jews are barred from setting foot on the 80% of the Tomb under =
Moslem control.=20

      Then there is Joseph's Tomb in Shechem (Nablus), where the Israeli =
Army prevents Jews from even coming close to the site, citing security =
concerns.=20

      Sadly, the pattern emerging from these examples is one of =
capitulation and surrender in the face of intolerance. Afraid of how =
Moslems might react if Jews were allowed to pray freely at these sites, =
the government chooses the path of least resistance, in the process =
undermining the basic civil rights of its citizens.=20

      Rather than standing up to fanaticism and bigotry, Israel has =
caved in to it, effectively rewarding those opposed to religious freedom =
and the rule of law. But, as Thomas Jefferson once noted, "freedom of =
religion is the most inalienable and sacred of all human rights." Any =
attempt to restrict it or narrow its application, he asserted, would =
constitute an "infringement" of one of the "natural rights of mankind."=20

      Nevertheless, such "infringements" have become all too common here =
of late. Though we are used to hearing about democracy's need for a wall =
separating church and state, what happens when the state itself erects a =
wall around the church (or synagogue, as it were), barring entry to =
adherents?=20

      There is another way. Just north of Jerusalem, in an old and =
dazzling structure, one can find a clear example of how Jewish rights =
and Moslem sensibilities need not contradict one another.=20

      Indeed, the Tomb of Samuel the Prophet is perhaps the only major =
holy site in the country where a Jewish synagogue and Moslem mosque =
operate side-by-side around the clock, freely and without hindrance. No =
restrictions are imposed on either group's right to worship there, no =
division of the site is in place, nor are any policemen posted at the =
entrance to check which one religion one professes.=20

      Instead, a surprisingly quiet and peaceful atmosphere prevails, =
one in which all visitors are able to worship as they see fit, =
exemplifying the highest ideals of Israel's democracy. Though Moslem =
worshippers might wish to see the place available only to them, the =
government has acted to ensure that freedom of access is maintained for =
all.=20

      If it can be done at the Tomb of Samuel, there is no reason why it =
cannot be done elsewhere. Freedom of access for Jews to their most =
sacred of sites is a matter of principle whose violation should no =
longer be countenanced.=20

      Sure, it might raise some tempers at first, provoke some =
opposition, and require the police to deploy in greater numbers. But =
that, quite frankly, is their job - to ensure that law-abiding citizens =
are able to exercise their most fundamental of rights. Without having to =
resort to a disguise.=20

        The writer served as Deputy Director of Communications & Policy =
Planning in the Prime Minister's Office from 1996 to 1999.

        "Why did your government ally themselves with America to attack =

      Audiotaped message to the =93peoples of countries allied to the =
U.S.=94 which explicitly threatens Canada, attributed to Osama bin Laden =
and which was broadcast on Al Jazeera TV to the Arab world. [Analysis =
thus far by the CIA and National Security Agency points to the voice of =
bin Laden as authentic. Recorded recently, the speech praises the =
terrorist attacks in Bali, Yemen, and Moscow.] (Agence France-Presse, =

      6.   HIGHLIGHT ARTICLES=20
        a.. Truth for Peace A major component of a new approach that =
the US requires is to speak the truth to Arab governments - instead of =
diplomatically avoiding the truth in order to avoid offending them. =
There are two reasons for the US to switch to a revolutionary =
truth-telling policy: It is the best way to pursue peace. And it meets =
the needs of the current US fight against militant Islam.=20
        b.. Killing Christians ..the media almost never point out that =
Christians are being killed, often at places of worship, in several =
countries with Islamic majorities or governments, not because they are =
Westerners or Americans (many are neither) but because they are =
Christians.=20
        c.. Cairo's Terror Summit Why is Egypt, a nation at peace with =
Israel, hosting a conference to parse the proper form of terrorism to =
use against it? And why does the European Union, which misses no =
opportunity to cluck at terrorism against Israel, seem to think these =
negotiations are a great idea?=20
        d.. The Massacre of Truth It didn't take too long. Only 73 days =
after a United Nations report found no evidence whatsoever of an Israeli =
massacre in Jenin, the accusation has revived.=20

      <B>1. &nbsp;&nbsp;<A name=3D1>MURDER AT A KIBBUTZ</A></B>=20
      <P>By Jeff Jacoby - The Boston Globe - November 14, 2002=20
      <P><STRONG><FONT color=3D#800000 size=3D+2>H</FONT></STRONG>is =
name, it turns=20
      out, is Sirhan Sirhan. Unlike his more famous namesake, who is =
serving a=20
      life sentence at Corcoran State Prison in California, this Sirhan =
Sirhan=20
      is reportedly a member of the Tanzim, the armed wing of al-Fatah, =
Yasser=20
      Arafat's faction of the PLO. On Sunday, he entered Kibbutz Metzer =
in=20
      northern Israel and murdered five people.=20
      <P>He began by shooting Tirtza Damari, 42, who was out for a walk =
with her=20
      boyfriend. Then he killed Yitzhak Drori, the head of the kibbutz=20
      secretariat, who had heard the gunshots and rushed over to help. =
Next he=20
      kicked in the door of the Ohayon home, where 34-year-old Revital =
Ohayon=20
      had been reading a bedtime story to her sons Noam, 4, and Matan, =
5. He=20
      killed her first, riddling her body with bullets as she tried =
desperately=20
      to block the doorway to the children's bedroom. Then he fired at =
Noam and=20
      Matan, shooting them dead as they cowered in their beds. Matan =
died with=20
      the two pacifiers he liked to take to bed, one to suck on, one to =
hold.=20
      Sirhan escaped into the night.=20
      <P>Before security officials identified Sirhan and the Tanzim as =
the=20
      killers, another terror group took credit for the slaughter. "In =
response=20
      to the continued Zionist aggression against our people," the =
al-Aqsa=20
      Martyrs Brigade -- another al-Fatah subgroup -- said in a =
statement, "one=20
      of our martyrs raided the settlement of Metzer. Five Zionists were =
killed=20
      and several wounded by the bullets of the Brigades. We pledge that =
there=20
      will be more martyrdom attacks until the defeat of the occupation =
forces."=20

      <P>It was the usual Palestinian boilerplate, routinely trotted out =
by=20
      those who see heroism in the murder of children. Meanwhile, the =
official=20
      Voice of Palestine Radio aired a report hailing the "operation" in =
Kibbutz=20
      Metzer, which it described as "a colony north of Tulkarm," an Arab =
city on=20
      the West Bank.=20
      <P>But Metzer isn't a "colony" or a "settlement," and it isn't in =
the West=20
      Bank. Nor is it populated by hawkish Israeli hardliners. Founded =
nearly 50=20
      years ago by left-wing immigrants from Argentina, Metzer is =
located inside=20
      Israel proper. It is as well known for its dovish politics as for =
its=20
      friendly ties with neighboring Arabs, many of whom streamed into =
the=20
      kibbutz on Monday to offer condolences. In recent months, Metzer =
residents=20
      had even lobbied against a proposed government security fence out =
of=20
      concern that it would cut through olive groves owned by the nearby =
Arab=20
      village of Qafin.=20
      <P>Some of Metzer's doves are trying to convince themselves that =
their=20
      kibbutz was targeted *because* of its politics. "It was a planned =
and=20
      deliberate attack on the idea of peace," said Dov Avital, a =
longtime=20
      resident, "because that is what Metzer stands for."=20
      <P>It might be comforting to think so. But the raw truth is that =
the=20
      massacre in Metzer was an attack not on the idea of peace, but on =
the idea=20
      of Israel.=20
      <P>It was no accident that the terrorists' statement identified =
Metzer as=20
      a "settlement." To Fatah and the Tanzim, to Arafat and Hamas, =
*every*=20
      Jewish community in Israel is a "settlement," not just those =
located in=20
      the territories Israel seized in self-defense during the 1967 Six =
Day War.=20
      When the Palestine Liberation Organization was founded in 1964, it =
was not=20
      in order to create a Palestinian state in the West Bank and Gaza, =
which=20
      were then occupied by Jordan and Egypt respectively. The PLO's =
mission,=20
      then as now, was to "liberate" all of Israel, expel the Jews, and =
replace=20
      it with a new Arab state called Palestine.=20
      <P>It is one of the abiding myths of the Arab-Israel conflict that =
a=20
      Palestinian state in the West Bank and Gaza is the key to peace. =
But if=20
      that were true, peace would have broken out in 2000, when former =
Prime=20
      Minster Ehud Barak proposed a sovereign Palestinian state =
comprising all=20
      of Gaza, virtually all of the West Bank, and half of Jerusalem. =
Arafat=20
      responded to Barak's offer by launching a new war of terrorism and =

      bloodshed.=20
      <P>The only surprise is that anyone continues to be surprised. The =

      al-Fatah constitution has long declared that "this struggle will =
not cease=20
      unless the Zionist state is demolished and Palestine is completely =

      liberated." The Arabs have never made a secret of their =
aspiration.=20
      <P>A poll on one of the al-Fatah web sites, www.fatehorg.org asks =
visitors=20
      whether they favor "martyrdom attacks" -- that is, terror attacks =
-- (a)=20
      within Israel proper, (b) within the 1967 territories only, (c) =
within=20
      both, or (d) not at all. As of midday Wednesday, 6.9 percent of=20
      respondents had chosen (a), 12.5 percent (b), and 69.1 percent =
(c). Only=20
      11.6 percent favored an end to anti-Israel terrorism altogether.=20
      (Translation courtesy of the Israel Resource News Agency.)=20
      <P>It has never been about the 1967 territories. From the maps on =
its=20
      walls to the textbooks in its schools to the broadcasts on its =
airwaves,=20
      the Palestinian Authority, like Hamas and Islamic Jihad, has =
always made=20
      clear that it craves much more. Arafat's war is not for a state in =
which=20
      Arabs can live beside their Jewish neighbors. It is for their =
Jewish=20
      neighbors' state. For all of it -- including Kibbutz Metzer.=20

      and is the brainchild of the so-called =91Quartet=92 . The =
=91Quartet=92 , of=20

United=20
      States =96 or rather the US State Department =96 all not such good =
friends of=20
      Israel. In fact, not friends of Israel at all.=20
      <P>The "road map to peace" is a road map deeper into the hell of =
Oslo - a=20
      road map to the "peace of the grave" for the Jews and the Jewish =
State.=20
      According to this road map, there will be a provisional =
Palestinian State,=20
      which is on land within Judea and Samaria, by the year 2003, and a =
full=20
      state by the year 2005. In addition, according to this road map, =
all=20
      Jewish "outposts" =96 a purposefully deprecating term for small =
Jewish=20

communities=20
      that interfere with the territorial contiguity of this planned =
Palestinian=20
      State will be uprooted and all their Jewish inhabitants will be=20
      transferred.=20
      <P>In a public opinion survey commissioned by Independent Media =

reply, 5%.=20
      Among Jews only, the results were: For, 16%; Against, 80%; No =
reply, 4%.=20
      When including the =93right of return=94 demanded by the =

      percentage of Jews against such a peace deal jumps to 93%.=20
      <P>Since the overwhelming majority of the Jewish People are =
against a=20
      Palestinian State, why are we not screaming our objections from =
the=20
      rooftops? This question was asked of me by Aram Paquin in an email =
dated=20
      November 8. Quite a few other listeners have asked this very same=20
      question. Aram Paquin wrote:=20
      <P>=93I do have one question that has been echoing in my mind for =
months.=20
      You said, towards the end of your last program, words to the =
effect that a=20
      majority of Israelis support Israel as a Jewish State, and that =
those you=20
      feared to call =B4traitors=B4 are really a minority. I hope you =
are correct.=20
      But if you are, why is this majority, which clearly has the facts =
on its=20
      side, so quiet, so passive?=20
      <P>=93I must tell you that as a Christian Zionist, I remain in a =
constant=20
      state of frustration when I hear an endless succession of =
mealy-mouthed=20
      equivocators and even openly pro-Palestinian liars. Any defense of =
Israel=20
      is spoken in a muted, apologetic tone. I want - no, I long - to =
hear=20
      strong, loud Jewish and Christian voices speaking out. Not in =
supplication=20
      and not in appeasement, but in declaring the truth without =
apology.=20
      Surely, if I can display my love of Israel with a very visible pin =
on my=20
      hat, an Israeli flag next to the red, white and blue on my =
automobile, and=20
      running my mouth off at the drop of a hat, it shouldn=B4t be =
asking too much=20
      that the average patriotic Israeli and American Jewish Zionist =
demonstrate=20
      the courage of their convictions by speaking out against those who =
would=20
      support a return to the Galut.=94=20
      <P>Dear Aram, we are not so silent, and not so passive. You are =
not=20
      hearing the voice of the majority of the Jewish People.=20
      <P>Prime Minister Ariel Sharon, in an interview with the London =
Times,=20
      published on November 5 of this year, stated that he offers =
general=20
      support for the principles of the Quartet=B4s "road map toward =
peace". The=20
      Israeli government=B4s excuse for this position is that there is =
tremendous=20
      pressure from the United States. I sincerely believe that, at the =
end of=20
      the day, President Bush would respect Israel if there was a =
democratic=20
      decision not to allow a Palestinian State on her land.=20
      <P>What right does Ariel Sharon have to agree to the establishment =
of a=20
      Palestinian State on Jewish land? What if President George W. Bush =
would=20
      decide to support the creation of a foreign state for Mexicans in =
parts of=20
      Texas? Wouldn=B4t he have to get the permission of Congress for =
that? Ariel=20
      Sharon has never brought the question of a Palestinian state =
before the=20
      Knesset (the Israeli Parliament) for a vote. In fact, his own =
Likud Party,=20
      at a recent convention, voted overwhelmingly against such a =
Palestinian=20
      State. And he certainly seems not one bit concerned about the =
opinion of=20
      the majority of Israelis.=20
      <P>Not only Sharon=B4s own party, the Likud, is very much against =
a=20
      Palestinian State. Women for Israel=B4s Tomorrow (Women in Green) =
have=20
      collected over 300,000 signatures on a petition to Prime Minister =
Sharon=20
      against a Palestinian State. This is an ongoing campaign of ours =
all=20
      across Israel, and we fax hundreds of signatures to Mr. Sharon=B4s =
office=20
      every day. To date, we have not gotten a single reply from Mr. =
Sharon.=20
      <P>The Israeli media explained the Likud convention vote against a =

      Palestinian State as mere rivalry between Netanyahu and Sharon. As =
far as=20
      the Women in Green campaign is concerned, the media purposely =
ignores any=20
      mention thereof whatsoever. The only place where you might see any =
mention=20
      of our campaign is an advertisement paid for by us under our =
weekly=20
      cartoon in the Jerusalem Post. Over three hundred thousand =
signatures with=20
      addresses and phone numbers is no small matter in a country like =
Israel=20
      with a population of less than six million. Wouldn=B4t such a =
campaign merit=20
      at least a small mention by the Israeli media?=20
      <P>I will give you an example of media manipulation. On the =
anniversary of=20
      the death of Rehavam Ze=92evi (=91Gandhi=92), with his whole =
family present, the=20
      Women in Green had a tree-planting ceremony on the Mount of Olives =
in=20
      Jerusalem, and we erected a memorial stone in his memory. We =
notified the=20
      media, but nobody came. That evening, Israel=B4s TV Station =
Channel One=20
      spoke movingly about a tree-planting ceremony by a Jewish-Arab =
friendship=20
      group. Upon being asked why they didn=B4t also come to our =
ceremony, they=20
      first said they hadn=B4t been notified. Finally, they admitted =
that they had=20
      been notified, and in addition, that the Jewish-Arab friendship=20
      tree-planting ceremony never even took place.=20
      <P>So, dear friends, we are not so silent or so passive. But =
powerful=20
      political forces continually prevent us from being heard.=20
      <P>During the Second World War, the Warsaw Jews were herded into =
the=20
      ghetto, stripped of everything, starved, beaten, murdered and =
carted off=20
      to death camps. There is only eleven miles between some parts of =
the=20
      Palestinian State proposed by the =91Quartet=92 and the =
Mediterranean Sea. The=20
      world is trying once again to herd the Jewish People into another =
tiny and=20
      indefensible ghetto. History repeats itself. May G-d give us the =
courage=20
      to fight back before it is too late.=20

      <B>3. &nbsp;&nbsp;<A name=3D3>ONE MAN'S TERRORIST</A> </B>
      <P>By David Parsons - International Christian Embassy Jerusalem - =
November=20
      13, 2002=20
      <P><FONT color=3D#800000 size=3D+2>I</FONT>t was a most brutal act =
of=20
      violence. A mother and her two young sons gunned down in the boys' =
bedroom=20
      as she read them a bedtime story. She tried to shield her =
children, but=20
      the terrorist managed to finish all of them off, murder two more =
Israelis=20
      outside their home and then escape.=20
      <P>Yet some would contend that this cruel massacre at Kibbutz =
Metzer last=20
      Sunday night would have been acceptable had the community been =
located a=20
      few hundred meters west, across the Green Line in "occupied" =
Palestinian=20
      territory. Morality measured with a yardstick.=20
      <P>Kibbutz Metzer is a dovish Jewish community located just inside =
Israel=20
      along the old 1949 armistice line with Judea/Samaria, north of =
Tulkarm.=20
      Even as a Fatah gunman slipped into the kibbutz late that evening =
on his=20
      deadly mission, the European Union was co-sponsoring talks in =
Cairo=20
      between the two main rival Palestinian factions - Fatah and Hamas =
- in=20
      hopes of securing a timeout in suicide attacks inside Israel.=20
      <P>Many Israelis share a sense that the EU, by coordinating the =
talks=20
      alongside Egypt, has impliedly adopted the position now espoused =
by some=20
      Fatah leaders that attacks against Israeli soldiers and settlers =
in the=20
      territories are legitimate acts against "occupation," while =
suicide=20
      missions targeting civilians inside Israel are harming Palestinian =

      national interests at the moment.=20
      <P>Worried that it might be giving the wrong impression, the EU =
dispatched=20
      special Middle East envoy Miguel Moratinos on Tuesday to lay a =
wreath at=20
      the funeral for the mother and two sons slain in the Kibbutz =
Metzer=20
      attack. Would he have done the same if the family had been from =
the nearby=20
      settlement of Hermesh?=20
      <P>Meanwhile, Palestinian leader Yasser Arafat is reported to have =
ordered=20
      up an investigation of the incident, with Palestinian Authority =
officials=20
      already suggesting the Fatah militiaman made a "mistake" in =
thinking the=20
      kibbutz was located over the Green Line.=20
      <P>At the same time, Arafat's official radio broadcasts reported =
that five=20
      "colonists" had been killed in an "armed attack on the colony of =
Metzer."=20
      That very day, the unsuccessful attempt by two suicide bombers to=20
      infiltrate Israel near the same kibbutz was reported as a "heroic=20
      martyrdom operation."=20
      <P>It is also worth recalling that the last time Fatah and Hamas =
reached=20
      an "understanding" on how to unite in the struggle against Israel, =
it was=20
      in Cairo as well, in late 1995. That unwritten agreement created a =

      division of labor between the two factions, with Fatah and the PA =
pursuing=20
      diplomatic gains through Oslo, while Hamas was given the green =
light to=20
      continue their terror campaign, so long as it did not "embarrass" =
the PA.=20
      Thus, for a short while, suicide bombers were recruited from Arab =
villages=20
      still under Israeli security control and few claims of =
responsibility were=20
      issued for attacks.=20
      <P>Nonetheless, the Europeans are investing much time and energy =
in trying=20
      to secure from these same gangsters a temporary pan-Palestinian =
truce that=20
      would still allow for the murder of any Jew caught in the West =
Bank or=20
      Gaza Strip.=20
      <P>This shameful attitude towards the value of Israeli lives was =
also=20
      reflected in the recent rejection by EU Commissioner Chris Patten =
of a=20
      parliamentarian's request that he launch an official probe into =
persistent=20
      reports that EU funding to the PA has been diverted for terrorist=20
      purposes. Patten insisted he needed such an investigation "like a =
hole in=20
      the head."=20
      <P>Israelis have reason to bristle not only at these abysmal =
European=20
      stands, but also at the double standard imposed by the US in =
conducting=20
      the war on terrorism. According to various Bush Administration =
officials,=20
      America can launch pre-emptive air strikes on al-Qaida operatives =
in the=20
      Yemeni outback, but it is "unhelpful" if Israel does the same to =
ruthless=20
      Palestinian killers planning more carnage.=20
      <P>No less than US Secretary of State Colin Powell explained the=20
      difference over the weekend; asked by CNN whether the US still =
opposes=20
      Israel's targeted killings of Palestinian terrorists following the =
recent=20
      CIA rocketing of the al-Qaida cell in Yemen, Powell responded, "We =
believe=20
      that there are significant differences. This was a case of clearly =

      somebody engaged in a direct conflict with the United States."=20
      <P>This is the same Powell who, testifying last year before a=20
      congressional panel on US policy towards the armed intifada, =
embraced the=20
      perverse adage that "one man's terrorist is another man's freedom=20
      fighter."=20
      <P>In comparison to Israel's reserved response to such diplomatic =
drivel,=20
      it is interesting to observe the way Russian President Vladimir =
Putin has=20
      just gone ballistic at similar Western suggestions he should go =
easy on=20
      Chechen terrorists. During the just-completed EU-Russia summit, =
Danish=20
      Prime Minister Anders Fogh Rasmussen said the conflict in Chechnya =
could=20
      not "be regarded only as a terrorist problem." When a journalist =
later=20
      questioned the Kremlin's crackdown in Chechnya at an end-of-summit =
press=20
      conference, Putin boiled over.=20
      <P>"If you want to become an Islamic radical and have yourself=20
      circumcised, I invite you to come to Moscow," blurted out Putin.=20
      <P>"They talk about setting up a worldwide Caliphate and the need =
to kill=20
      Americans and their allies," Putin continued. "They talk about the =
need to=20
      kill all ... non-Muslims, or 'Crusaders,' as they put it. If you =
are a=20
      Christian, you are in danger..."=20
      <P>The fuming Russian leader added these "so-called freedom =
fighters"=20
      could threaten to "capture our nuclear facilities or other vital =
or=20
      publicly dangerous facilities... I believe either we are together =
treating=20
      such activities or we are in for big trouble."=20
      <P>Beyond the blunt rhetoric, Putin showed no mercy in the recent =
storming=20
      of the Moscow theatre held by Chechen rebels. Reports also =
indicate that=20
      the Chechen home of one of the female suicide bombers inside the =
theater=20
      has been demolished. Russia learned this effective =
counter-terrorism=20
      measure from Israel, who learned it from the British.=20
      <P>Israeli Prime Minister Ariel Sharon was equally blunt when he =
visited=20
      Kibbutz Metzer soon after the recent shooting spree. "The =
terrorism [that=20
      we face] does not distinguish between children, women, men, =
settlers,=20
      soldiers - it makes no differentiation. It discerns only one =
thing: Who is=20
      a Jew for it to kill."=20
      <P>When it comes to jihad terrorists, Islamic suicide bombers and =
their=20
      quest for weapons of mass destruction, it is time for the US and =
Europe to=20
      realize that one man's terrorist is every man's terrorist!=20

      <B>4. &nbsp;&nbsp;<A name=3D4>THE TOMB OF SAMUEL AND THE TEMPLE=20
      MOUNT</A></B>=20
      <P>By Michael Freund - The Jerusalem Post, November 13, 2002=20
      <P><FONT color=3D#800000 size=3D+2>A</FONT>n interesting thing =
happened on the=20
      way to the Temple Mount last Friday, something which should have =
created a=20
      furor, but has in fact evoked not even a peep of protest.=20
      <P>According to media reports, some 135,000 people converged on =
the holy=20
      site, seeking to pray there. Thousands of police were on hand to =
maintain=20
      order, and all of the visitors succeeded in ascending the Mount in =
a safe=20
      and orderly fashion.=20
      <P>All, that is, except for one.=20
      <P>The sole exception, said Israel Radio, was a Jew, who was =
stopped by=20
      Israeli police and arrested for attempting to enter the area. The =
other=20
      134,999 visitors, all of whom just happened to be Moslem, were =
able to=20
      freely climb the stairs leading up to the Mount, entering and =
exiting as=20
      they wished.=20
      <P>Though the radio didn't say who the intrepid would-be Jewish =
worshipper=20
      was, it did provide some intriguing, and downright symbolic, =
details about=20
      his particular choice of wardrobe for the occasion.=20
      <P>It seems that our unidentified protagonist, aware that Israel's =
men in=20
      blue would never permit a follower of Moses up on the Mount, =
sought=20
      instead to pass himself off as a Moslem, concealing his Jewish =
identity by=20
      donning an Arab keffiyeh and covering his face.=20
      <P>And so, just 54 years after the Jewish people regained their =
national=20
      sovereignty, and just three and a half decades after they =
liberated the=20
      Temple Mount, Jewish policemen stand guard at Judaism's holiest =
site to=20
      ensure that no Jews can enter it. Except, of course, those with a =
more=20
      convincing disguise.=20
      <P>At Hebron's Tomb of the Patriarchs, burial place of Israel's =
founding=20
      fathers and mothers, the situation is not much better. For the =
past eight=20
      years, Israel has divided use of the tomb between Jewish and =
Muslim=20
      visitors.=20
      <P>That may sound equitable in theory, but consider the following: =
Jews=20
      were allotted just 706 square meters of the compound's total area, =
while=20
      Moslems were given control over 3,073 square meters, or more than =
four=20
      times the amount allocated to Jews. And, except for 10 days each =
year,=20
      Jews are barred from setting foot on the 80% of the Tomb under =
Moslem=20
      control.=20
      <P>Then there is Joseph's Tomb in Shechem (Nablus), where the =
Israeli Army=20
      prevents Jews from even coming close to the site, citing security=20
      concerns.=20
      <P>Sadly, the pattern emerging from these examples is one of =
capitulation=20
      and surrender in the face of intolerance. Afraid of how Moslems =
might=20
      react if Jews were allowed to pray freely at these sites, the =
government=20
      chooses the path of least resistance, in the process undermining =
the basic=20
      civil rights of its citizens.=20
      <P>Rather than standing up to fanaticism and bigotry, Israel has =
caved in=20
      to it, effectively rewarding those opposed to religious freedom =
and the=20
      rule of law. But, as Thomas Jefferson once noted, "freedom of =
religion is=20
      the most inalienable and sacred of all human rights." Any attempt =
to=20
      restrict it or narrow its application, he asserted, would =
constitute an=20
      "infringement" of one of the "natural rights of mankind."=20
      <P>Nevertheless, such "infringements" have become all too common =
here of=20
      late. Though we are used to hearing about democracy's need for a =
wall=20
      separating church and state, what happens when the state itself =
erects a=20
      wall around the church (or synagogue, as it were), barring entry =
to=20
      adherents?=20
      <P>There is another way. Just north of Jerusalem, in an old and =
dazzling=20
      structure, one can find a clear example of how Jewish rights and =
Moslem=20
      sensibilities need not contradict one another.=20
      <P>Indeed, the Tomb of Samuel the Prophet is perhaps the only =
major holy=20
      site in the country where a Jewish synagogue and Moslem mosque =
operate=20
      side-by-side around the clock, freely and without hindrance. No=20
      restrictions are imposed on either group's right to worship there, =
no=20
      division of the site is in place, nor are any policemen posted at =
the=20
      entrance to check which one religion one professes.=20
      <P>Instead, a surprisingly quiet and peaceful atmosphere prevails, =
one in=20
      which all visitors are able to worship as they see fit, =
exemplifying the=20
      highest ideals of Israel's democracy. Though Moslem worshippers =
might wish=20
      to see the place available only to them, the government has acted =
to=20
      ensure that freedom of access is maintained for all.=20
      <P>If it can be done at the Tomb of Samuel, there is no reason why =
it=20
      cannot be done elsewhere. Freedom of access for Jews to their most =
sacred=20
      of sites is a matter of principle whose violation should no longer =
be=20
      countenanced.=20
      <P>Sure, it might raise some tempers at first, provoke some =
opposition,=20
      and require the police to deploy in greater numbers. But that, =
quite=20
      frankly, is their job - to ensure that law-abiding citizens are =
able to=20
      exercise their most fundamental of rights. Without having to =
resort to a=20
      disguise.=20
