      1.   AN OPEN LETTER TO THE FAMILIES OF THE BALI BOMBING VICTIMS=20

      In Jerusalem I never felt more like a father than when taking the =
hand of my little daughter Malki and crossing the street with her. There =
is something so right and solid about being your child's protector.=20

      I never felt more wretched, frightened and alone than on the night =
the call came saying her body had been identified. My daughter had been =
murdered by a deliberate act of explosive horror. I was not there to =
protect her.=20

      Grieving for your murdered loved one will be the most intensely =
lonely and personal thing you ever do. No one else can feel the depth of =
pain inside you. Friends and family will want to share the burden, to =
wrap their love and support around you, to lighten the load with their =
sincere care and concern. But the ache remains, along with the feelings =
of guilt.=20

      The cold truth will never change: An innocent life was =
deliberately and violently erased and the monsters who did it are =
delighted with the work of their hands.=20

      I wish I could pass along some wisdom that might help you through =
this awful time. I can't. The best I can do is share some thoughts.=20

      The massacre at Kuta Beach is too raw, too huge, for anyone to =
fully comprehend. Time will help you put it into a context, but you =
should not expect the answers to come easily... or ever.=20

      Time plays a key role in Jewish mourning observances. Some =
practices are specific to the first seven days. Others are designated =
for the first 30 days. And in the specific case of the death of a =
parent, Judaism prescribes a full year of mourning.=20

      This seems strange. A parent's passing, no matter what the =
circumstances, is always hard. But isn't the death of a life partner or =
a child harder?=20

      But that's the point: A year after a parent dies, you can expect =
life to start getting back to normal. But there's no normal life after =
burying a child or a spouse.=20

      It's a certainty you are thinking about the people who did this. =
You may be imagining them getting out of bed that day, praying to their =
god, loading their equipment and driving their lethal load to a site of =
pleasure and enjoyment their minds focused on lust for the destruction =
and death of others. Like me, you may feel this was barbarism: =
cold-blooded, primal, bestial an act of pure hatred.=20

      But get ready for the cold, clinical analysis of others. For them, =
the terrorists are "militants." The hatred is "desperation." The =
pointless destruction of life is "strategic."=20

      An Australian journalist requested an interview with me in =
Jerusalem days after Malki was murdered last year. When I agreed, he =
told me it would make sense for his audience only if he could combine it =
with an interview with the suicide-murderer's father. He said there were =
two sides to the story, and the opinions of the bomber's family were a =
"counterpoint." I was dumbfounded.=20

      The journalist said his professional standards demanded that the =
interview could not take place under any other conditions. So it never =
took place.=20

      Some people see life as if through a TV screen. For them, your =
private loss can only be understood as part of a political drama. Point =
and counterpoint.=20

      No one should tell you how to mourn, how to grieve. There is no =
standard no over-mourning, no under-mourning. No one can tell you how it =
feels, or how it ought to feel.=20

      IF YOU'RE asking what can be done, I want to offer this. When a =
young life ends, a huge empty space is left behind. How do you fill it? =
With hatred, thoughts of revenge, evening up the score?=20

      After our daughter's death we sat down as a family and asked =
ourselves how her life and actions should be remembered. We decided to =
raise money and give practical help to families raising a child with =
disabilities. Malki, a very practical teenager, did this herself and =
believed in it. It would have made her smile.=20

      Perhaps it's not politically correct to say this, but I believe =
evil does exist in the world a great deal of it. How do you answer evil? =
For us, the right response has been to do things we hope will increase =
the stock of good in the world.=20

      We know this will have no impact on the barbarians who killed our =
children and loved ones. But we're absolutely determined that they won't =
be impact us any more than they already have. They and their values are =
irrelevant to our lives.=20

      2.   A PALESTINIAN STATE? NEVER!=20

      As soldiers are brutally lynched; as holocaust survivors are =
massacred while sitting at their traditional Passover meal; as whole =
families are killed or wounded while enjoying pizza in a downtown =
restaurant; as soldiers and innocent civilians are burned alive in the =
bus that was supposed to take them home - all these actions that, =
according to the polls, are supported and acclaimed by more than half of =
the Palestinian people; Israeli politicians show their utter moral =
bankruptcy by still offering part of God's holy land, promised to =
Israel, to this 'nation' of killers, lynchers, and callous snipers of =
infants, children and parents.=20

      This is the height of absurdity. No nation in the world would ever =
do such a thing!=20

      So why are Israel's leaders unable to muster the courage to speak =
out against this evil? Why will they not tell the nations of the world - =
who would never allow such a thing themselves - that Israel will not bow =
to their pressures and accept such a suicidal solution?=20

      So perilous and evil is this proposal for the establishment of a =
Muslim terrorist state in the midst of the land God promised His own =
people, that God may have no choice but to allow a mega terrorist attack =
to prevent its establishment.=20

      Will it be necessary, in order for this satanically inspired plan =
to be stopped, for the fool-hearted Israelis who have succumbed to it to =
first see an EL AL passenger liner shot down over Tel Aviv by a =
Palestinian terrorist wielding a shoulder-launched missile from the very =
Samarian hills the Israelis are contemplating giving away "for ever" as =
part of the to be formed Palestinian state? Will it take such a terrible =
attack, which would not only stop dead the last trickle of tourism to =
this land, but which would also show what can be done by the enemies of =
Israel, once these areas just 15 miles from Israel's principal nerve =
centers are under their full control?=20

      Truly only fools would consider such a scenario!=20

      Far better, surely, is the solution already put forward in 1957 by =
none other than the official Advisor on Refugees to the World Council of =
Churches, Elfan Rees, who writes in The Refugee Problem Today and =
Tomorrow:=20

        "I hold the view that, political issues aside, the Arab refugee =
problem is by far the easiest postwar refugee problem to solve by =
integration. By faith, by language, by race and by social organization, =
they are indistinguishable from their fellows of the host countries. =
There is room for them, and land for them, in Syria and in Iraq. There =
is a developing demand for the kind of manpower that they represent. =
More unusually still, there is the money to make this integration =
possible. The United Nations General Assembly, five years ago, voted a =
sum of 200 million dollars to provide 'homes and jobs' for the Arab =
refugees. That money remains unspent, not because these tragic people =
are strangers in a strange land, because they are not; not because there =
is no room for them to be established, because there is; but simply for =
political reasons."

      3.   THE TAP THAT'S RUNNING DRY=20

      Lets face it: the Middle East is an arid place. North Africa and =
the Middle East accounts for 6.3 percent of the world's population but =
only has 1.4 percent of the world's renewable fresh water.=20

      So limited and precious is water in the Middle East that countries =
have resorted to arms in the past to protect their access to it. One of =
the most important aspects of the Iran-Iraq war between 1980-88 was the =
bid to control the Sha=92at Al Arab waterway, a conflict that to this =
day remains unresolved. Turkey and Syria have several times come close =
to war over rights to the headwaters of the Euphrates. Likewise, in =
1964, Arab countries tried to re-route the headwaters of the Jordan, =
which flows into Israel. Israel responded by bombing the pumping =
stations and forcing the Syrians to cease. The power of the water issue =
to ignite conflict was underscored by the PLO in 1965 when it chose, as =
its very first target of assault, Israel=92s National Water Carrier .=20

      Issues over water rights are complicated by the competitive needs =
of the countries. For example, the per capita water consumption in =
Israel, an industrialized nation, is several times that of its Arab =
neighbors.=20

      Nevertheless Israel endures water shortages and has suffered =
greviously from a drought that has reduced the Sea of Galilee, which =
contains 35% of all of Israel=92s potable water to dangerous levels.=20

      All of which makes the recent decision of the Lebanese government =
to pump water from the Hatzbani, a tributary of the Jordan, a bitter =
source of contention between the two countries. While Lebanon has =
claimed that its consumption of water from the Wazzani Springs will =
drain only a small faction of its total flow, Israel, unsurprisingly, =
regards such pumping as a dangerous precedent that it cannot tolerate. =
Short of a peace treaty that governs the riparian rights and =
responsibilities of all the countries in the area, Israel has always =
felt it must enforce control of its water supply. Failure to do so can =
be a perilous mistake in a region given to the sudden eruption of war.=20

      Yet a peace treaty is precisely what all the states require for =
the sake of future water usage. That is because such treaties can and do =
work. In October 1994, Israel and Jordan signed a peace treaty with =
Israel which, among other things, laid out a framework for the =
distribution of water from the Jordan River =96 a water source they both =
share. Several months even before the treaty was signed, Israel began to =
distribute water to Jordan in recognition of that country=92s extreme =
water shortages. Subsequent agreements guaranteed Jordan the annual =
delivery of 50 million cubic meters of water, an obligation that Israel, =
despite its own shortages, has faithfully fulfilled. Agreements on the =
construction of dams and water desalination plants were also =
contemplated by the treaties, a breakthrough in regional cooperation =
that should have been a precursor of agreements with all of Israel=92s =
neighbors.=20

      But even the desperate water problems of the region have not been =
enough to coerce Israel=92s other adversaries into serious contemplation =
of a treaty =96 even one limited to water rights. Successive Israeli =
governments have been willing to come to terms with both Syria and =
Lebanon over water issues, with the Barak government drawing up an =
extensive plan to share its water resources and technology with those =
countries. But all such efforts have been stonewalled by hard line =
positions over territory.=20

      Not that a country such as Syria has that much choice. In Damascus =
a water system designed for a population of one million is servicing a =
population of four million that is growing at an annual rate of eight =
per cent. To compensate for the excess demand, ground water sources are =
being exploited without regard to conservation. Until recently, waste =
management was virtually nonexistent, with sewage dumped untreated into =
surface water in many Syrian cities.=20

      The situation becomes even more hazardous when issues of global =
warming and pollution are factored into the equation. A recent study, =
cited in the journal Science, claims that fine particles produced by =
pollution in industrialized countries have gathered in the upper =
atmosphere over the Mediterranean. This, claims the study, is having a =
devastating impact on weather patterns in the region and could mean =
years of drought. It also should not be forgotten that international law =
compels upstream states to take into account the needs of downstream =
states and even to secure their approval of any project that may =
adversely affect them. For some that argument might seem like just plain =
common sense. But sadly in the Middle East, no principle of =
international law, bad environmental news or even the desperate needs of =
populations, seems likely to shatter the formidable dam of resistance, =
erected by Arab states, to reconciliation with the despised Jewish =
state.=20

      And yet the day is fast approaching when the spigot on the Arab =
side of the border will run dry. When that happens, Syria and Lebanon =
may well find the need to go to war. But by that time , there may not be =
enough water available to even cool the radiators in their military =
vehicles, let alone fill the canisters of their under-manned and =
under-motivated troops.=20

      4.   ISRAEL'S POLITICAL SHAKEUP LIKELY TO PUT BRAKES ON PEACE =
EFFORTS=20

      The collapse of Israel's national unity government and the =
possibility that Prime Minister Ariel Sharon will form a narrow =
right-wing coalition will derail the already shaky efforts to restart =
the Middle East peace process, political analysts say.=20

      Even if Israel heads to early elections instead, which would mean =
a delay of at least three months, the American-led efforts to get =
Israelis and Palestinians to agree to a "road map" to a final peace =
arrangement would be threatened.=20

      Sharon's new partners in a right-wing coalition government would =
likely object to many of the American plan's provisions granting further =
concessions to the Palestinians, including a freeze on settlements and =
further Israeli troop withdrawals.=20

      Former Tourism Minister MK Benyamin (Benny) Elon (National =
Union/Yisrael Beiteinu), whose seven-member right-wing faction may join =
Sharon to give his coalition a Knesset majority, said the government =
should now adopt a more hardline platform. "We have to exploit the =
coming year to do things that he (Sharon) wanted to do but didn't =
succeed to do," Elon told Israel Radio.=20

      Some analysts believe that the Israeli political situation has =
effectively put the "road map" on hold. ''A policy that's already =
sleepwalking can now go back to bed,'' said Stephen Cohen, a scholar =
with the Israel Policy Forum.=20

      United States is focused primarily on Iraq=20
      White House spokesman Ari Fleischer refused to comment on =
yesterday's developments. ''The United States views the events in Israel =
as part of Israel's internal democratic process, and we have no comment =
beyond that,'' he said.=20
      But off the record, American officials were waiting to see where =
the dust settled after the breakup of Israel's government, which =
apparently caught the Bush administration off guard, the Boston Globe =
reported.=20

      ''We're not going to put the brakes on. Circumstances may cause =
the brakes to be put on, but we're not going to put the brakes on,'' a =
State Department official told the paper, speaking on condition of =
anonymity.=20

      Middle East analysts believe that as long as the Americans are =
focused primarily on Iraq, the brakes on the Middle East peace process =
are already in place. ''[The fall of Israel's government] doesn't matter =
much because the U.S. is not looking for a dramatic change in the =
situation at the moment," said Henry Siegman, senior fellow on the =
Middle East at the Council on Foreign Relations in New York.=20

      CNN's Jerusalem correspondent Jerrold Kessel reported that =
Israel's foreign policy was unlikely to change as a result of Labor's =
departure. Kessel said that party politics had always dictated Israel's =
foreign policy, but the only thing of importance at this time was =
Israel's support for America's "war on terror."=20

      "No diplomatic process to speak of"=20
      Israeli media commentators said that Israel would retain good =
relations with the Bush administration because Sharon has been =
personally responsible for the government's contacts with President =
George W. Bush. Israel stands to lose support from European countries, =
the commentators said, because outgoing foreign minister Shimon Peres =
had been in charge of protecting Israel's interests there.=20
      In commentary in today's Jerusalem Post, Herb Keinon wrote that =
the fall of the national unity government would have no impact on the =
diplomatic process, because "there is no diplomatic process to speak =
of." If Sharon forms a right-wing coalition, there would be "a change of =
tone if not content on the diplomatic front," Keinon said.=20

      Palestinian cabinet member Saeb Erekat said Israel's coalition =
crisis was further evidence that the country was "moving faster and =
faster away from an atmosphere of peace."=20

      Palestinian Authority Chairman Yasser Arafat is particularly =
worried about the appointment of former IDF Chief of Staff Shaul Mofaz =
to replace Defense Minister Binyamin Ben-Eliezer, Yediot Aharonot =
reported. "This is a step that will increase [our] sensitivity and could =
affect the entire region," Arafat told the newspaper.=20

      5.   ISRAEL KEEPS US SAFE; WE KEEP IT ON THE VERGE OF EXTINCTION=20

      T As Israel's self-proclaimed protector, we in the United States =
get testy when our little protege misbehaves. "Israel could have no =
better or stronger friend than the United States," Ari Fleischer scolded =
last year, after Ariel Sharon failed to express sufficient gratitude =
over US pressure to go easy on genocidal lunatics. More recently, we =
angrily pressed the Israelis to allow 20 child killers, holed up with =
Yasser Arafat, to escape to murder another day.=20

      In truth, Israel is as much our protector as the other way around. =
We provide that country with aid, to be sure, but it more than =
reciprocates in intelligence and sheer military muscle. Israel mans the =
front against some of our most vicious enemies - Iran, Iraq, Syria and =
their terrorist proxies the Palestinian Authority and Hezbollah (The =
latter, operating just beyond the northern border of Israel and in =
league with al-Qaeda and the PA, has murdered nearly 300 Americans - =
until 9/11 more than any other terrorist group in the world).=20

      When "allies" like France and Germany denounce us for pursuing the =
removal of Saddam Hussein, Israel unwaveringly stands by our side. Even =
dovish Foreign Minister Shimon Peres recently described Israel as a =
"loyal soldier" for the US against Iraq. And, unlike in Britain, the =
majority of the Israeli public extends us its support as well.=20

      Now and then, in passing, we actually express some gratitude. =
President Bush once said that the United States and Israel have a =
"special relationship." Dick Cheney added that the "two countries are =
full partners in the cause of defeating this threat to the civilized =
world." But if so, why is our "partner" never welcome to join us in =
battle? We'll fight alongside Canadians, Brits, Norwegians - just about =
anyone except Israelis (Is that what makes our relationship "special"?). =
In recent weeks, over 1,000 US Special Ops have been training in Jordan =
with troops from Jordan, Oman and Kuwait. Yet, as in Gulf War I and in =
Afghanistan, we intend in Gulf War II to make Israel a pariah. Even if =
they're attacked we don't want them involved in Iraq, for fear of =
offending the Arabs (Interestingly, we don't worry that involving the =
Arabs might lose us the support of Israel). This is a profound insult. =
As the Jerusalem Post wrote, "the only nation that does not have a right =
to defend itself is a state that has no right to exist."=20

      Of course, if we were ready to forcefully acknowledge that right, =
we'd have our embassy in Israel's capital - as we do in all of the other =
countries with whom we have diplomatic relations. As a candidate for =
president, George W. Bush promised to, at long last, move our embassy =
from Tel Aviv pursuant to the 1995 Jerusalem Embassy Act. Once in =
office, though, he instead invoked successive waivers of the law just as =
Bill Clinton had done before him. When Congress recently passed another =
law, which requires the United States to at least identify Jerusalem as =
Israel's capital in our official documents, Bush made clear that he =
won't implement that one either.=20

      Our official, unseemly propensity to accede to the world's =
characterization of Israel as barely legitimate filters down into our =
deepest thinking, even finding inadvertent expression by op-ed pundits =
and news writers who have no consciously hostile intent toward the =
Jewish state.=20

      Regarding 9/11, for instance, Andrew Sullivan wrote that of all =
foreign leaders, British Prime Minister Tony Blair is "the one figure =
who seemed genuinely to understand the gravity of what had happened." =
Really? Ariel Sharon, unacquainted with terrorism, had no clue? That's =
undoubtedly not what Sullivan meant to imply. But how easily an ally we =
habitually treat as invisible can just slip our minds.=20

      As when the Associated Press wrote that "British Prime Minister =
Tony Blair has been Bush's main ally on Iraq."=20

      Or when the editors of the National Review Online listed US allies =
offering support against Iraq, naming Turkey, Qatar, Kuwait, Oman and =
Britain - but not Israel.=20

      Armaud de Borchgrave, in the Washington Times, wrote that there =
"are only two countries in the Middle East" where Americans are popular =
among the masses - Iran and Iraq.=20

      Maybe he meant only two Muslim countries. Or maybe, in a momentary =
lapse, he just imagined the Middle East sans a certain democratic state =
whose name, in a perverse deference to enemies, we tend to whisper =
discreetly.=20

      This much is clear: If the moral beacon of the world can't resist =
posturing as if our best ally didn't exist, someday, maybe, it won't.=20

      For many years, there has been much propaganda concerning hostile =
reports when it comes to reporting on Israel by the foreign press. The =
question that is always asked is, Is this a conscious policy, or the =
political point of view of an individual writer or editor?=20

      Last week, a senior person from the Reuters News Agency appeared =
before a group of Canadian philanthropists from the United Fund. Reuters =
was created by the British and it reports along the ideological lines =
and the world view of Great Britain even after the fall of the British =
Empire.=20

      The representative of Reuters admitted for the first time that =
Reuters has taken a specific political line whereby the territories of =
Yesha [the West Bank and Gaza Strip] are considered Palestinian Lands. =
He admitted also that the Reuters News Agency forbids its reporters to =
refer to Palestinian terrorists as terrorists, in spite of the fact that =
such people in other locations merit the term terrorists in Reuters =
reports.=20

      For example, the perpetrators of the bombing in Bali, Indonesia =
were defined by Reuters as terrorists. In contrast, the perpetrators of =
the car bomb this week that blew up the bus at Karkur Junction and that =
killed 14 Israelis and wounded tens of others were called teenagers. As =
if a few teenagers executed a little prank.=20

      never felt more like a father than when taking the hand of my =
little=20
      daughter Malki and crossing the street with her. There is =
something so=20
      right and solid about being your child's protector.=20
      <P>I never felt more wretched, frightened and alone than on the =
night the=20
      call came saying her body had been identified. My daughter had =
been=20
      murdered by a deliberate act of explosive horror. I was not there =
to=20
      protect her.=20
      <P>Grieving for your murdered loved one will be the most intensely =
lonely=20
      and personal thing you ever do. No one else can feel the depth of =
pain=20
      inside you. Friends and family will want to share the burden, to =
wrap=20
      their love and support around you, to lighten the load with their =
sincere=20
      care and concern. But the ache remains, along with the feelings of =
guilt.=20
      <P>The cold truth will never change: An innocent life was =
deliberately and=20
      violently erased and the monsters who did it are delighted with =
the work=20
      of their hands.=20
      <P>I wish I could pass along some wisdom that might help you =
through this=20
      awful time. I can't. The best I can do is share some thoughts.=20
      <P>The massacre at Kuta Beach is too raw, too huge, for anyone to =
fully=20
      comprehend. Time will help you put it into a context, but you =
should not=20
      expect the answers to come easily... or ever.=20
      <P>Time plays a key role in Jewish mourning observances. Some =
practices=20
      are specific to the first seven days. Others are designated for =
the first=20
      30 days. And in the specific case of the death of a parent, =
Judaism=20
      prescribes a full year of mourning.=20
      <P>This seems strange. A parent's passing, no matter what the=20
      circumstances, is always hard. But isn't the death of a life =
partner or a=20
      child harder?=20
      <P>But that's the point: A year after a parent dies, you can =
expect life=20
      to start getting back to normal. But there's no normal life after =
burying=20
      a child or a spouse.=20
      <P>It's a certainty you are thinking about the people who did =
this. You=20
      may be imagining them getting out of bed that day, praying to =
their god,=20
      loading their equipment and driving their lethal load to a site of =

      pleasure and enjoyment their minds focused on lust for the =
destruction and=20
      death of others. Like me, you may feel this was barbarism: =
cold-blooded,=20
      primal, bestial an act of pure hatred.=20
      <P>But get ready for the cold, clinical analysis of others. For =
them, the=20
      terrorists are "militants." The hatred is "desperation." The =
pointless=20
      destruction of life is "strategic."=20
      <P>An Australian journalist requested an interview with me in =
Jerusalem=20
      days after Malki was murdered last year. When I agreed, he told me =
it=20
      would make sense for his audience only if he could combine it with =
an=20
      interview with the suicide-murderer's father. He said there were =
two sides=20
      to the story, and the opinions of the bomber's family were a=20
      "counterpoint." I was dumbfounded.=20
      <P>The journalist said his professional standards demanded that =
the=20
      interview could not take place under any other conditions. So it =
never=20
      took place.=20
      <P>Some people see life as if through a TV screen. For them, your =
private=20
      loss can only be understood as part of a political drama. Point =
and=20
      counterpoint.=20
      <P>No one should tell you how to mourn, how to grieve. There is no =

      standard no over-mourning, no under-mourning. No one can tell you =
how it=20
      feels, or how it ought to feel.=20
      <P>IF YOU'RE asking what can be done, I want to offer this. When a =
young=20
      life ends, a huge empty space is left behind. How do you fill it? =
With=20
      hatred, thoughts of revenge, evening up the score?=20
      <P>After our daughter's death we sat down as a family and asked =
ourselves=20
      how her life and actions should be remembered. We decided to raise =
money=20
      and give practical help to families raising a child with =
disabilities.=20
      Malki, a very practical teenager, did this herself and believed in =
it. It=20
      would have made her smile.=20
      <P>Perhaps it's not politically correct to say this, but I believe =
evil=20
      does exist in the world a great deal of it. How do you answer =
evil? For=20
      us, the right response has been to do things we hope will increase =
the=20
      stock of good in the world.=20
      <P>We know this will have no impact on the barbarians who killed =
our=20
      children and loved ones. But we're absolutely determined that they =
won't=20
      be impact us any more than they already have. They and their =
values are=20
      irrelevant to our lives.=20

lynched; as=20
      holocaust survivors are massacred while sitting at their =
traditional=20
      Passover meal; as whole families are killed or wounded while =
enjoying=20
      pizza in a downtown restaurant; as soldiers and innocent civilians =
are=20
      burned alive in the bus that was supposed to take them home - all =
these=20
      actions that, according to the polls, are supported and acclaimed =
by more=20
      than half of the Palestinian people; Israeli politicians show =
their utter=20
      moral bankruptcy by still offering part of God's holy land, =
promised to=20
      Israel, to this 'nation' of killers, lynchers, and callous snipers =
of=20
      infants, children and parents.=20
      <P>This is the height of absurdity. No nation in the world would =
ever do=20
      such a thing!=20
      <P>So why are Israel's leaders unable to muster the courage to =
speak out=20
      against this evil? Why will they not tell the nations of the world =
- who=20
      would never allow such a thing themselves - that Israel will not =
bow to=20
      their pressures and accept such a suicidal solution?=20
      <P>So perilous and evil is this proposal for the establishment of =
a Muslim=20
      terrorist state in the midst of the land God promised His own =
people, that=20
      God may have no choice but to allow a mega terrorist attack to =
prevent its=20
      establishment.=20
      <P>Will it be necessary, in order for this satanically inspired =
plan to be=20
      stopped, for the fool-hearted Israelis who have succumbed to it to =
first=20
      see an EL AL passenger liner shot down over Tel Aviv by a =
Palestinian=20
      terrorist wielding a shoulder-launched missile from the very =
Samarian=20
      hills the Israelis are contemplating giving away "for ever" as =
part of the=20
      to be formed Palestinian state? Will it take such a terrible =
attack, which=20
      would not only stop dead the last trickle of tourism to this land, =
but=20
      which would also show what can be done by the enemies of Israel, =
once=20
      these areas just 15 miles from Israel's principal nerve centers =
are under=20
      their full control?=20
      <P>Truly only fools would consider such a scenario!=20
      <P>Far better, surely, is the solution already put forward in 1957 =
by none=20
      other than the official Advisor on Refugees to the World Council =
of=20
      Churches, Elfan Rees, who writes in The Refugee Problem Today and=20
      Tomorrow:=20
      <BLOCKQUOTE><I>"I hold the view that, political issues aside, the =
Arab=20
        refugee problem is by far the easiest postwar refugee problem to =
solve=20
        by integration. By faith, by language, by race and by social=20
        organization, they are indistinguishable from their fellows of =

        countries. There is room for them, and land for them, in Syria =
and in=20
        Iraq. There is a developing demand for the kind of manpower that =
they=20
        represent. More unusually still, there is the money to make this =

        integration possible. The United Nations General Assembly, five =

        the Arab refugees. That money remains unspent, not because these =

      size=3D+2><STRONG>L</STRONG></FONT>ets face it: the Middle East is =
an arid=20
      place. North Africa and the Middle East accounts for 6.3 percent =
of the=20
      world's population but only has 1.4 percent of the world's =
renewable fresh=20
      water.=20
      <P>So limited and precious is water in the Middle East that =
countries have=20
      resorted to arms in the past to protect their access to it. One of =
the=20
      most important aspects of the Iran-Iraq war between 1980-88 was =
the bid to=20
      control the Sha=92at Al Arab waterway, a conflict that to this day =
remains=20
      unresolved. Turkey and Syria have several times come close to war =
over=20
      rights to the headwaters of the Euphrates. Likewise, in 1964, Arab =

      countries tried to re-route the headwaters of the Jordan, which =
flows into=20
      Israel. Israel responded by bombing the pumping stations and =
forcing the=20
      Syrians to cease. The power of the water issue to ignite conflict =
was=20
      underscored by the PLO in 1965 when it chose, as its very first =
target of=20
      assault, Israel=92s National Water Carrier .=20
      <P>Issues over water rights are complicated by the competitive =
needs of=20
      the countries. For example, the per capita water consumption in =
Israel, an=20
      industrialized nation, is several times that of its Arab =
neighbors.=20
      <P>Nevertheless Israel endures water shortages and has suffered =
greviously=20
      from a drought that has reduced the Sea of Galilee, which contains =
35% of=20
      all of Israel=92s potable water to dangerous levels.=20
      <P>All of which makes the recent decision of the Lebanese =
government to=20
      pump water from the Hatzbani, a tributary of the Jordan, a bitter =
source=20
      of contention between the two countries. While Lebanon has claimed =
that=20
      its consumption of water from the Wazzani Springs will drain only =
a small=20
      faction of its total flow, Israel, unsurprisingly, regards such =
pumping as=20
      a dangerous precedent that it cannot tolerate. Short of a peace =
treaty=20
      that governs the riparian rights and responsibilities of all the =
countries=20
      in the area, Israel has always felt it must enforce control of its =
water=20
      supply. Failure to do so can be a perilous mistake in a region =
given to=20
      the sudden eruption of war.=20
      <P>Yet a peace treaty is precisely what all the states require for =
the=20
      sake of future water usage. That is because such treaties can and =
do work.=20
      In October 1994, Israel and Jordan signed a peace treaty with =
Israel=20
      which, among other things, laid out a framework for the =
distribution of=20
      water from the Jordan River =96 a water source they both share. =
Several=20
      months even before the treaty was signed, Israel began to =
distribute water=20
      to Jordan in recognition of that country=92s extreme water =
shortages.=20
      Subsequent agreements guaranteed Jordan the annual delivery of 50 =
million=20
      cubic meters of water, an obligation that Israel, despite its own=20
      shortages, has faithfully fulfilled. Agreements on the =
construction of=20
      dams and water desalination plants were also contemplated by the =
treaties,=20
      a breakthrough in regional cooperation that should have been a =
precursor=20
      of agreements with all of Israel=92s neighbors.=20
      <P>But even the desperate water problems of the region have not =
been=20
      enough to coerce Israel=92s other adversaries into serious =
contemplation of=20
      a treaty =96 even one limited to water rights. Successive Israeli=20
      governments have been willing to come to terms with both Syria and =
Lebanon=20
      over water issues, with the Barak government drawing up an =
extensive plan=20
      to share its water resources and technology with those countries. =
But all=20
      such efforts have been stonewalled by hard line positions over =
territory.=20
      <P>Not that a country such as Syria has that much choice. In =
Damascus a=20
      water system designed for a population of one million is servicing =
a=20
      population of four million that is growing at an annual rate of =
eight per=20
      cent. To compensate for the excess demand, ground water sources =
are being=20
      exploited without regard to conservation. Until recently, waste =
management=20
      was virtually nonexistent, with sewage dumped untreated into =
surface water=20
      in many Syrian cities.=20
      <P>The situation becomes even more hazardous when issues of global =
warming=20
      and pollution are factored into the equation. A recent study, =
cited in the=20
      journal Science, claims that fine particles produced by pollution =
in=20
      industrialized countries have gathered in the upper atmosphere =
over the=20
      Mediterranean. This, claims the study, is having a devastating =
impact on=20
      weather patterns in the region and could mean years of drought. It =
also=20
      should not be forgotten that international law compels upstream =
states to=20
      take into account the needs of downstream states and even to =
secure their=20
      approval of any project that may adversely affect them. For some =
that=20
      argument might seem like just plain common sense. But sadly in the =
Middle=20
      East, no principle of international law, bad environmental news or =
even=20
      the desperate needs of populations, seems likely to shatter the =
formidable=20
      dam of resistance, erected by Arab states, to reconciliation with =
the=20
      despised Jewish state.=20
      <P>And yet the day is fast approaching when the spigot on the Arab =
side of=20
      the border will run dry. When that happens, Syria and Lebanon may =
well=20
      find the need to go to war. But by that time , there may not be =
enough=20
      water available to even cool the radiators in their military =
vehicles, let=20
      alone fill the canisters of their under-manned and under-motivated =
troops.=20

      to restart the Middle East peace process, political analysts say.=20
      <P>Even if Israel heads to early elections instead, which would =
mean a=20
      delay of at least three months, the American-led efforts to get =
Israelis=20
      and Palestinians to agree to a "road map" to a final peace =
arrangement=20
      would be threatened.=20
      <P>Sharon's new partners in a right-wing coalition government =
would likely=20
      object to many of the American plan's provisions granting further=20
      concessions to the Palestinians, including a freeze on settlements =
and=20
      further Israeli troop withdrawals.=20
      <P>Former Tourism Minister MK Benyamin (Benny) Elon (National=20
      Union/Yisrael Beiteinu), whose seven-member right-wing faction may =
join=20
      Sharon to give his coalition a Knesset majority, said the =
government=20
      should now adopt a more hardline platform. "We have to exploit the =
coming=20
      year to do things that he (Sharon) wanted to do but didn't succeed =
to do,"=20
      Elon told Israel Radio.=20
      <P>Some analysts believe that the Israeli political situation has=20
      effectively put the "road map" on hold. ''A policy that's already=20
      sleepwalking can now go back to bed,'' said Stephen Cohen, a =
scholar with=20
      the Israel Policy Forum.=20
      <H4>United States is focused primarily on Iraq </H4>White House =
spokesman=20
      Ari Fleischer refused to comment on yesterday's developments. =
''The United=20
      States views the events in Israel as part of Israel's internal =
democratic=20
      process, and we have no comment beyond that,'' he said.=20

      friend than the United States," Ari Fleischer scolded last year, =

      Ariel Sharon failed to express sufficient gratitude over US =
pressure to go=20
      easy on genocidal lunatics. More recently, we angrily pressed the =
Israelis=20
      to allow 20 child killers, holed up with Yasser Arafat, to escape =
to=20
      murder another day.=20
      <P>In truth, Israel is as much our protector as the other way =
around. We=20
      provide that country with aid, to be sure, but it more than =
reciprocates=20
      in intelligence and sheer military muscle. Israel mans the front =
against=20
      some of our most vicious enemies - Iran, Iraq, Syria and their =
terrorist=20
      proxies the Palestinian Authority and Hezbollah (The latter, =
operating=20
      just beyond the northern border of Israel and in league with =
al-Qaeda and=20
      the PA, has murdered nearly 300 Americans - until 9/11 more than =
any other=20
      terrorist group in the world).=20
      <P>When "allies" like France and Germany denounce us for pursuing =
the=20
      removal of Saddam Hussein, Israel unwaveringly stands by our side. =
Even=20
      dovish Foreign Minister Shimon Peres recently described Israel as =
a "loyal=20
      soldier" for the US against Iraq. And, unlike in Britain, the =
majority of=20
      the Israeli public extends us its support as well.=20
      <P>Now and then, in passing, we actually express some gratitude. =
President=20
      Bush once said that the United States and Israel have a "special=20
      relationship." Dick Cheney added that the "two countries are full =
partners=20
      in the cause of defeating this threat to the civilized world." But =
if so,=20
      why is our "partner" never welcome to join us in battle? We'll =
fight=20
      alongside Canadians, Brits, Norwegians - just about anyone except =
Israelis=20
      (Is that what makes our relationship "special"?). In recent weeks, =
over=20
      1,000 US Special Ops have been training in Jordan with troops from =
Jordan,=20
      Oman and Kuwait. Yet, as in Gulf War I and in Afghanistan, we =
intend in=20
      Gulf War II to make Israel a pariah. Even if they're attacked we =
don't=20
      want them involved in Iraq, for fear of offending the Arabs=20
      (Interestingly, we don't worry that involving the Arabs might lose =
us the=20
      support of Israel). This is a profound insult. As the Jerusalem =
Post=20
      wrote, "the only nation that does not have a right to defend =
itself is a=20
      state that has no right to exist."=20
      <P>Of course, if we were ready to forcefully acknowledge that =
right, we'd=20
      have our embassy in Israel's capital - as we do in all of the =
other=20
      countries with whom we have diplomatic relations. As a candidate =
for=20
      president, George W. Bush promised to, at long last, move our =
embassy from=20
      Tel Aviv pursuant to the 1995 Jerusalem Embassy Act. Once in =
office,=20
      though, he instead invoked successive waivers of the law just as =
Bill=20
      Clinton had done before him. When Congress recently passed another =
law,=20
      which requires the United States to at least identify Jerusalem as =

      Israel's capital in our official documents, Bush made clear that =
he won't=20
      implement that one either.=20
      <P>Our official, unseemly propensity to accede to the world's=20
      characterization of Israel as barely legitimate filters down into =
our=20
      deepest thinking, even finding inadvertent expression by op-ed =
pundits and=20
      news writers who have no consciously hostile intent toward the =
Jewish=20
      state.=20
      <P>Regarding 9/11, for instance, Andrew Sullivan wrote that of all =
foreign=20
      leaders, British Prime Minister Tony Blair is "the one figure who =
seemed=20
      genuinely to understand the gravity of what had happened." Really? =
Ariel=20
      Sharon, unacquainted with terrorism, had no clue? That's =
undoubtedly not=20
      what Sullivan meant to imply. But how easily an ally we habitually =
treat=20
      as invisible can just slip our minds.=20
      <P>As when the Associated Press wrote that "British Prime Minister =
Tony=20
      Blair has been Bush's main ally on Iraq."=20
      <P>Or when the editors of the National Review Online listed US =
allies=20
      offering support against Iraq, naming Turkey, Qatar, Kuwait, Oman =
and=20
      Britain - but not Israel.=20
      <P>Armaud de Borchgrave, in the Washington Times, wrote that there =
"are=20
      only two countries in the Middle East" where Americans are popular =
among=20
      the masses - Iran and Iraq.=20
      <P>Maybe he meant only two Muslim countries. Or maybe, in a =
momentary=20
      lapse, he just imagined the Middle East sans a certain democratic =
state=20
      whose name, in a perverse deference to enemies, we tend to whisper =
