      1.   STOP FEEDING SAND TO HORSES=20

      An old joke tells of a man who decided to save money by training =
his horse to eat sand. Each day he would add a little more sand to the =
feed, in the hopes that eventually the horse would be able to survive on =
a diet consisting only of sand. Unfortunately, just as the experiment =
was nearing the end, the horse unexpectedly died, and the experiment =
came to a halt. The farmer never found out if the horse could survive on =
sand or not.=20

      What is funny about the joke, of course, is that the farmer never =
realized that the only thing that killed his horse was the sand that he =
kept feeding it. He still thinks that if he had had better luck, a =
healthier horse, he could have succeeded in training him horse to eat =
sand. And who knows, he may have gone to look for another horse to try =
his experiment again in hopes of succeeded this time. Some people never =
learn.=20

      Well, that farmer is still around. In fact there are an awful lot =
of people today who think that it was just an unfortunate accident that =
the peace process between Israel and Yasser Arafat=92s Palestinian =
Authority met its untimely death two years ago. They don=92t seem to =
realize that the death of the peace process was just the natural result =
of an experiment that was stupid to begin with.=20

      The idea was based on the baseless assumption that the =
Palestinians are interested in living peacefully in an independent =
state. That has never been the case and it is not the case today. The =
PLO is not called the Palestinian Liberation Army. It is not devoted to =
the liberation of the Palestinian people (who did not even have an =
independent identity at the time the PLO was founded in 1964). It is =
called the Palestine Liberation Organization, and its goal is not to =
free the Palestinians, but rather to free Palestinian land from the =
oppressive presence of non-Arab, non-Muslim people.=20

      If the Palestinians were interested in their own state, they would =
have rejoiced at the fact that Israel also wants them to have their own =
state. Why, if that were the goal, there would be no conflict at all. =
Instead of violating all the terms of the agreements that aimed at =
crating such a state, the Palestinians would have been very careful to =
fulfill them, knowing that by fulfilling these agreements, they would be =
guaranteed their own state. If they had behaved peaceably during the =
past nine years since the signing of the Oslo agreements, they would =
surely have a state by now.=20

      Many foreign observers who notice these facts are perplexed. They =
seem to think that the Palestinian leadership has failed to achieve its =
own goals. Even more perplexing, the Palestinian people do not seem to =
criticize their leadership for this supposed failure. They criticize the =
corruption; they criticize cooperation with Israel; but they do not =
complain about the fact that the Palestinian leadership has failed to =
create a Palestinian state, despite the fact that the Israelis, the =
Americans, the Europeans, and everyone else in the world wants them to =
have one already. What in the world is going on?=20

      The fact is that the Palestinians are not as uninformed as it =
would seem. They do not blame their leadership for not creating a state =
because their goal is not to create a state. It is fun to pretend that =
that is their goal, just as it is fun to pretend that there is no =
connection between Islam and the wave of terrorism that has begun to =
plague the world. It is fun to pretend, but it is not a very realistic =
approach.=20

      The fact is that the goal of the Palestinians, as well as their =
Muslims brothers and sisters, is to free Palestine from the infidels. It =
has already been virtually freed of Christians. The Christian =
communities of Lebanon and Israel have been decimated. The Arab =
Christians that remain find it prudent to pretend that they love being =
oppressed by their Muslim neighbors. Any complaints could be fatal to =
their health. But most of them have fled already. And the Jews of Israel =
are next on the list.=20

      In this situation, offering arms, territory and money to the =
Palestinian leadership, in the hopes of achieving peace, is about as =
intelligent as feeding sand to a horse in order to save money. Providing =
these resources will not bring peace, it will only provide a greater and =
greater incentive for acts of violence. War is always a psychological =
matter. But this is especially the case in the current conflict, where =
Palestinian hopes and expectations of expelling the infidels has risen =
to such heights of ecstasy that young men and women are lining up for =
suicide missions. The only way to overcome that psychology is not by =
providing resources, but by taking the kind of measures that would bring =
these fantasies to an end.=20

      But that is not what anyone is trying to do. On the contrary, =
world leaders today seem to be convinced that the road to peace still =
runs through Oslo. It means negotiations, concessions, and the provision =
of material resources. That=92s like feeding sand to a horse.=20

      2.   PAYING FOR TERRORISM=20

      Yasser Arafat's Palestinian Authority has systemically diverted =
funds donated for the development of the Palestinian state to fund =
terrorism. "Where is the Money Going?" an independent study by the New =
York-based Center for the Study of Corruption and the Rule of Law, to be =
released in Brussels today by B'nai Brith Europe, documents how this =
diversion works.=20

      Since the signing of the Oslo Accords in 1993, the international =
community has donated approximately $5 billion to the Palestinian =
Authority. The European Union alone has donated approximately euro1.4 =
billion during that time, including grants to United Nations Relief and =
Work Agency. Since the start of the Palestinian Authority's campaign of =
violence against Israel in September 2000, the EU has transferred at =
least euro330 million to the Palestinian territories.=20

      The ways in which the EU aid was disbursed by the PA is critical. =
The EU insists that its aid is subject to extremely stringent =
conditions. On June 19, External Relations Commissioner Chris Patten =
told the European Parliament Foreign Affairs Committee that he takes =
"any allegation regarding misuse of funds extremely seriously." Mr. =
Patten also maintained that "EU assistance has clear conditions attached =
to it and is closely monitored. In order to avoid any risk of possible =
misuse the monthly payments are monitored by the IMF at the Commission's =
request."=20

      That last part at least has been thrown into doubt by a =
representative of the International Monetary Fund -- upon whom the EU =
relies to monitor the aid it gives and who stated categorically on April =
8, at an IMF staff meeting, "The IMF does not monitor foreign assistance =
to the Palestinian Authority. It simply provides the EU with information =
about broad developments related to its budget. It does not monitor or =
control every item in the budget."=20

      As the report we're releasing today, and which I authored, makes =
clear, PA documents themselves make clear that diversion takes place. =
Specifically, on Sept. 19, 2001 Arafat approved the payment of $600 to =
known terrorists, such as Ziad Muhammad Da'as, who commanded the Jan. 18 =
murderous attack during the Bat-Mitzvah party in Hadera. Another $2,500 =
was allocated to Hussein Al-Sheikh, a senior Fatah official in the West =
Bank to pay three Fatah/Tanzim members also involved in the Hadera =
murders.=20

      Another PA document shows Arafat's comments on the margins of a =
Nov. 7 PA request allocating $350 dollars each to 24 Fatah members, =
including Atef Abayat, who headed the main terrorist cell in the =
Bethlehem area. Not only did Arafat fund Abayat's terrorism, but =
following his death, Arafat authorized a payment of $800 to his family.=20

      Overall, the report shows there's little reason to believe that =
Arafat would have changed his position on monitoring from the one he set =
out in 1994. "I refused and I will never accept!" Arafat said then of =
conditions imposed for economic aid. "I completely refuse any controls =
by anybody on the Palestinian Autonomy, except the Palestinians =
themselves. We didn't finish military occupation to get economic =
occupation."=20

      Since April 2001, the Arab states have been transferring $45 =
million a month to the PA, raising their contribution to $55 million per =
month in April 2002. The EU contribution seems paltry by comparison, but =
it is still hefty at euro10 million a month since June 2001 to cover PA =
salary expenses.=20

      The PA gets around regulations by maintaining a double reporting =
system for its salaries. It also performs exchange rate fraud and keeps =
the difference. Even when EU money does go directly to pay for PA =
salaries, the PA deducts a "Fatah membership fee" of between 1.5% and 2% =
of salaries paid to its security forces. Let's not forget that the al =
Aqsa Martyrs Brigades and Tanzim are part of Fatah. The PA recruits and =
employs Fatah activists, including al Aqsa Martyrs Brigades and Tanzim =
members.=20

      The EU denies especially this last part, claiming "there is no =
evidence that any person involved in terror attacks has actually been =
recruited into the PA security services." Yet, documents from the PA =
itself show that it pays $640,000 to $1 million per month in salaries to =
Fatah terrorists.=20

      The PA documents identify some of them by name. There is a Jan. 20 =
letter by Marwan Barghouti, the former head of Fatah/Tanzim, and an =
April 5, 2001 letter by Fa'ak Kana'an, Head of Fatah in Tulkarm, =
requesting that Arafat approve putting Fatah activists and other persons =
known to be involved in terrorism on the PA security apparatus payroll, =
and to reward them for their attacks on Israelis. These letters are =
addressed to Arafat, and include his approval and his comments in his =
own handwriting.=20

      Despite all the evidence, the EU seems to argue that it will only =
accept that euros fund terrorism if there are mechanisms to identify how =
each individual euro is spent. But money is fungible, and since the EU =
gave direct funding toward PA salaries, the EU is responsible for the =
money that the PA allocated to fund terrorism.=20

      In light of this overwhelming evidence, there is currently an =
initiative in the European Parliament to form a committee of inquiry =
into EU aid to the PA. The proposal has not received enough signatures =
to go into effect. Only time will tell if the European Parliament as a =
whole will acknowledge the strong evidence of serious violations of EU =
law and misuse of European tax payers' money.=20

      3.   HOPEFUL DISPATCHES FROM ISRAEL=20

      A wise person once said, "Hope sees the invisible, feels the =
intangible and achieves the impossible." I never realized how true that =
was until I visited Israel recently on behalf of the Schneider Children =
Hospital in Petach Tikva, which treats both Arab and Jewish Israelis. =
Although most Israelis seem resigned to a continuing struggle with =
terrorism, they remain resolute and have not lost hope of an eventual =
settlement based on both sides compromising.=20

      This was borne out as I spoke not only to Israeli leaders, =
including Prime Minister Ariel Sharon and Foreign Minister Shimon Peres, =
but also with everyday people -- doctors and patients of the hospital, =
professors and students at the Hebrew University in Jerusalem, young =
officers from Israeli Defense Forces counterterrorism units, and =
hard-working entrepreneurs -- Jews and Arabs alike.=20

      For most Israelis, this war is about how Yassar Arafat and the PLO =
have poisoned the Palestinian society and the climate for negotiations =
with Israel -- inciting violence in mosques, teaching hatred in schools =
and glorifying suicide bombers on television. People echoed the belief =
that peace is not possible as long as Arafat is in power, and in the =
meantime their focus is on defending themselves from Iranian-aided Hamas =
terrorists whose goal is to destroy Israel.=20

      Despite this somber assessment of the near-term prospects for =
peace, I was struck by how many people I met refused to give up on their =
common humanity with their neighbors. You may have read about Yasmin, a =
7-year-old Palestinian girl who received a kidney from a young =
19-year-old Jewish boy, Joni, who had been killed in a suicide bombing. =
The transplant was performed at the Schneider Children's Hospital.=20

      We visited Yasmin and her mother. As doctors, journalists and =
members of the mission crowded around her, she ignored the commotion and =
focused on her coloring book, unaware of the symbolism of her life saved =
by the savage ending of another. The doctors told me that organ =
transplants between Jewish and Arab children are quite common.=20

      A third of the children treated at the Schneider Hospital are =
Arab. The majority are Israeli citizens, but the hospital also treats =
Palestinian and Jordanian children. When Irving Schneider and his late =
wife Helen, of New York, first conceived of the hospital, they wanted to =
start something that would have a broader ripple effect on Israeli =
society and the region. Their vision is conveyed in the hospital's =
cornerstone: "This hospital, dedicated to the inherent right of every =
child to live a healthy life in a peaceful world, will stand as a =
'bridge to peace,' linking this nation to its many neighbors."=20

      Before violence erupted in 2000, the hospital was working jointly =
with doctors in the Palestinian Authority. Since then, the hospital has =
launched a first-in-kind health initiative with Jordan that reaches into =
Israeli and Jordanian Arab villages.=20

      Walking around the hospital, we saw Orthodox Jews and devout =
Muslims, secular Jews, Christian Arabs, whose children slept and played =
in the same rooms, brought together by the shared experience of caring =
for a sick child.=20

      It was especially painful to meet children who had been injured in =
terrorist attacks: Roni, 2 /12 years old, all blond curls and smiles, =
whose stomach was ripped open by a bomb at a pizza parlor. Shira, 15, =
injured in the same attack, from whose heart a 3-inch steel nail was =
miraculously removed. Shai, a teenager on his way to school when a =
stranger approached him and blew himself up. Lior, 15, and his sister =
Rahel, 16, injured in the same attack.=20

      Lior survived the nail in his neck and the shrapnel in his =
stomach. Rahel did not make it. Her artery had been severed; her body =
was severely burned. Rahel's organs were donated. They could have gone =
to any child, Jewish or Arab; the waiting list is anonymous.=20

      Rahel's mother told us about the care she received: "My daughter =
was unconscious and unaware, the doctors and nurses knew that she wasn't =
going to make it, but they took such good care of her." This contrast =
between the senseless killing outside the hospital and the indefatigable =
efforts inside to cherish and save every life was striking.=20

      An old Arab proverb holds that "He who has hope has everything," =
and that truth is borne out every day in Israel, where a stubborn =
refusal to give in to hatred keeps the flame of hope burning brightly. I =
fear the same cannot be said among Palestinians living in disputed =
territories. Most have lost hope and feel they have nothing. Indeed, =
hope is anathema to the current batch of too many Palestinian leaders =
who thrive on despair, fear and hatred.=20

      Without hope among Palestinians, there will be no peace in the =
Middle East, and until a new generation of Palestinian leaders emerges =
that is willing to break with the past, there will be no hope. Still, I =
came away optimistic, and the reason why is illustrated by a =
conversation I had with an IDF soldier who patrols and fights in the =
territories. He told me he was amazed at how often Palestinians invite =
him into their homes and offer him a cup of coffee. I believe the =
Palestinian people are prepared to live in peace, and although we cannot =
choose their leaders, I believe the United States and Europe can help =
restore hope and pave the way for a new Palestinian leadership by making =
it unambiguously clear that we stand ready to provide a 21st-century =
Marshall Plan of trade and aid for the Middle East the instant a peace =
agreement is signed and both sides are living in democratically elected =
homelands.=20

      4.   C'EST DOMMAGE =20
      National Post - October 21, 2002=20

      A French journalist was thrown out because he worked for a Jewish =
magazine. The spiritual leader of Hezbollah -- the terrorist =
organization par excellence -- sat comfortably in his front-row seat as =
half a dozen leaders paraded up to the podium to praise "diversity." =
Prime Minister Jean Chr=E9tien enthusiastically shook the hand of =
Lebanon's President after he delivered a tirade against Israel, calling =
its occupation of Palestinian territory the "most perverse" form of =
terrorism. And a final communiqu=E9 was signed by Canada and others that =
reportedly endorse the "land-for-peace" proposal that came out of the =
Arab Summit in March -- a Saudi Arabian scheme that would see millions =
of Palestinians and their descendants sent to Israel's core pre-1967 =
land mass, effectively destroying the Jewish state from within. Another =
year, another Francophonie Summit.=20

      Democracy is the weak link in the 56 full and observer members of =
la Francophonie. Member states such as Burundi and Togo, for example, =
provide Amnesty International with a steady stream of horrifying human =
rights violations. Despite Canada having little in common (we hope) with =
this crowd, the yearly assemblage of world-class autocrats and their =
nasty friends is annually subsidized by Canadian taxpayers to the tune =
of nearly $50-million.=20

      Recall the 1999 Francophonie Summit in Moncton, N.B. Canada, to =
its shame, granted full diplomatic immunity to the leaders attending the =
summit to protect some from extradition for crimes against humanity. =
Having little to fear from Canada or other fellow members, a Congolese =
official attacked demonstrators with his belt. Our government remained =
silent.=20

      In Beirut over the weekend, where this year's summit was held, Mr. =
Chr=E9tien's equivocation between Israel's efforts to defend itself from =
attack and the terrorists who continue to kill Israeli citizens was a =
disgrace. "The violence on both sides must stop," lectured our Prime =
Minister when pressed by reporters. "Call violence by one name or =
another, for me it's violence."=20

      Our membership in la Francophonie has always been questionable, =
given the poor company we keep and the very distant historical ties =
Canada has to France, which spearheaded the creation of la Francophonie =
in the 1980s as a reactionary measure to the spread of English and the =
popularity of American films, music and television programs. The merits =
of continuing our membership grow all the more tenuous when our Prime =
Minister begins parroting the sentiments of autocrats and turning a =
blind eye to their actions. This will do nothing to help Canada's =
standing in the world, nor the cause of multilateralism to which the =
Liberal party has pinned much of our foreign policy.=20

      Canada's membership in la Francophonie might be justified if we =
were using our position to promote democracy among member states, and =
lecturing them about human rights abuses and the rule of law in the same =
righteous tones we've employed against the current U.S. administration =
on such issues as land mines and the International Criminal Court. As it =
stands, the Francophonie is a disgrace, and we should be ashamed to have =
any part in it. Canada should make it known that it will rescind its =
membership absent serious reforms. Direct relations and aid to =
francophone countries where democracy and good governance are taken =
seriously would be a far preferable policy.=20

      5.   WHY WE LIVE IN ISRAEL=20

      Two weeks ago Sgt. Ari Yehoshua Weiss, 21, the son of American =
immigrants Rabbi Stewart and Susie Weiss from Ra=92anana, was killed in =
Nablus. I had met Susie and Stewart just a few weeks earlier, when they =
invited me to speak in Ra=92anana at the outreach center where Stuart is =
the rabbi. I spoke about losing my son Koby to terrorism a year =
ago=97how the pain is staggering but with enough support and love from =
others, you can go on and find meaning in the tragedy.=20

      At Ari=92s funeral, Stewart explained that Ari was named after the =
lion because he and Susie wanted him to be a strong courageous person, =
and Yehoshua because they wanted him to be a leader. His parents chose =
his name so that the initials of his first and middle name formed the =
initials of Eretz Israel.=20

      At the shiva, [the weeklong mourning period], Susie told me that =
when I spoke in Ra=92anana, she thought she could relate to my pain. Now =
she knows that she had had no inkling. It is pain that you keep drowning =
in, over and over.=20

      All parents that make aliyah to Israel know that by coming here, =
they take the horrible risk of losing a child, of entering this pain. =
Before my husband and I made aliyah, Rabin and Arafat had their famous =
handshake and we naively hoped that maybe our sons would not have to go =
to war. Instead, my 13-year-old son Koby and his friend Yosef Ish-Ran =
were killed by terrorists, stoned to death in a cave near our home in =
Tekoa.=20

      We never thought it would happen to us though. Nobody does. You =
couldn=92t make aliyah if you thought that you would be the one.=20

      Still every new immigrant knows the risks, even before these past =
2 years of violence. And we still come. Why?=20

      Recently I spoke with a group of people from a synagogue in =
Florida who were on a solidarity mission to support Israel. One of the =
women explained that she=92d been to visit Israel last winter and in =
June and in September. I asked her why she came. She thought for a =
moment before replying that it was like =93visiting a sick relative in =
the hospital.=94=20

      That answer didn=92t sit well with me. Yes we are suffering. But =
regardless of the enormity and magnitude of the pain, we do not live in =
a hospital. No matter how bitter our experience, we aren=92t sick and =
neither are our kids. You can see the beauty of the children in this =
country and know that despite our perilous situation, we and our =
children thrive.=20

      One new immigrant told me that when she lived abroad she felt that =
life passed in front of her. Here she says, =93Life passes through =
me.=94=20

      If being Jewish is the deepest part of us, then living here feeds =
that part of ourselves. But there is a terrible and tragic price to pay =
for living here, for loving this country. No death of a child here is =
embraced. Our sacrifice is not one we seek or give willingly.=20

      The meaning of the word =91Israel=92 is=97=91he who struggles=92. =
By living here we are part of the struggle for the Jewish homeland. That =
struggle is as old as Jewish history. That struggle is not yet over. In =
this struggle, we need to remind ourselves of this: We brought our =
children here to live more fully, to love more, to give more--not to =
die, not to be killed.=20

      Susie and Stewart can teach us about this love. During the week of =
Rosh ha Shana, after speaking to Ari who was stationed in Nablus, and =
hearing he was hungry, Susie spontaneously organized local merchants and =
friends to donate a feast for the 35 boys in Ari=92s unit. In one day, =
she collected shwarma, and cartons of soda, and cookies, and enough food =
to feed an army, literally. Susie=92s love is what fed the boys in the =
army in Nablus that night.=20

      We cannot allow death to constrict our vision or limit our love. =
Ari can still lead us if we remember the real reason we moved here: just =
as the pain is greater here, so is the love.=20

      I have a correspondent who works for UBS, in Europe. UBS is the =
largest Swiss bank, owning Paine Webber and other companies. They=92ve =
just opened a new office in Bahrain, and an interesting invoice =
surfaced, from a German furniture company. I am in possession of a copy =
of that invoice. Stamped on it are the following words:=20

        =93We herewith confirm that [the] above-mentioned goods are not =
of Israeli origin, nor do they contain to any degree Israeli components, =
nor have they been imported from Israel.=94
      Lovely. My correspondent says, =93To sum it up: Fifty-seven years =
after Auschwitz, a Germany company (no less) issues a paper certifying =
that its products are Judenrein. Shouldn=92t there be some outrage? Or =

      <B>1. &nbsp;&nbsp;<A name=3D1>STOP FEEDING SAND TO HORSES</A></B>=20
      <P>Dr. Gabriel Danzig - Arutz Sheva - October 25, 2002=20
      <P><FONT face=3DArial color=3D#800000 size=3D+2>A</FONT>n old joke =
tells of a=20
      man who decided to save money by training his horse to eat sand. =
Each day=20
      he would add a little more sand to the feed, in the hopes that =
eventually=20
      the horse would be able to survive on a diet consisting only of =
sand.=20
      Unfortunately, just as the experiment was nearing the end, the =
horse=20
      unexpectedly died, and the experiment came to a halt. The farmer =
never=20
      found out if the horse could survive on sand or not.=20
      <P>What is funny about the joke, of course, is that the farmer =
never=20
      realized that the only thing that killed his horse was the sand =
that he=20
      kept feeding it. He still thinks that if he had had better luck, a =

      healthier horse, he could have succeeded in training him horse to =
eat=20
      sand. And who knows, he may have gone to look for another horse to =
try his=20
      experiment again in hopes of succeeded this time. Some people =
never learn.=20

      <P>Well, that farmer is still around. In fact there are an awful =
lot of=20
      people today who think that it was just an unfortunate accident =
that the=20
      peace process between Israel and Yasser Arafat=92s Palestinian =
Authority met=20
      its untimely death two years ago. They don=92t seem to realize =
that the=20
      death of the peace process was just the natural result of an =
experiment=20
      that was stupid to begin with.=20
      <P>The idea was based on the baseless assumption that the =
Palestinians are=20
      interested in living peacefully in an independent state. That has =
never=20
      been the case and it is not the case today. The PLO is not called =
the=20
      Palestinian Liberation Army. It is not devoted to the liberation =
of the=20
      Palestinian people (who did not even have an independent identity =
at the=20
      time the PLO was founded in 1964). It is called the Palestine =
Liberation=20
      Organization, and its goal is not to free the Palestinians, but =
rather to=20
      free Palestinian land from the oppressive presence of non-Arab, =
non-Muslim=20
      people.=20
      <P>If the Palestinians were interested in their own state, they =
would have=20
      rejoiced at the fact that Israel also wants them to have their own =
state.=20
      Why, if that were the goal, there would be no conflict at all. =
Instead of=20
      violating all the terms of the agreements that aimed at crating =
such a=20
      state, the Palestinians would have been very careful to fulfill =
them,=20
      knowing that by fulfilling these agreements, they would be =
guaranteed=20
      their own state. If they had behaved peaceably during the past =
nine years=20
      since the signing of the Oslo agreements, they would surely have a =
state=20
      by now.=20
      <P>Many foreign observers who notice these facts are perplexed. =
They seem=20
      to think that the Palestinian leadership has failed to achieve its =
own=20
      goals. Even more perplexing, the Palestinian people do not seem to =

      criticize their leadership for this supposed failure. They =
criticize the=20
      corruption; they criticize cooperation with Israel; but they do =
not=20
      complain about the fact that the Palestinian leadership has failed =
to=20
      create a Palestinian state, despite the fact that the Israelis, =
the=20
      Americans, the Europeans, and everyone else in the world wants =
them to=20
      have one already. What in the world is going on?=20
      <P>The fact is that the Palestinians are not as uninformed as it =
would=20
      seem. They do not blame their leadership for not creating a state =
because=20
      their goal is not to create a state. It is fun to pretend that =
that is=20
      their goal, just as it is fun to pretend that there is no =
connection=20
      between Islam and the wave of terrorism that has begun to plague =
the=20
      world. It is fun to pretend, but it is not a very realistic =
approach.=20
      <P>The fact is that the goal of the Palestinians, as well as their =
Muslims=20
      brothers and sisters, is to free Palestine from the infidels. It =
has=20
      already been virtually freed of Christians. The Christian =
communities of=20
      Lebanon and Israel have been decimated. The Arab Christians that =
remain=20
      find it prudent to pretend that they love being oppressed by their =
Muslim=20
      neighbors. Any complaints could be fatal to their health. But most =
of them=20
      have fled already. And the Jews of Israel are next on the list.=20
      <P>In this situation, offering arms, territory and money to the=20
      Palestinian leadership, in the hopes of achieving peace, is about =
as=20
      intelligent as feeding sand to a horse in order to save money. =
Providing=20
      these resources will not bring peace, it will only provide a =
greater and=20
      greater incentive for acts of violence. War is always a =
psychological=20
      matter. But this is especially the case in the current conflict, =
where=20
      Palestinian hopes and expectations of expelling the infidels has =
risen to=20
      such heights of ecstasy that young men and women are lining up for =
suicide=20
      missions. The only way to overcome that psychology is not by =
providing=20
      resources, but by taking the kind of measures that would bring =
these=20
      fantasies to an end.=20
      <P>But that is not what anyone is trying to do. On the contrary, =
world=20
      leaders today seem to be convinced that the road to peace still =
runs=20
      through Oslo. It means negotiations, concessions, and the =
provision of=20
      material resources. That=92s like feeding sand to a horse.=20
      <HR>

      <HR>
      <B>2. &nbsp;&nbsp;<A name=3D2>PAYING FOR TERRORISM</A></B>=20
      <P>By Rachel Ehrenfeld - Wall Street Journal Europe - October 23, =
2002=20
      <P><FONT color=3D#800000 size=3D+2>Y</FONT>asser Arafat's =
Palestinian=20
      Authority has systemically diverted funds donated for the =
development of=20
      the Palestinian state to fund terrorism. "Where is the Money =
Going?" an=20
      independent study by the New York-based Center for the Study of =
Corruption=20
      and the Rule of Law, to be released in Brussels today by B'nai =
Brith=20
      Europe, documents how this diversion works.=20
      <P>Since the signing of the Oslo Accords in 1993, the =
international=20
      community has donated approximately $5 billion to the Palestinian=20
      Authority. The European Union alone has donated approximately =
euro1.4=20
      billion during that time, including grants to United Nations =
Relief and=20
      Work Agency. Since the start of the Palestinian Authority's =
campaign of=20
      violence against Israel in September 2000, the EU has transferred =
at least=20
      euro330 million to the Palestinian territories.=20
      <P>The ways in which the EU aid was disbursed by the PA is =
critical. The=20
      EU insists that its aid is subject to extremely stringent =
conditions. On=20
      June 19, External Relations Commissioner Chris Patten told the =
European=20
      Parliament Foreign Affairs Committee that he takes "any allegation =

      regarding misuse of funds extremely seriously." Mr. Patten also =
maintained=20
      that "EU assistance has clear conditions attached to it and is =
closely=20
      monitored. In order to avoid any risk of possible misuse the =
monthly=20
      payments are monitored by the IMF at the Commission's request."=20
      <P>That last part at least has been thrown into doubt by a =
representative=20
      of the International Monetary Fund -- upon whom the EU relies to =
monitor=20
      the aid it gives and who stated categorically on April 8, at an =
IMF staff=20
      meeting, "The IMF does not monitor foreign assistance to the =
Palestinian=20
      Authority. It simply provides the EU with information about broad=20
      developments related to its budget. It does not monitor or control =
every=20
      item in the budget."=20
      <P>As the report we're releasing today, and which I authored, =
makes clear,=20
      PA documents themselves make clear that diversion takes place.=20
      Specifically, on Sept. 19, 2001 Arafat approved the payment of =
$600 to=20
      known terrorists, such as Ziad Muhammad Da'as, who commanded the =
Jan. 18=20
      murderous attack during the Bat-Mitzvah party in Hadera. Another =
$2,500=20
      was allocated to Hussein Al-Sheikh, a senior Fatah official in the =
West=20
      Bank to pay three Fatah/Tanzim members also involved in the Hadera =

      murders.=20
      <P>Another PA document shows Arafat's comments on the margins of a =
Nov. 7=20
      PA request allocating $350 dollars each to 24 Fatah members, =
including=20
      Atef Abayat, who headed the main terrorist cell in the Bethlehem =
area. Not=20
      only did Arafat fund Abayat's terrorism, but following his death, =
Arafat=20
      authorized a payment of $800 to his family.=20
      <P>Overall, the report shows there's little reason to believe that =
Arafat=20
      would have changed his position on monitoring from the one he set =
out in=20
      1994. "I refused and I will never accept!" Arafat said then of =
conditions=20
      imposed for economic aid. "I completely refuse any controls by =
anybody on=20
      the Palestinian Autonomy, except the Palestinians themselves. We =
didn't=20
      finish military occupation to get economic occupation."=20
      <P>Since April 2001, the Arab states have been transferring $45 =
million a=20
      month to the PA, raising their contribution to $55 million per =
month in=20
      April 2002. The EU contribution seems paltry by comparison, but it =
is=20
      still hefty at euro10 million a month since June 2001 to cover PA =
salary=20
      expenses.=20
      <P>The PA gets around regulations by maintaining a double =
reporting system=20
      for its salaries. It also performs exchange rate fraud and keeps =
the=20
      difference. Even when EU money does go directly to pay for PA =
salaries,=20
      the PA deducts a "Fatah membership fee" of between 1.5% and 2% of =
salaries=20
      paid to its security forces. Let's not forget that the al Aqsa =
Martyrs=20
      Brigades and Tanzim are part of Fatah. The PA recruits and employs =
Fatah=20
      activists, including al Aqsa Martyrs Brigades and Tanzim members.=20
      <P>The EU denies especially this last part, claiming "there is no =
evidence=20
      that any person involved in terror attacks has actually been =
recruited=20
      into the PA security services." Yet, documents from the PA itself =
show=20
      that it pays $640,000 to $1 million per month in salaries to Fatah =

      terrorists.=20
      <P>The PA documents identify some of them by name. There is a Jan. =
20=20
      letter by Marwan Barghouti, the former head of Fatah/Tanzim, and =
an April=20
      5, 2001 letter by Fa'ak Kana'an, Head of Fatah in Tulkarm, =
requesting that=20
      Arafat approve putting Fatah activists and other persons known to =
be=20
      involved in terrorism on the PA security apparatus payroll, and to =
reward=20
      them for their attacks on Israelis. These letters are addressed to =
Arafat,=20
      and include his approval and his comments in his own handwriting.=20
      <P>Despite all the evidence, the EU seems to argue that it will =
only=20
      accept that euros fund terrorism if there are mechanisms to =
identify how=20
      each individual euro is spent. But money is fungible, and since =
the EU=20
      gave direct funding toward PA salaries, the EU is responsible for =
the=20
      money that the PA allocated to fund terrorism.=20
      <P>In light of this overwhelming evidence, there is currently an=20
      initiative in the European Parliament to form a committee of =
inquiry into=20
      EU aid to the PA. The proposal has not received enough signatures =
to go=20
      into effect. Only time will tell if the European Parliament as a =
whole=20
      will acknowledge the strong evidence of serious violations of EU =
law and=20
      misuse of European tax payers' money.=20
      <HR>

      size=3D+2><STRONG>A</STRONG></FONT> wise person once said, "Hope =
sees the=20
      invisible, feels the intangible and achieves the impossible." I =
never=20
      realized how true that was until I visited Israel recently on =
behalf of=20
      the Schneider Children Hospital in Petach Tikva, which treats both =
Arab=20
      and Jewish Israelis. Although most Israelis seem resigned to a =
continuing=20
      struggle with terrorism, they remain resolute and have not lost =
hope of an=20
      eventual settlement based on both sides compromising.=20
      <P>This was borne out as I spoke not only to Israeli leaders, =
including=20
      Prime Minister Ariel Sharon and Foreign Minister Shimon Peres, but =
also=20
      with everyday people -- doctors and patients of the hospital, =
professors=20
      and students at the Hebrew University in Jerusalem, young officers =
from=20
      Israeli Defense Forces counterterrorism units, and hard-working=20
      entrepreneurs -- Jews and Arabs alike.=20
      <P>For most Israelis, this war is about how Yassar Arafat and the =
PLO have=20
      poisoned the Palestinian society and the climate for negotiations =
with=20
      Israel -- inciting violence in mosques, teaching hatred in schools =
and=20
      glorifying suicide bombers on television. People echoed the belief =
that=20
      peace is not possible as long as Arafat is in power, and in the =
meantime=20
      their focus is on defending themselves from Iranian-aided Hamas =
terrorists=20
      whose goal is to destroy Israel.=20
      <P>Despite this somber assessment of the near-term prospects for =
peace, I=20
      was struck by how many people I met refused to give up on their =
common=20
      humanity with their neighbors. You may have read about Yasmin, a=20
      7-year-old Palestinian girl who received a kidney from a young =
19-year-old=20
      Jewish boy, Joni, who had been killed in a suicide bombing. The =
transplant=20
      was performed at the Schneider Children's Hospital.=20
      <P>We visited Yasmin and her mother. As doctors, journalists and =
members=20
      of the mission crowded around her, she ignored the commotion and =
focused=20
      on her coloring book, unaware of the symbolism of her life saved =
by the=20
      savage ending of another. The doctors told me that organ =
transplants=20
      between Jewish and Arab children are quite common.=20
      <P>A third of the children treated at the Schneider Hospital are =
Arab. The=20
      majority are Israeli citizens, but the hospital also treats =
Palestinian=20
      and Jordanian children. When Irving Schneider and his late wife =
Helen, of=20
      New York, first conceived of the hospital, they wanted to start =
something=20
      that would have a broader ripple effect on Israeli society and the =
region.=20
      Their vision is conveyed in the hospital's cornerstone: "This =
hospital,=20
      dedicated to the inherent right of every child to live a healthy =
life in a=20
      peaceful world, will stand as a 'bridge to peace,' linking this =
nation to=20
      its many neighbors."=20
      <P>Before violence erupted in 2000, the hospital was working =
jointly with=20
      doctors in the Palestinian Authority. Since then, the hospital has =

      launched a first-in-kind health initiative with Jordan that =
reaches into=20
      Israeli and Jordanian Arab villages.=20
      <P>Walking around the hospital, we saw Orthodox Jews and devout =
Muslims,=20
      secular Jews, Christian Arabs, whose children slept and played in =
the same=20
      rooms, brought together by the shared experience of caring for a =
sick=20
      child.=20
      <P>It was especially painful to meet children who had been injured =
in=20
      terrorist attacks: Roni, 2 /12 years old, all blond curls and =
smiles,=20

      spoke about losing my son Koby to terrorism a year ago=97how the =

      staggering but with enough support and love from others, you can =
go on and=20
      find meaning in the tragedy.=20
      <P>At Ari=92s funeral, Stewart explained that Ari was named after =

      because he and Susie wanted him to be a strong courageous person, =

      Yehoshua because they wanted him to be a leader. His parents chose =

      know that despite our perilous situation, we and our children =

      <P>One new immigrant told me that when she lived abroad she felt =

      passed in front of her. Here she says, =93Life passes through =

      <P>If being Jewish is the deepest part of us, then living here =
feeds that=20
      part of ourselves. But there is a terrible and tragic price to pay =

      living here, for loving this country. No death of a child here is=20
      embraced. Our sacrifice is not one we seek or give willingly.=20
