     1.   NOW, INVESTIGATE UNRWA

Israel Minister of Defense and Labor Party leader
Binyamin Ben Eliezer once declared that the Arab refugee
camps in Judea, Samaria and Gaza represent a haven for
killers and a threat to the security of all Israeli
citizens. Not a day goes by that we do not hear about
these refugee camps:

* suicide bombers who come from refugee camps;
* killers who take asylum in refugee camps;
* mortars that are fired from refugee camps;
* food warehouses in refugee camps that have been
  transformed into storage bins for artillery shells,
  ammunition and mortar rounds;
* Al Quaeda squads which are based in refugee camps;
* refugee camps which organize official celebrations
  in honor of their recently-martyred suicide bombers.

Who runs these refugee camps? There is one entity with
absolute authority over Palestinian refugee camps. It is
not the PLO, not the Palestinian Authority, not Hamas,
Islamic Jihad or any other Arab entity. The agency
which runs these refugee camps is none other than UNRWA,
the United Nations Relief and Works Agency. This body
was established by the UN after the 1948 War of
Independence, with a mandate to administer
“temporary shelters” until such time as the refugees
earned/won/were granted the right to return to the
homes and villages they had fled in 1948 - even if
those villages no longer existed.

UNRWA, therefore, remains the only refugee agency in
the world whose apparent purpose is to perpetuate the
status of refugees as refugees. Indeed, the official
curriculum of the free UNRWA education system is
based on the idea that refugees must remain refugees
until such time as they are repatriated to their
homes. Peter Hanson, the Danish-born Director of
UNRWA, explains that "the right of return" remains
the motto of UNRWA. It is also the cause that
unites all of the Palestinian people.

Sammy Messhassha, Head of Public Affairs for UNRWA
in Jerusalem, acknowledges the fact that thousands of
armed Palestinian Authority security personnel make
their homes in UNRWA camps. UNRWA does not object to
such a phenomenon, according to Messhassha.

Furthermore, Palestinian Authority media analyst
Ghassan Khatib remarked to CNN, in a February 2000
interview, that every young man in the UNRWA-run
Balata refugee camp now has his own personal firearm.
How is that possible? Each UNRWA camp hosts a local
steering committee, in charge of distributing the
funds received as charitable donations from relief
organizations and donor countries around the world.
It is that committee that decides whether to provide
food rations or weapons with the money at their
disposal. Thus, UNRWA food storage bins are turned
into ammunition dumps to supply Palestinian gunmen.

UNRWA is now issuing urgent memos for donor nations
to allocate funds for its use. In light of the
evidence of PA misappropriation, will the nations
and organizations that contribute so generously to
UNRWA - including the United States, Canada, the
European Union and even Israel - now demand that
UNRWA dissolve these hotbeds of terrorism masquerading
as refugee camps? The UNRWA donor nations need to ask
one question, with apologies to Pete Seeger:

     2.    LETTER FROM THE BALCONY

I can't sleep tonight. It is a rainy, gloomy night in Basel,
Switzerland. I have just seen heart-breaking photos on the
news of the funeral of the 18-year-old niece of Israel's
soft-spoken U.N. Ambassador Yehuda Lancry, victim of the
most recent suicide bombing in Haifa. She was a pretty
girl. She was in the wrong place at the wrong time. Now
she is one of 466 victims of Arab terror murdered in cold
blood since former Prime Minister Barak offered Arafat
a deal for a Palestinian State.

I step out to take a deep breath. I am standing on the
balcony of the 970-year-old Drei Konige hotel, on the
exact same spot where Theodor Herzl once stood back
in 1896. He was a journalist at the time covering the
infamous Dreyfus trial and was so revolted by the rabid
anti-Semitism of 19th-century Europe that he wrote
"Der Judenstadt" ("The Jewish State"), the book that
became the blueprint for the creation of the modern
state of Israel. Who would have thought that in 2002
Jews living in the former Soviet Union and Poland are
safer than those living in Jerusalem, Tel Aviv and Haifa?

I am looking at the murky waters of the Rhine, thinking
of how little the world has changed. Behind me, in my
hotel room a strange Arabic-language music video is
blaring on my television set.

I return to the room to watch how Egypt's Nile TV
(one of at least eight Arabic language channels offered
via satellite in Switzerland) is repeatedly running that
strange video clip that boils my blood – backed by a
hundred-piece orchestra, a singer in wailing voices
extols the struggle of Palestinian "freedom fighters."
In a masterfully edited video montage, Israeli soldiers
are firing at innocent Palestinian children as if they
were target-practicing. A Palestinian child is hit by
a hail of bullets, and in appropriate, grainy,
documentary-like slow motion, falls to the ground to
the wailing sounds of the orchestra in the background.
The lead singer weeps and a "martyr" is born.

I flip the channel. There is an Arabic language
documentary, showing a Palestinian suicide-kindergarten,
where the curriculum focuses mainly on marching to
patriotic war songs and preparing children for
"martyrdom operations" against the Jewish enemy. The
classroom walls are wallpapered with posters of
Palestinian youngsters who blew themselves up as
human bombs. In one shot, there is a placard next to
the blackboard, depicting a swastika and the
Star of David dripping in blood side by side.

On the next channel, Saeb Erakat, chief Palestinian
negotiator, is shouting at the camera with a
wall-size poster of Jerusalem behind him, declaring
Yasser Arafat the "democratically elected leader
of his people."

The keffiyeh-clad commentator on the Kuwaiti channel
is shedding crocodile tears for his suffering
Palestinian brothers, conveniently forgetting the
fact that his country promptly cleansed itself of
most Palestinians in the wake of the Gulf War, in
which Yasser Arafat took the side of Saddam Hussein.

The next news item is more cheerful however – it
speaks of the upcoming opening of Villa Moda, the
most opulent super-luxury shopping mall in the
Middle East. It is owned by Majed al Sabah, the
nephew of the Emir of Kuwait – a place where
believers who no longer want to travel to increasingly
"dangerous places" like London, Paris and New York to
spend their U.S. petrol-dollars, can buy their latest
Chanel bags. Then there is a commentary on why the
Kuwaitis and their Saudi brothers should not allow
the American "infidels" to use Arab soil to attack
their Iraqi brethren. It would upset the peace of
their populations.

On the next channel, Saddam Hussein's recently
increased premium payments to the families of
suicide bombers are praised.

I can't fall asleep, so I keep changing the channels.
The European stations are showing news footage of a
number of French synagogues being burned at the hands
of unseen perpetrators. And there is an item on German
television of a young Hassidic man beaten savagely by
"persons unknown." British commentators on the BBC
are giving lessons in morality to Israeli Jews who
"militarily conquered other peoples' land." I am
wondering: "What a blatant double standard. What
was Great Britain doing two decades ago sending its
fleet half a world away to fight a war in defense
of their claims of conquest on the Falklands?"

I turn off the TV set and try to make sense of it all.
How little has changed in the years since the days
of Herzl and Dreyfus. Synagogues are burning, Jews
are beaten, the German and British governments are
imposing a quiet boycott of Israel, the Swiss are
talking of putting punitive tariffs on Israeli goods
in public and Arafat and Kofi Anan are speaking of
moral equivalency. And while 21 Arab states sit on
their hands and their petrol billions instead of
trying to better the conditions of their Palestinian
brethren, Yasser Arafat is negotiating with U.S.
Secretary of State Powell.

President Bush called for an all-out war on
terrorism. His secretary of state just paid a visit
to the arch-terrorist Yasser Arafat in Ramallah.
Along with many, Arafat regards Zionism as a way of
making Palestinians pay for the Holocaust. The
"leader of the Palestinian people" stated the
purpose of his life, just a decade after he
established Al Fatah, the predecessor of the PLO
(and incidentally, this was many years before Israel
conquered Arab lands): "The end of Israel is the
goal of our struggle, and it allows for neither
compromise nor mediation," he explained to the
Italian journalist Oriana Fallaci in 1972.

 "We don't want peace. We want war, victory.
  Peace for us means the destruction of Israel
  and nothing else."

It is dawn in Basel. A young couple are walking
their dog by the Rhine. The young lady holding the
leash appears to be in her eighth month of pregnancy.
I look at her from my hotel window and suddenly I
am filled with envy. That child who is about to be
born into the world of this tiny nation will never
see war. After all, there has been no war in this
part of the world for centuries. There is no
Sept. 11 lurking in their future and their baby
carriage will not likely be blown up by anyone.

I think of the hundreds of Jews who were murdered
by Arab terror since the deal that the Palestinians
demanded was offered to them.

I think of the Six Million. The world never learned.

     3.    EGYPTIAN GOVERNMENT DAILY TO HITLER:
           "IF ONLY YOU HAD DONE IT, BROTHER"

The following are excerpts from an article by Fatma
Abdallah Mahmoud titled "Accursed Forever and Ever,"
which recently appeared in the Egyptian government
daily Al-Akhbar:

"They are accursed in heaven and on earth. They are
accursed from the day the human race was created and
from the day their mothers bore them. They are accursed
also because they murdered the Prophets. They murdered
the Prophet John the Baptist and served up his head on
a golden platter to the singer and dancer Salome. Allah
also cursed them with a thousand curses when they argued
with and resisted his words of truth, deceived the
Prophet Moses, and worshiped the golden calf that they
created with their own hands!!"

"These accursed ones are a catastrophe for the human
race. They are the virus of the generation, doomed to
a life of humiliation and wretchedness until Judgement
Day. They are also accursed because they repeatedly
tried to murder the Prophet Muhammad. They threw a
stone at him, but missed. Another time, they tried to
mix poison in his food, but providence saved him from
their treachery and their crimes. Allah cursed them
when they carried out the criminal massacre of the
peaceful Palestinians in Sabra and Shatilla."

"They are accursed, they, their fathers, and their
forefathers... until Judgment Day, because they burst
into Al-Aqsa Mosque with their defiled, filthy feet
and violated its sanctity."

"Finally, they are accursed, fundamentally, because
they are the plague of the generation and the bacterium
of all time. Their history always was and always will
be stained with treachery, falseness, and lying.
Historical documents prove it."

"Thus, the Jews are accursed – the Jews of our time,
those who preceded them and those who will come after
them, if any Jews come after them."

"With regard to the fraud of the Holocaust... Many
French studies have proven that this is no more than
a fabrication, a lie, and a fraud!! That is, it is a
'scenario' the plot of which was carefully tailored,
using several faked photos completely unconnected to
the truth. Yes, it is a film, no more and no less.

Hitler himself, whom they accuse of Nazism, is in my
eyes no more than a modest 'pupil' in the world of murder
and bloodshed. He is completely innocent of the charge
of frying them in the hell of his false Holocaust!!"

"The entire matter, as many French and British
scientists and researchers have proven, is nothing
more than a huge Israeli plot aimed at extorting the
German government in particular and the European
countries in general. But I, personally and in
light of this imaginary tale, complain to Hitler,
even saying to him from the bottom of my heart,
  'If only you had done it, brother, if only it had
   really happened, so that the world could sigh in
   relief [without] their evil and sin.'"

"Since their birth, the Jews [have amassed] hatred
and hostility towards Islam and the Muslims. They
have always laid traps for the Muslims, woven
conspiracies and crimes against them, and been
biased in favor of their enemies and occupiers..."

"They always try to warp and distort everything fair
and beautiful!! Basically, they are a model of moral
ugliness, debasement, and degradation. If only Allah
would curse them more and more, to the end of all
generations. Amen."(1)

     4.    JENIN'S WAR CRIMINALS

The United Nations is intent on investigating charges
that Israeli forces violated the human rights of
Palestinians during this month's raid on the Jenin
refugee camp. Because noncombatants were killed there,
the word "massacre" is being bandied about in the press.
Many in the "human rights community," however, have
already reached a verdict. "When we are confronted with
the extent of destruction of the Jenin refugee camp,"
says Rene Kosirnik of the International Committee of
the Red Cross, "it is difficult to accept that
international humanitarian law has been respected."
Amnesty International claims it too has evidence of
human-rights abuses in Jenin.

Mr. Kosirnik and friends are right about one thing:
International law was violated in Jenin, and the
violations should be investigated. But the law was
not broken by Israel, which has responded carefully
and proportionately to the daily murder of its citizens.
Under international law, the people violating the human
rights of Palestinian noncombatants are Palestinian
terrorists, who have hidden themselves and their weapons
-- without uniforms or other identifying insignia
required by the laws of war -- among the civilian
population of the West Bank.

In Article 58 of its Protocol relating to the
Protection of Victims of International Armed Conflicts,
the Geneva Convention says those in control of
territory must "endeavor to remove the civilian
population, individual civilians and civilian objects
under their control from the vicinity of military
objectives; Avoid locating military objectives within
or near densely populated areas; Take the other
necessary precautions to protect the civilian
population, individual civilians and civilian objects
under their control against the dangers resulting
from military operations."

George H. Aldrich, the chief American negotiator of
this treaty, has explained that under it, "a party in
control of territory" -- as the Palestinians were in
each West Bank town until the Israelis defeated them
-- "is instructed to take all feasible measures to
protect civilians and civilian objects from the effects
of combat, largely by trying to separate them to the
extent possible from military objectives." Such a
party must therefore "avoid unnecessarily siting
military objectives near civilian dwellings."

The Palestinian terrorists did the exact opposite.
Rather than "avoid unnecessarily siting military
objectives near civilian dwellings," they hid such
"objectives" almost exclusively in dwellings and other
civilian buildings: The bomb factories Israel found
throughout the West Bank were located in homes,
schools and other civilian sites. And rather than
"trying to separate, to the extent possible, from
military objectives," the Palestinians went out of
their way to hide military objectives behind, in,
around and under civilian (and even humanitarian)
objectives. The ambulance containing the bomb belt;
the pregnant young woman in "labor" who turns out to
be about to give birth to a bomb -- these are the
most explicit possible violations of the
international human rights of the population in
whose midst these military objectives are hidden.

In a post-battle interview with the Cairo weekly
Al-Ahram, an Arab bomb maker named "Omar" proudly
laid out the Palestinians' strategy of militarizing
homes: "We had more than 50 houses booby-trapped
around the camp," he said. Unarmed women lured
Israeli soldiers to their deaths.

The Palestinians used the civilian population like
this, we know, because that is part of their strategy:
make victims and then cry about victims. Plus, knowing
they cannot face the IDF in the field, the Palestinians
tried to cripple the Israeli army by hiding among
civilians, thereby forcing the real soldiers to hold
back. The Palestinians knew that the Israelis --
a disciplined army of husbands and fathers -- would
restrain themselves to avoid killing noncombatants.

Even Arab fighters have admitted the Israelis did
exactly that. Captured Jenin-based terrorist Thabet
Mardawi told CNN last week that he "and other
Palestinian fighters had expected Israel to attack
with planes and tanks." "I couldn't believe it when
I saw the soldiers," he said. "The Israelis knew that
any soldier who went into the camp like that was
going to get killed." Shooting at these men as
they walked cautiously down the street "was like
hunting . . . like being given a prize. . . I've
been waiting for a moment like that for years."

Can it be any clearer? The 13 Israeli soldiers
killed in that Jenin deathtrap died precisely because
they were trying to discriminate between military and
nonmilitary "objectives" the way a Daisy Cutter can't.
In other words, they were trying to undo the effect
of the human-rights violations inflicted on the
population of Jenin by the terrorist army that
made its home there.

Eventually, of course -- as was certain to happen so
long as they were not pulled out too soon -- the
Israelis were successful in their mission. But the
Palestinian terrorists, having planted themselves
among civilians, have harvested a fresh crop of
victims, which they are now using for public-relations
purposes. The U.N. investigation in Jenin is the fruit
of that PR campaign. What the Palestinians did to
harvest that fruit, however is the real violation
of the West Bank residents' human rights.

The only proper question for the U.N. to ask about
Israel's conduct, by contrast, is whether it was a
proportionate response to this provocation and to
these methods of fighting. If the U.N. wants to
investigate that question again, it should be free
to do so. But it cannot even pose the question
properly without an accurate understanding of the
unceasing human-rights violations that Israel
confronted as its soldiers walked slowly down the
booby-trapped streets of Jenin, trying to tell the
difference between innocent victims of war and the
terrorists hiding among them, using them as
human shields.

That fraud is the real human-rights violation in
Jenin, and throughout the West Bank.

    5.    ISRAEL, CHARLIE BROWN & LUCY

As a kid, one of my favorite cartoons was Charlie Brown
and his gang of off beat characters. It is a little
embarrassing to admit that my fondness for Charlie
Brown extended way into my adulthood. There was
something about him that seemed to correspond to
my life. He was always trying to do good but forces
beyond his control kept intervening.

One of those forces was a nasty little girl named
Lucy. She would promise Charlie to hold a football
so he could kick it. Simple enough, except she never
followed through on her promises. She would pull
the football away and Charlie always landed on
his back, stunned at the betrayal.

It may sound over simplified to equate Israel with
Charlie Brown, but I am going to do it. Israel
repeatedly has tried to make a cease-fire and
negotiate with the Palestinian Authority and
Yasser Arafat. Of course they always end up on
their back with more suicide bombings, shootings,
and sniper attacks.

Though Charlie Brown never learned his lesson, it
now appears that Israeli Prime Minister Ariel
Sharon has. He recently launched a wide ranging
offensive to destroy the terrorist infrastructure
that was murdering Jews throughout Israel. The
Freeman Center and all its associates and members
wish him success in this important mission.

Daily Sun, in an article titled
“Time for Us to Support the Jewish People.”

CNN, in which he quotes Palestinians as saying the

What happened in Jenin? The British press in the third
week of April was playing the Jenin battle as a massacre,
while American newspapers found no such evidence.
Nothing supports Palestinian allegations of a massacre,
despite the big play in the European press and CNN.
