[AGL] about the coronavirus

Imagine a country and a huge city of 11 millions in iy where an illegal 
business sold snakes and live bats to eat. As I understand it, in China 
all businesses or most of them require bribing local officials. The 
central government tries but is unable to supervise its local officials. 
Apparently many Chinese like to eat snakes and live bats dipped in broth.

There used to be a dish sold in classy French restaurants of ortelans, 
small song birds caught, cooked and served unboned to customers. The 
custom was to eat them behind a napkin draped over one's head. /Autres 
pays, autres moeurs/ (different strokes for different folks) as the 
French say.
