The “rules”  below are written by Mike …. very few in the world of ‘street photography’ would agree with them. 

For me, ‘street photography’ is simply snapshots made on the street.  You can parse the definition as you like…. how does a ‘street portrait’ (done without acquiescence of the subject) differ from a ‘street portrait’?  The argument you present below is just silly.

some quotes on ‘street’ photography:

"An historical novelist guesses at the past on the best evidence he can find, but a photograph isn't a guess; it's an artifact that has captured time. And so, a street photograph that has captured not only the visages of its subjects, but the story that surrounds their actions can be a more convincing reminder of how things were than any novel or any straight, posed documentary photograph.
Although good street photography is a powerful art form, it's also a way of recording what people really are like, and, for those after us, a way of learning what we were like. Seems to me that besides the satisfaction it can give you, those two things alone make it worthwhile.”

"Sometimes a great street shot is just a snap. By definition, it's a moment in time seen out and about. You have to see it, frame it, snap it, all in a split second. Obviously, some are better than others. Witty shots, funny shots, super juxtaposition, are the best, but I still think that it's that split second that matters. Anything set up or thought about, for me, can be a street shot because it's in the street, but the best are the serendipitous moments."

“Street Photograpy” can also be simple one shot documentaries.  A story in an image. Sometimes they are just composition with a slight narrative.  It aways depends on the shot.  Does the image catch your attention?  Then you can start to ask why.  I really like the idea that while shooting a camera one should say to themselves “I’m ‘making’ a picture, not ‘taking' a picture.
