I still have my mother's cookbook from the very early 40's, with the
occasional reference to substitutions which have to be made because the
ingredients cannot be bought in wartime, or require too many ration
cards.

  That is a very good ideal about using the local cookbooks  put out by
the Churches and Guild groups.  I think something beyond celery stalks
stuffed with pimento-cream cheese should be listed (my suggestion).  He
did say 1940's but perhaps he meant the whole 1940's not just 1940 than
there would be rationing '42 and after which would make it more
interesting.  My parents came from a small town in East Texas near the
Oklahoma border, Bonham.  It was definitley southern style inspired.  I
would say 'cracker' southern, my father loved to put hot buttered
cornbread in a glass of milk as a side dish at dinner.  Houston
definitley had Mexican food but I don't know if Beaumont did,; Bonham
didn't.  At that time when people wanted to put on the'dog' they ate
frenchified dishes.  It is good to suggest music.
   This might be of interest I googled  Google about this project and up
popped an entry from the UT historical archives about a woman in that
time frame who operated jazz clubs, bar and dinner clubs in Beaumont and
who was the first openly gay woman or/ person in Beaumont.   UT bought
all her menus etc and papers.

and I have been helped in the past by asking old ladies at the local
churches - they go home and get you their local cook booklets.
