Bush found blameless as regards 9/11

I read in the autobiography of a Russian literature professor from Harvard
who worked in the Reagan White House that everyone continually plays
turf wars there and no new policy is easily implemented. Usually initiatives
just bog down and disappear into a black hole.
Listening to the testimony of Albright, Cohen, Rumsfeld, Powell,
I found the continuity of nothing much getting done from administration
to administration about Osama not surprising, not surprising at all.
So that blame of Bush for dereliction of duty before 9/11 is misplaced.
It was peace time. The military was asleep and the CIA & FBI were
feuding as usual. How is that Bush's fault? Nothing he could have done
about it.
Now as for Iraq, that's a different story. As we have learnt from various
insiders now on the outside, the Bushies were bent on invading Iraq
as soon as excuse could be invented.
