Richard Perle, Bush's right-hand hawk

Defense policy board was created some years ago.  It mostly languished but 
came "to life"...rather like Frankenstein...with Perle as its chairman.  It 
is/was supposed to "help" the military liaise with the "private" sector.  
Like they didn't have enough lobbyists already.  There was a good description 
of this thing a couple of weeks back, but I think I shed it.  Does someone 
have a clearer recall as to when this was created.  Personally, I think it as 
useless as tits on a boar hog.
