seriously, traditional (and very collectible) action
figures are simply tiny dolls.  Not much moving parts,
but are look alikes for the real, usually fictional
movie characters.  

For the Great Villains, I suggest starting with a
series for the 80s, the 90s, the 00s.  The look alike
figure could have accessories, but I think a
descriptive explanation for induction in the Ghetto
Research Group Hall of Fame would be an important part
of the package.  A good write-up of why the weasel, or
weaselette is immortalized.  Agree? or not.
