According to WIRED as early as last Thursday the FBI was visiting every major internet service provider and demanding that they let them (the FBI) install CARNIVORE on their systems.  CARNIVORE is a technology that lets the FBI monitor EVERY e-mail message sent through the ISP with "sniffer" systems that use keywords.  Any e-mail that uses those keywords is automatically sorted out for FBI review.  According to WIRED most if not all the ISPs were quietly acceding to their demand.
