Are we confusing this with hoof & mouth disease?

When I was growing up in Central Texas farm, there were discussions about
"black leg" which, I believe, referred to bovine anthrax.  The diagnostic
technique described was to run you hand down the animal's leg and if it felt
like "old parchment" then that animal was destroyed.  And burned.   Anybody
recall something like this from the Forties or Fifties?
