Serious, though, the absurdity of leaving "average people" out of surveillance is that terrorists try their best to look and act like "average people." So if you are going to have intrusive surveillance, you have to honor everyone's civil rights-- or just about no one's. Where do we draw the line? Any ideas out there?</P>
