"His anti-pollution, anti-Big Oil representation of
the 8th Congressional District in northeast Harris
County for 14 years, until his defeat in the 1980
Ronald Reagan landslide, appeared inconsistent with
the then boming oil-....

"Eckhardt battled for cleaner air and water and for
various consumer-protection measures.  He was proud of
his success in passing legislation to control toxic
substances.

"He dressed like an old-style, Southern Congressman
from another era with his Panama hat, white suit and
bow tie.  While he may have appeared to some as merely
a colorful character, Eckhardt was a true scholar and
great storyteller who could readily quote the
Constitution or Shakespeare when needed."
