Singapore will impose fresh curbs on car ownership and improve public transport to tackle worsening congestion in the city-state, its transport minister said in comments published Tuesday.

The reduction of car ownership growth is expected to further boost prices in the island nation, already one of the costliest places in the world to own a private vehicle.

Doing so would also allow our ambulances to return to their bases faster and attend to the next critical call in a timely manner.

In other words, insisting on ambulances to fetch you to your choice of hospital instead of the nearest, you may not only die, but you may cause the next patient in need of an ambulance to die too.

Temasek has faced changes at the top in the past two years since it parted ways with former BHP Billiton Ltd head Charles "Chip" Goodyear, who was going to replace Mdm Ho Ching as CEO, over differences in strategy. Mr Hsieh's former counterpart, Mr Simon Israel, Temasek's former executive director and president, retired from his executive and board roles in July.

Analysts said Hsieh's decision to quit as well as other recent management changes were part of Temasek's efforts to find a successor for chief executive Ho Ching and strengthen the leadership during global economic turmoil.

"They've got people coming in and people coming out. Perhaps this reflects the urgency of preparing for the more volatile investment landscape by having the most experienced hands on deck," said CIMB regional economist Song Seng Wun. "They also have the issue of succession as well," he told AFP.
